NIFC Campus Asphalt Seal Coat Solicitation Number 140L3723R0011

CONTRACTOR QUESTIONS GOVERNMENT RESPONSE

1. The project Period of performance is set at 90 days from notice to proceed with this performance period being negotiable. Most asphalt maintenance contractors are busy this year and will not be able to perform the work until 2024. Depending on when this project is awarded, contractors may not be able to perform the work due to temperature, and or get seal coat material from their manufacturers until 2024. Will the government accept a schedule that represents this work being performed in the late spring of 2024?

1. Period of Performance is set to 90 days as stated in the specifications. Government will take review time of year when notice to proceed is issued.

2. The prologue states that the contractor will be required to provide safety barriers and occupant safety. What is the expectation here? Will the contractor be required to fence off the entire campus? Or just areas where the work is being performed?

2. Refer to the documents for the sections of work to be performed at one time. Safety barriers shall be provided for the area of work being performed.

3. At the site visit there was mention of Saturday work. Will this be a requirement or just an option to the contractor?

3. Saturday work is an option due to less traffic on campus.

4. With this project taking place while the NIFC campus remains operational and fully functional, will the contractor be required to phase this project to only shut down one side of the road at a time?

4. Please refer to the documents for sections of work to be performed.

5. Solicitation page 16 H‐2 Fire Danger Season states “If the contracting officer representative (COR) allows the contractor to continue work during periods of declared fire danger season, the contractor shall comply with all applicable state laws relating to fire prevention and with all special conditions of work as directed by the COR.” What state laws are applicable for this project related to

fire danger? What special conditions may arise as a result of fire danger season?

6. The plans call for seal coat in all locations of the project area with striping to go over the top. The specifications describe the scope of work as chip seal, with striping over the top and no seal coat.

Should the contractor bid to perform chip seal and striping, or seal coat and striping? If the government would like seal coat, please provide a new specification. If the government would like chip seal, please clarify if the contractor should bid to seal coat the chip seal prior to striping.
