SECTION 2.
This section will contain information to assist Contract users in the designing of a county‐wide solution for comparison of Vendors. The Contractor should assume the county has 6 precinct locations with 3 electronic pollbook registration stations per precinct.
Contractor definition of a location / precinct
A precinct and split are jurisdictional boundaries that determine the ballot style the voter will receive. Poll Pad is capable of programming ballot styles to precincts and splits to ensure that voters receive the correct ballot for the precinct and split that they live in.
A polling location is a physical location where voters vote on Election Day (or during in-person Absentee Voting) and contain one or more precincts. When more than one precinct is assigned to the same physical polling location, the Poll Pad allows all voters in those precincts to check in at that location and identify those who are registered at a different location. If a voter has moved, the Poll Pad determines if the voter has moved to a different precinct and issues a provisional ballot when the voter has changed precincts. The Poll Pad also ensures the voter is in the correct polling location for their current address and, if the voter is not, provides the correct location for the voter to go to in order to cast a ballot.
Required vs. optional items
The KNOWiNK Poll Pad works with all voting systems and VR systems in use in Ohio.
Setup is basic and consists of the iPad in a stand with a receipt printer and a transport case.
There are additional options for interfacing with voting equipment, along with additional options for connectivity at the Polling Place or BOE office. There are also options for how the Poll Pad can be used at the Poll.

Site requirements
Voting Site Requirements for Poll Pad
Poll Pads communicate with each other in real time within a polling place by using peer-to-peer (P2P) syncing. P2P has the ability to use Bluetooth, ad hoc Wi-Fi, and infrastructure Wi- Fi (either individually or with any combination of the three broadcasts) to communicate additions, modifications, and check-in data instantly between Poll Pads. The P2P sync will automatically use the strongest broadcast available to communicate between Poll Pads. P2P sync is a proprietary KNOWiNK communication method and does not require a router as some other solutions do.
Poll Pad itself is still operational under battery power and can continue to allow poll workers to check in voters in the event of a power failure. The iPad has a built-in battery and can last up to 10 hours on a single charge. The printer solutions may be plugged into any commercial off the shelf (COTS) uninterruptible power supply (UPS) for battery backup as an option.
Every Poll Pad comes with a “battery remaining” indicator.
The requirements for each Poll Pad at a voting site are:
• IPAD 64 GB Wi-Fi
• Swivel Poll Pad Stand
• Transport case
• Initial Customer Software License
Each Poll Pad requires at least one power outlet to power the printer and provide charging power to the iPad.
Additional (not required) equipment include:
• Swivel Poll Pad stand
• PollPad Handheld Case
• Election Night Reporting Software
• Curbside Printer
• Encoder (for Dominion BMD)
• Poll Pair (For ES&S ExpressVote Printer)
• Cradle Point IBR-600 for connectivity at the Polling Location
• Meraki Access Point for connectivity at the BOE office
• Poll Sync for connectivity at the BOE office
• iSync Drive
• Poll Print Ballot Printing Station
Training Site Requirements
While KNOWiNK’s Training is flexible enough to be utilized in most facilities, we do have an optimal facility configuration:
The room should be large enough for each attendee to be able to have their own Poll Pad to practice on (two square feet of table space)
• Internet connectivity is not required
• 2 HDMI capable Screens
• If using printers, then power outlet for each unit
KNOWiNK’s Training staff will send out a detailed site survey prior to arrival in order to ensure that a county and any attendees are set up for success.
Disaster recovery / backup information
All KNOWiNK workloads in ePulse are operated in multiple AWS availability zones. An availability zone is a separate data center within a region of Amazon Web Services that is separated by physical distance, with redundant power and ISP connections. All data is constantly replicated across availability zones and in the event of an availability zone failure, all data and processing will continue at a different AWS availability zone.
Software licensing information
Subject to the terms and conditions of the KNOWiNK Master Software License, Development and Services Agreement and for so long as Customer has a current license and support subscription in effect, KNOWiNK grants to Customer a personal, nonexclusive, nontransferable, and limited license to use the Software (which includes firmware, meaning the Software embedded in any System device that allows execution of the software functions) and the applicable Licensed Documentation. With this right to use, KNOWiNK will provide Customer, and Customer will be permitted to use, only the run-time executable code and associated support files of the Software for Customer’s internal requirements as part of the System. The Software may be used only at the Licensed Location specified as the jurisdiction on Exhibit A of the KNOWiNK Master Software License, Development and Services Agreement and only on the hardware or other computer systems authorized by KNOWiNK in writing. Customer’s use of the Software will be limited to the number of licenses specified in the applicable SOW. Only Customer and its authorized employees, agents or contractors may use or access the Software. To the extent Software contains embedded Third Party Software, third party licenses shall apply to the use of the Software.

SECTION 4. REQUIRED CONTRACT SERVICES
(2-3 PAGES)
This section will contain descriptions of all included services provided and required by Contract.
Site survey analysis
We can provide a county with specific site survey instructions as needed.
Training
Our thorough training includes all aspects of system set up and use during elections. All users will be trained to capably operate the Poll Pads with minimum contractor support.
ePulse users will also be trained to set up, run and closeout the County's elections autonomously. We regularly hold web-based training and train-the-trainer sessions.
The KNOWiNK training staff will use a training methodology which has been proven successful with our 700 jurisdiction client base. This methodology is designed by Connie Schmidt, CMC, CERA and focuses on a hands-on approach to end user (Election Worker) training. This allows the end user to develop a comfort and confidence in their ability to use the Poll Pad solution on Election Day.
Our suggested training approach is an easily repeatable process and offers the advantage of being successfully tested time and time again. That being said, we are more than happy to accommodate the County’s unique vision for training procedures and want you and your Election Workers to have the best training experience.
Training Content
Our robust and comprehensive training program is focused on three main components to successfully administer the Poll Pad solution without the need for a KNOWiNK staff member intervening in any manner beyond providing requested support. The three areas of focus during training are:
• Meraki Mobile Device Management system training - focuses on teaching the end user how to manage their Poll Pads within the Meraki Mobile Device Management (MDM) system. Here, end users are trained on updating Poll Pad applications, ensuring proper restrictions are set, and how to monitor/remote wipe devices if needed. The objective of this course is to ensure that the End User understands the administrative components of the Meraki MDM system in which the Poll Pads are enrolled.
• ePulse training - an in-depth walkthrough (or workshop) where the KNOWiNK trainer will provide detailed instructions on each component and then assist the end user in building an Election start to finish. The objective of this course is ensuring the end user feels comfortable and confident to prepare for, create, administer, and close out an election.
• Train the trainer - trains the end user in the KNOWiNK recommended manner of Election Worker training while providing a detailed walkthrough of the Poll Pad solution as presented to the Election Workers and voting public. This class covers the experience on Election Day beginning with the set-up of the Poll Pad solution, then moving through the various screen, statuses, and functionalities available. Following the walkthrough of the Poll Pad, the trainer will then consult with the End User to optimize Election Worker Training and ensure the Poll Pad solution is configured to meet all the needs of the End User. The objective of this course is to ensure that the End User understands the functionality of the Poll Pad and is prepared to conduct training courses for their Election Workers moving forward.
Complimentary Webinar Training
In addition to the on-site training provided by KNOWiNK to train County personnel on the Poll Pad solution, we also offer complimentary webinar trainings for subsequent elections at no cost to the County.
Available Webinars Post On-Site Training
• 2 Hours - ePulse (A refresher course allowing the County to ask specific ePulse related questions and improve comfortability with the Poll Pad solution’s backend systems.)
• 1 Hour - Poll Pad (A course designed to walk through the different elector scenarios and features the Poll Pad solution provides.)
Training Facility Requirements

The room should be large enough for each attendee to be able to have their own Poll Pad to practice on (two square feet of table space)
• Internet connectivity is not required
• 2 HDMI capable Screens
• If using printers, then power outlet for each unit
KNOWiNK’s Training staff will send out a detailed site survey prior to arrival in order to ensure that the County and any attendees are set up for success.

Number of People Trained
The number of people trained in a class depends on the size of the entity and its infrastructure to determine the number of staff requiring training to understand and support the KNOWiNK solution. With our user-oriented, hands-on training approach, our instructors prefer to keep class sizes to a number that allows easy, direct interaction with all in attendance, we therefore suggest strongly that classes be kept to no more than 50 individuals to provide the attention each Election Worker requires and maintain the effectiveness of the training.
Documentation Approach
KNOWiNK will provide the County with a variety of training materials including step- by-step user guides and checklists, videos, PowerPoint created specifically for the County, and additional supplemental tools utilized for training. Examples include:

Warranties
We will help configure ePulse and the Poll Pad application to your exact specifications. Our team is available throughout the life of the contract to provide support and service.
Maintenance requiring downtime of the ePulse system is rare. When this is planned, KNOWiNK will notify the election authority in advance and will schedule downtime for a low-traffic time. If the jurisdiction has any maintenance service requests for ePulse, simply contact our client support team who will identify the issue, assign it a severity level, and quickly work to provide a solution.
Support
Maintenance services are available during regular business hours toll-free via phone and by email from 8am-5pm Local Time with extended Election Day hours. KNOWiNK has provided maintenance services and support for all jurisdictional clients.
On average, updates to the iPad’s iOS and Poll Pad application are done twice a year.
Updates will always be scheduled by KNOWiNK and typically occur one month or more before an election. We have provided a schedule with anticipated release dates below. The dates may vary based on your election dates and other factors, like whether there is an iOS update to release or changes to your Poll Pad application. Please note that if Poll Pad customizations are requested, additional Poll Pad software updates may be necessary.
Occasionally three iOS updates from Apple may be released in a one-year term and we will work with you to schedule a convenient time. At a minimum, one Poll Pad update is required annually as a security measure.
Warranty Terms
Apple provides a one year manufacturer’s warranty on the Apple iPad. KNOWiNK warrants the iPad for years two and three. KNOWiNK warrants the printer for three years. If this hardware fails within the timeframes listed above, the County can simply send in the hardware to KNOWiNK’s headquarters and replacement hardware will be quickly exchanged.
After being informed of the device failure, KNOWiNK will promptly send the exchange equipment to the County. Other hardware requiring repair or replacement may be returned to KNOWiNK and replaced at cost.
In the rare case that an iPad fails within the warranty period, a device and peripherals may be returned and in their case to KNOWiNK. After being informed of the device failure, KNOWiNK will promptly send the exchange equipment. Any peripheral that fails within the warranty period can be similarly exchanged.
Service Level Agreements
• Full-time year-round customer support from 8:00 AM-5:00 PM local time with extended hours leading up to, during and after an election.
• Hardware maintenance and warranty as required by the customer.
• Definition of functionality requirements to guide future upgrades and development.
• Statement of work timelines related to installation and Pre/Post Election support requirements.
• Training and documentation requirements and timelines as agreed upon by the customer.
Integration services
The Data Conversion effort is a key success factor for any county. Bad data can overshadow everything else that is positive about a project. Further, quality testing a data conversion can be problematic because it is impractical to open and review every record and sampling is not very effective. Our approach ensures a quality delivery of data and images and will affirm the team’s confidence in the new system implementation.
KNOWiNK recommends that a Database Analyst (DBA) from the county work directly with KNOWiNK’s DBA to create processes to extract data and images from the legacy system.
Together the DBAs of both teams will create extract, transmit and load procedures (ETL) for moving the data and images and will coordinate with the Business Analyst(s) and the Quality Analyst(s) to ensure the processes for conversion deliver a product with data integrity and meeting all quality standards
Data Mapping Rules
The county DBA Team will provide a data dictionary of the legacy systems data structure and full data extracts. The KNOWiNK DBA will work to fully analyze the data sets against the data structure of every field. KNOWiNK will document the mapping of data and present small trial conversions for verification. Legacy fields that do not have an “exact fit” will be reviewed with the county to determine the best course. KNOWiNK has special routines to evaluate all the unique code values for all fields that are coded, such as district, precincts, polling places, etc.
These fields will usually be evaluated first and confirmed with the County Team.
Resources for Data Scrubbing
The KNOWiNK DBA may identify outlying data that does not fit the definition of the field and requires “data scrubbing” or cleanup in preparation for conversion. Data scrubbing may be necessary on both the state and county level.
Strategies for Final Conversion
With final conversion, the legacy systems should remain searchable. KNOWiNK’s process does not rely on data sampling to ensure quality data. KNOWiNK’s conversion process will verify the converted content of all tables by comparing metrics supplied by backend queries against the legacy systems.
Test Data Migration
Prior to the final data migration, the team will run at least one test migration to identify problems, bottlenecks and to capture metrics at key migration checkpoints. The resulting timing metrics will provide the input for scheduling of the final conversion. This conversion approach ensures that all records are correctly transferred without the need to conduct random spot checks of data from individual records. It also provides timing statistics necessary for scheduling the conversion. In addition to being more efficient, KNOWiNK’s conversion strategy has proven to be more effective in each implementation we have successfully completed.
