About this file

This is Addendum No. 1 to Invitation for Bid (IFB) 2026-056 issued by Union County, North Carolina on July 2, 2026, for roof replacement at the Union County School Administration Building. The addendum incorporates Pre-Bid Meeting Minutes dated June 18, 2026, and clarifies project requirements. The scope encompasses roof replacement across three areas with different deck types (plywood, wood plank, and steel deck), each requiring removal down to the structural deck and installation of new roof systems with 20-year warranties. Three alternates are specified: Alternate No. 1 for elastomeric joint sealant replacement (500 linear feet), Alternate No. 2 for roof edge protection rail replacement in Roof Area A, and Alternate No. 3 for metal ladder replacement. The project includes quantity allowances for various steel deck and wood deck repairs and replacements, with eight unit prices required for cost determination. The non-mandatory pre-bid meeting was held on June 23, 2026, at 10:00 a.m. at the project site. Sealed bids were due by July 9, 2026, at 2:00 p.m. at 610 Patton Avenue, Monroe, North Carolina 28110. The construction duration is 75 calendar days with liquid damages of $250 per calendar day assessed for delays, and work must commence within 14 days of contract execution.

The bid requires a 10 percent contingency allowance and identifies Union County's Minority Women Business Enterprise (MWBE) participation goal of 10 percent for the project. Bidders must submit required enclosures including bid bond, MWBE identification and affidavits, non-collusion affidavit, E-Verify affidavit, and roof manufacturer's acknowledgement form. A full-time on-site superintendent is required. The addendum clarifies that roof installation must meet a design wind speed of 115 miles per hour, while manufacturer's warranty applies to wind speeds up to 72 miles per hour. The engineer is REI Engineers (Project No. R26CLT-035), and the architect is Gensler. Contractors are responsible for identifying certified HUB/MBE firms independently and conducting outreach to meet good faith effort requirements. All contractors must procure pricing for HVAC and other trades independently; Union County does not require services from specific contractors. Closeout includes a two-year contractor's warranty, 20-year roofing manufacturer's warranty, and various system-specific warranties, with all closeout documents due within 30 days of punch list completion.

ADDENDUM

PROJECT: Union County Schools Administration Building Roof

OWNER: Union County

NO.: 01

DATE OF ISSUANCE: 7/2/2026

ENGINEER: REI Engineers

REI PROJECT NO: R26CLT-035

This addendum forms a part of the Contract Documents and modifies the original Bidding Documents dated 7/9/2026 as noted below.

This addendum consists of 1 page(s), the attached Pre-Bid Meeting Minutes.

CHANGES TO BIDDING REQUIREMENTS:

1. Pre-Bid Meeting Minutes: the attached Pre-Bid Meeting Minutes dated 06-18-2026 are incorporated into the Contract Documents by reference.

QUESTIONS/CLARIFICATIONS

1. Q: You mentioned you could send over companies that could assist with the MWBE goals and I was hoping to get a list so I could reach out to any applicable companies on this project.

A: Union County does not have a project-specific list of MWBE firms to distribute. Contractors are responsible for conducting their own outreach and identifying certified HUB/MBE firms to meet the good faith effort requirements. The NC HUB Directory is a resource for prime contractors to locate certified firms.

2. Q: On the roof plan (page XR101) it lists the ultimate design wind speed at 115 mph while in the project manual under section 075216 & 075400 subsection 1.9 it calls out for the warranty to remain in effect for wind speeds up to 72 mph. Which wind speed should the warranty and application of the materials need to meet?

A: The roof shall be installed to meet the design wind speed of 115 MPH. The Manufacturer’s Warranty shall be for wind speeds up to 72 MPH.

3. Q: Is the HVAC contractor who was on site for the pre-bid going to provide pricing to all contractors?

A: It is the prime contractor’s obligation to procure pricing for any and all work included in the contract documents. Union County does not require services be provided by a specific contractor.

ALL OTHER REQUIREMENTS AND PROVISIONS OF THE BIDDING DOCUMENTS REMAIN UNCHANGED.

ACKNOWLEDGE RECEIPT OF THIS ADDENDUM ON THE BID FORM. FAILURE TO DO SO MAY BE CAUSE

FOR REJECTION OF THE BID.
