About this file
This document is an amendment to an RFP (B-28409 / 22-OPP-R-115497) issued by the Illinois Department of Transportation (IDOT) for an Americans with Disabilities Act (ADA) Transition Plan. The RFP seeks proposals from vendors to provide services related to the ADA Transition Plan, including training and coordination with IDOT's central office and district ADA coordinators. IDOT will handle the coordination of training sessions and securing training locations, and has the capability to record and host online training sessions. Vendors can submit 4 government references in lieu of the required 2 government and 2 private firm references. Invoicing will be done in accordance with the Prompt Payment Act, and vendors should address any exceptions to the contract terms and conditions as part of their proposal.
The RFP does not require professional liability insurance, and IDOT has the capability to host Q&A forums for online viewers. All coordination will be through IDOT's central office, and vendors should not include pricing for securing training locations in their proposals. The RFP specifies that electronic submissions through the BidBuy system are required, and paper responses will not be accepted.

Americans with Disabilities Act (ADA) Transition Plan – RFP
B-28409 / 22-OPP-R-115497
Amendment #1 IDOT Responses to Vendor’s Questions
1. If a subcontractor is not expected to receive $50,000 or more annually under the contract, how should they be identified in the proposal?
Response: Subcontractors can be identified by indicating that the subcontractor will be paid less than $50,000, but no Financial Disclosures and Standard Certifications will be required.
2. In section A.20. of the Instruction for Submitting Offers it mentions getting 2 of each type of reference for government and private firm. As private firms do not routinely contract for ADA Transition Plan services is it acceptable to submit 4 government references?
Response: Yes, references from 4 governmental agencies will be acceptable.
3. In Section 2.6.2 of the Standard Terms and Conditions it mentions invoicing the project at the completion of the contract unless invoicing is tied in this contract to milestones, deliverables, or other invoicing requirements. Can you please clarify the invoicing periods for this project?
Response: The State follows the Prompt Payment Act and rules, if you take any exceptions to the 2.6.2, you are welcome to submit your exceptions in section G with your proposal.
4. Can you please clarify that professional liability insurance is not required as it is not identified in Section F.12 of the Standard Terms and Conditions?
Response: Vendor should utilize the exceptions process to clarify the language of Section F.12 with respect to professional liability insurance.
5. Does IDOT have a preferred method of training anticipated as part of this contract- in-person, virtual, or a blended method?
Response: The training approaches will be determined on a case-by-case basis by the state based on the requirements of local agencies. Having the ability to provide in-person training is important. Virtual or blended methods may be considered. Virtual training alone will not be considered acceptable. If a vendor only has virtual training capability from a distant location, that alone does not meet the requirements.
6. Is there anticipation that the trainings will be available on-line for interested parties to view outside of the training sessions? Does IDOT have the capability to film, produce, and host these sessions on IDOT’s website or will that be the responsibility of the project team? Will the project team be responsible for securing locations for training sessions?
Response: IDOT has the capability to record online trainings and IDOT can host such recorded trainings in our Learning Management System. Any trainings that would be recorded or filmed would be done by IDOT. IDOT will secure all training locations. The vendor on this contract will not be responsible for obtaining locations and pricing for locations should not be included in your response.
7. Does IDOT have the capability to host a question & answer forum to allow the project team to interact with on-line viewers?
Response: IDOT has the capability to host questions and answers forums in which the vendor interacts with online viewers. IDOT uses WebEx for this service and access would be provided to the vendor.
8. Do you anticipate the project team coordinating directly with the individual District ADA Coordinators or will all coordination be through Central Office?
Response: All coordination will be through the Central office. District ADA coordinators may be invited to and may attend sessions. All coordination of this effort will be handled through the Central Office.
9. Section 1 A.1 The State does not accept electronic offers in response to RFPs through BidBuy. Offerors must continue to submit offers in paper format and in accord with the instructions for submission. Offerors must pay special attention to the instructions found on BidBuy as they augment the information in this RFP.
Section 1 A.10 SUBMISSION OF OFFERS: The Offer must only be submitted online through BidBuy. No paper responses will be accepted. Submission of Technical & Price proposals (remember Price proposal must be locked) and other required forms should be attached in BidBuy Bid#: B-28409, please see Notice of Electronic Submission Only is also attached in BidBuy Bid Numbers mentioned above.
