About this file
This document specifies requirements for an asphalt seal coat project at the National Interagency Fire Center campus in Boise, Idaho. The Bureau of Land Management seeks to renew and seal the existing asphalt concrete pavement surface across parking lots and roadways through an application of asphalt seal coat with aggregate cover. Following the seal coat process, line striping will be re-established. Specifications require qualified contractors to submit product data and a project schedule at least one week prior to the scheduled start date. The work must be performed by companies with five years of seal coating experience in Idaho and will take place over consecutive weekdays to allow for vehicle movement. Requirements include cleaning and preparing surfaces, applying crack seal, protecting utilities, applying emulsified asphalt and cover coat material according to specified rates and methods, sweeping, rolling, and re-striping parking areas with waterborne traffic paint and glass beads.

Following the seal coat process, line striping will be performed to re-stablish the campus parking and roadway areas. This document specifies the characteristics of the material and details the application workmanship.
B. The campus is comprised of asphalt concrete (AC) surfacing in a combination of parking lots and roadways. The AC surfacing has received miscellaneous patches and sealcoat throughout the years with no formal materials used. The surface is used by passenger vehicles, semi-trucks, and equipment such as forklifts.
C. Work will be done throughout the campus over consecutive weekdays to allow
Government to move vehicles and equipment from one area to the next. Contractor will coordinate with COR to ensure government vehicles and equipment are moved.
D. Administration: Overall administration of this contract shall be by the Contracting
Officer (CO). The CO will appoint a Contracting Officer Representative (COR) to manage the detailed activities of the contract.
E. Installer qualifications: Work shall be accomplished by companies demonstrating 5 years of seal coating experience in the State of Idaho.
F. SUBMITTALS:
1. Contractor shall submit product data to the Government for review. Submit package a minimum of 1 week prior to scheduled work start date. Allow
Government 5 business days to review. Contractor shall not proceed with replacement until receipt of reviewed submittals from the government.
2. Submittal Package shall include:
(a) Seal coat materials: asphalt type and grade, anti-strip additives, cover coat material.
(b) Test results indicating:
i) Cover coat material does not show a loss of more than 40 when tested in accordance with AASHTO T 96 Los Angles Abrasion
Testing, Gradation C.
ii) Cover coat material has retained asphalt film above 95 percent when tested in accordance with AASHTO T 182. Aggregates not meeting this requirement may be used in combination with an antistrip agent, providing the combination meets the 95 percent requirement.
(c) Pavement paint manufacturers certification that paints and beads meet or exceeds specified requirements.
(d) Project Schedule, describing at a minimum; start date, work schedule for each parking lot/roadway, weekend and holiday work expected and total project length.

(c) Blue 15080: handicapped logo background
4. Glass beads: AASHTO Type I beads.
PART 3 – EXECUTION
A. GENERAL
1. Complete all work in each section as indicated by the individual sheet before moving onto the next section. Refer to the Drawings for areas to be seal coated and painted.
2. Work to comply with Idaho Standards for Public Works Construction (ISPWC)
B. CONSTRUCTION LIMITATIONS
1. Do not apply asphalt when roadway surface or weather conditions would prevent satisfactory construction.
2. Weather Limitations: Do not place the prime coat or fog coat when the air temperature is below 60℉, or when the Engineer determines that weather or surface conditions are detrimental to proper construction.
3. Following are minimum pavement surface temperature for applying emulsified asphalt: 80°F and rising.
4. Do not seal coat when pavement temperatures exceed 140°F.
5. If bleeding on the completed seal coat becomes apparent, cease seal coat operation and resume after corrective actions have been initiated.
6. Do not seal coat when wind velocity exceeds 15 mph.
7. Allow asphalt mixes to cure a minimum of ten days before applying seal coat.
8. Temporary stockpiles to be placed in approved locations.
C. SCHEDULING
