About this file
This document is Addendum No. 1 for IFB 250802, issued by the City of Leesburg, Florida, for Emergency Disaster Debris Removal & Disposal Services. The addendum provides responses to 23 requests for information (RFIs) from potential bidders, clarifying details about the procurement. The current contract with TFR Enterprises, Inc., awarded in November 2018, has reached its full term and extension options. The service area covers approximately 47 square miles with 114 miles of roads, and the most recent activation was for Hurricane Milton, which resulted in the collection of 35,016 cubic yards of vegetative debris. The bid is being released in preparation for hurricane season, with the contract start date coinciding with the award date.
The incumbent, TFR Enterprises, Inc., was paid $295,540.12 for the most recent event and over the previous five years. The city has been explicit that bidders cannot deviate from the expected fee structure, and page limits for submissions will not be increased. The procurement does not allow alternate pricing categories, and bidders must strictly adhere to the solicitation's requirements. The addendum emphasizes that resumes and organizational charts do not count towards the 5-page limit for Tab B, which requires information on qualifications, project team, equipment, management plan, and Florida contract history. The city has provided minimal flexibility, repeatedly directing bidders to refer to the original solicitation for most detailed requirements.
