RFI: Vendor Questions for CRFQ DNR26*23 Reed Creek Hatchery Pond Improvements

Q.1. Please clarify whether the waste fields will require seeding and mulching after sludge disposal.

A. Seeding and mulching the waste fields is not required.

Q.2. Please provide a detail on the new baffles, provided by the hatchery, that we have to install.

A. Baffles are TBC Type II Turbidity curtains as follows:

• TBC Type II Turbidity Curtain 6" Float, 60" Impermeable Skirt, 5/16" HOG Top Tension Cable, 1/4" HOG Chain Ballast, 22 oz. PVC Coated Fabric (Orange), ASTM Aluminum Z- Type End Connectors w/ ASTM Toggle Pin, 75' Sections.

• TBC Type II Turbidity Curtain 6" Float, 72" Impermeable Skirt, 5/16" HOG Top Tension Cable, 1/4" HOG Chain Ballast, 22 oz. PVC Coated Fabric (Orange), ASTM Aluminum Z- Type End Connectors w/ ASTM Toggle Pin, 75' Sections.

Curtains will be installed per manufacturer’s recommendations and in similar position and layout as currently existing in the pond.

Q.3. Does the Teledyne 5800 sampler need to be a refrigerated unit?

A. Yes.

Q.4. In the specifications, there are several references to a “Schedule of Values”. I cannot find the schedule of values.

A. The schedule of values is attached to Addendum No. 01.

Q.5. In 1.22 B. Unit Price Items: the bid item for Sludge Removal and Disposal states that is will be based on the estimated sludge volume and will be measure in gallons. Please provide the estimated volume.

A. We have estimated 216,000 gallons. See schedule of values.

Q.6. The plans and specs make numerous references to vacuum trucks. Typically, vacuum trucks are relatively small (800 to 2400 GA) and would require hundreds of loads and would be very slow and costly. Will other methods be allowed? The agricultural industry regularly preforms similar work with large open tank wagons. Would this be considered?

A. Bids must be as specified. We would be concerned about spillage with open wagons.

Q.7. Do the sludge hauling vehicles need to be water-tight?

A. Yes to prevent spillage on the roadways.

Q.8. Spec #1.12 states that waste areas must be stripped of vegetation and topsoil prior to placement of waste and used to revegetate the surface. Can the fields just be harrowed/disked or plowed under and then re-plowed and graded after waste disposal?

A. This statement only applies to excess soil excavated from the contact box modifications. The waste site for excess material generated from the contact box modifications will be small and soil not needed for backfill will be thinly spread on the existing pond dam crest adjacent to the box. This statement is not referring to the sludge disposal areas.

Q.9. No erosion and sediment controls are shown for the three waste fields. Is it up to the contractor to design, submit, and construct the E & S plans for these three areas?

A. Erosion and sediment control measures are not required for the sludge disposal areas.

Q.10. Is it your intention to utilize all three waste fields while limiting the disposal to 5,000 ga/ac?

A. We will only use the sludge disposal areas needed to spread the sludge removed.

Q.11. - Spec 2.03.5 Dewatering and Mechanical Agitation of Sludge & 2.07 Dewatering and Water Control: partially reads, “Prior to excavation and fill placement, the groundwater table shall be lowered a minimum of 1 foot below the excavation bottom or as required to maintain stable conditions while this work is performed. The effectiveness of the water removal shall be satisfactory to the Engineer.”

You have not provided any geotechnical data or ground water information. How can we reasonably estimate the cost of this statement. The entire paragraph puts the whole responsibility of dewatering on the contractor without providing any hydrological nor geotechnical data. Please consider deleting or rewriting these paragraphs.

A. This section only refers to excavations necessary to remove existing pipe and modify the contact box. If water accumulates in the excavations necessary to remove and backfill the pipes, or construct the new channels, it will need to be pumped out before fill or concrete placement. This section does not refer to dewatering the pond for sludge removal. However, you are required to control water in the pond for sludge removal. That will be by pumping from the pond or the drain valve if it is operable and can be opened without allowing sludge to enter the stream.

Clarification:

Pond Dewatering: Dewatering must be initially performed by pumping and discharge to the stream through a silt bag. The drain valve, if operable, cannot be used until the water is low enough to verify it is open and sludge will not be discharged to the stream.
