About this file

This is Addendum 1 to a solicitation issued by the Commonwealth of Pennsylvania Department of General Services for bagged de-icing materials (50-pound bags) supplementing previous IFBs 6100060797, 6100061430, and 6100066274. The solicitation requests bids for calcium chloride de-icing materials meeting ASTM D2688 standards (minimum 77 percent calcium chloride, maximum 2 percent moisture) supplied in 50-pound heavy-duty polyethylene bags. Delivery is required on a full-truckload basis (approximately 840 to 896 bags per truckload) FOB Destination to four PennDOT Districts across Pennsylvania. One-year estimated demand totals 17,600 bags distributed among District Four (880 bags), District Five (3,520 bags), District Six (3,520 bags), and District Eight (9,680 bags). Electronic bids are due September 23, 2026, with no pre-bid conference scheduled. The contract term is one year with options for two additional one-year mutual renewals, contingent on written notice from the Commonwealth at least 90 days before expiration and contractor consent at least 60 days prior. Delivery must commence within five calendar days of purchase order receipt and be completed within five business days thereafter.

The addendum clarifies that orders may be placed at any time during the contract term based on operational need, storage capacity, and budget, with calcium chloride available while supplies last. Pricing is subject to semi-annual adjustment based on the U.S. Department of Labor Bureau of Labor Statistics Producer Price Index for Truck Transportation, with adjustments applying only to orders placed after any change notice. Lift-gate service charges up to $50 per pallet may be assessed at receiving locations lacking forklift capability. The contract will be awarded on a single-award-by-line-item basis to the lowest responsive and responsible bidder. Bidders must specify whether products are in pellet or flake form and submit firm, fixed prices along with required certifications including GSPUR-89 reciprocal limitations certification, Iran-free procurement certification, lobbying certification (BOP-1307), worker protection and investment certification (BOP-2201), material safety data sheets, and COSTARS Program Election to Participate forms if applicable. COSTARS administrative fees vary: $166 for DGS-verified Small Diverse Businesses, $500 for DGS Self-Certified Small Businesses, and $1,500 for all other bidders.
