About this file
This is a Solicitation Addendum issued by the Office of State Procurement on behalf of the State of Minnesota for Capitol Complex Area Food Services (SWIFT Event #18479). The addendum extends the proposal due date from August 28, 2026, at 3:00 PM CT to September 2, 2026, at 3:00 PM CT. The State is soliciting food service operations for multiple facilities on the Capitol Complex, with two locations anticipated to be operational during the initial contract term: the Centennial Cafe at 658 Cedar Street and the Capitol Cafe at 75 Rev. Dr. Martin Luther King Boulevard (operational only during the legislative session from January 12, 2027, through May 17, 2027). Of seven total food service facilities on the Capitol Complex, five are temporarily closed and not anticipated to be operational during the initial contract term. Respondents are required to provide pricing applicable to multiple food service facilities and must demonstrate capability to serve all operational locations; pricing consistency across cafeterias is preferred but not required. A pre-proposal meeting is scheduled for August 19, 2026, at 1:00 PM CT at the Transportation Building, 395 John Ireland Boulevard, Saint Paul, Minnesota, where attendees will receive an RFP documentation review and tour of food service facilities; attendance is strongly encouraged, and prospective respondents must RSVP at least 24 hours in advance. The contract term runs from January 1, 2027, through December 31, 2028, with an option to extend up to 36 additional months in State-determined increments, with an anticipated award date of September 30, 2026.
The estimated annual contract value is $500,000 to $525,000, though this represents neither a minimum nor maximum obligation. Respondents must submit questions by 3:00 PM Central Time on August 20, 2026, to brian.mulhern@state.mn.us, and all answers will be provided in publicly posted addenda. Mandatory requirements for evaluation on a pass/fail basis include scope of work, contractor capabilities, equipment, cleaning and maintenance, work space, permits and licenses, health code compliance, food sales, catering services, and safety and first aid requirements. Responses must be submitted electronically through the SWIFT Supplier Portal, and late submissions will not be accepted. The State provides capital kitchen equipment, utilities, dining space, and building maintenance, while the contractor bears all costs for food procurement and staffing. Pricing must be firm for the initial two-year term, with quarterly adjustments thereafter subject to State approval.
