SUMMARY OF WORK

SECTION 011100 - SUMMARY OF WORK

PART 1 - GENERAL

1.1 SUMMARY

A. Project Description: The primary work of this contract includes, but is not limited to the installation of a well house, water lines, wells, sewer lines, sitework improvements, as well as demolition of existing components.

1.2 OBJECTIVE

A. Replace deteriorated water and sewer infrastructure with new equipment.

PART 2 - Project Work / Tasks.

2.1 WORK COVERED BY CONTRACT DOCUMENTS

A. Project Location: Moran, Grand Teton National Park

B. The Work consists of the following:

1. Installation of two new wells

2. Installation of water mains and well supply lines: 8-inch main transmission line, 4-inch well supply lines, and an 8-inch distribution line

3. Installation of three fire hydrants

4. Installation of water service connections

5. Connection of new lines and replacement of old water lines around the gravity water storage tank

6. Installation of one air valve vault to serve the 8-inch and 4-inch line

7. Installation of piping and conduit using trenchless methods under the highway

8. Installation of a new well house

9. Installation of site electrical and control lines

10. Replacement of sewer service lines and manholes

11. Paving and sitework improvements

Project will be constructed under a single contract.

C. Installation: The contractor shall be responsible for installing all materials and equipment as described in the Contractors Proposal and in these specifications. The contractor shall be responsible for restoring all surface disturbances resulting from construction activities including concrete, gravel and asphalt surfaces back to their original condition except where indicated otherwise.

D. Incidental Items: All work, materials, and services not expressly listed as being provided by others or not expressly called for in the contract but are necessary for the completion of the work in good faith, shall be furnished, installed, and performed by the contractor

E. Definition of Bid Items: Refer to section 012700 for definition of bid items

2.2 WORK UNDER OTHER CONTRACTS

A. General: Cooperate fully with separate contractors so work on those contracts may be carried out smoothly, without interfering with or delaying work under this Contract. Coordinate the work of this Contract with work performed under separate contracts

B. Other Work: Government has awarded a separate contract for the following construction operations at the project site.

1. Rehabilitation of Snake River Land Company- buildings and sitework.

2.3 GOVERNMENT-FURNISHED MATERIALS:

A. None

2.4 USE OF PREMISES

A. General: Cooperate fully with separate contractors so work on those contracts may be carried out smoothly, without interfering with or delaying work under this Contract. Coordinate the work of this Contract with work performed under separate contracts

B. Storage of Materials: Confine storage of materials to staging area as indicated on site plan and limits of disturbance as indicated at the time that the work is taking place.

C. Use of Site: Limit use of premises to areas within the Contract limits indicated. Do not disturb portions of Project site beyond areas in which the Work is indicated.

1. Limits: Confine construction activities to limits of disturbance shown on construction drawings.

2. Preservation of Natural Features:

a. Prevent damage to natural surroundings. Restore damaged areas, repairing or replacing damaged trees and plants, at no additional expense to the Government.

b. Provide temporary barriers to protect existing trees and plants and root zones.

c. Do not remove, injure, or destroy trees or other plants without prior approval.

Consult with Engineer and remove agreed-on roots and branches that interfere with construction.

d. Do not fasten ropes, cables, or guys to existing trees.

e. Carefully supervise excavating, grading, filling, and other construction operations near trees to prevent damage.

D. Use of Park Housing: Housing will not be available.

E. Construction Trailer: construction trailer may be placed at the Project Site (within LOD’s at existing pump house area).

F. Hauling Restrictions: Comply with all legal load restrictions in the hauling of materials. Load restrictions on park roads are identical to the state load restrictions with such additional regulations as may be imposed by the Park Superintendent. Information regarding rules and regulations for vehicular traffic on park roads may be obtained from the Office of the Park Superintendent. A special permit will not relieve Contractor of liability for damage, which may result from moving of equipment.

G. Vehicular Restrictions: Contractor may not use all terrain vehicles (ATV’s) on park premises.

Use of Utility Task Vehicles (UTV’s) in accordance with Wyoming Department of Transportation laws will be permitted

2.5 GOVERNMENT'S OCCUPANCY REQUIREMENTS

A. Full Government Occupancy: Government and park concessioner will occupy site during entire construction period. Cooperate with Government during construction operations to minimize conflicts and facilitate Government and concessioner usage. Perform the Work so as not to interfere with Government's and concessioner day-to-day operations. Maintain existing exits, unless otherwise indicated.

1. Maintain access to existing walkways, corridors, and other adjacent occupied or used facilities. Do not close or obstruct walkways, corridors, or other occupied or used facilities without written permission from Government and authorities having jurisdiction.

2. Existing water and sewer must remain in service throughout construction.

B. Public Use of Site

1. Contractor shall at all times conduct his operations to ensure the least inconvenience to the public. Road closures will be permitted, when required, upon specific approval of Contracting Officer:

a. Partial parking lot closures may take place as needed. Contractor must notify COR at least two weeks prior to proposed closure and provide flaggers or other MUTCD compliant traffic control method as approved by COR. See 015000, “Temporary Facilities and Controls”

2.6 WORK RESTRICTIONS

A. On-Site Work Hours: Work shall be performed during normal business working daylight hours only, and from 7 am to 7 pm, Monday through Friday, except when otherwise indicated.

1. Weekend and Holiday Hours: Subject to CO approval

2. Early Morning Hours: Subject to CO approval

3. Federal Holidays: Subject to CO approval

4. Work outside normal business working hours permitted with prior approval from Contracting Officer for special cases only. Requests shall be submitted one week prior to requested work outside normal business hours will occur. In request contractor shall include:

a. Name of superintendent who will be supervising work during requested period.

b. Location of work.

c. All interferences which will occur as a result of the work to utilities, roads, or other

NPS operations.

d. Any requirements from NPS personnel related to the work request.

B. Existing Utilities

1. Existing Utilities: Notify Contracting Officer’s Representative and utility companies of proposed locations and times for excavation.

2. Contractor shall be responsible for locating and preventing damage to known utilities. If damage occurs, repair utility at no additional expense to the Government.

3. Contractor will be responsible for locating all NPS owned utilities and ensuring locates for non-NPS owned utilities are conducted to utility owner’s satisfaction prior to digging.

C. Existing Utility Interruptions: Do not interrupt utilities serving facilities occupied by Government or others unless permitted under the following conditions and then only after arranging to provide temporary utility services according to requirements indicated:

1. Notify COR of utility interruptions by indicating them on the schedule. Notify

Contracting Officer of proposed schedule changes not less than 14 days prior to proposed utility shutdown.

2. Do not proceed with utility interruptions without COR’s written permission.

3. For utility shutdowns effecting buildings other than comfort stations and for unintended utility shut-downs affecting any building exceeding one hour to occupied buildings, provide temporary restroom facilities and potable water.

a. Provide no less than one toilet per building affected. For quantity required, refer to

29 CFR 1915.88(d)(2) (standard refers to “employee,” in this case replace “employee” with any restroom user at the location)

D. Locate, identify, disconnect, and seal or cap utilities indicated to be removed or abandoned in place.

1. Arrange with utility companies to shut off indicated utilities.

2. NPS owned utilities shall be shut off by contractor.

E. Locate, identify, and disconnect utilities indicated to be abandoned in place.

F. Special Construction Requirements

1. Work must be scheduled and phased such that:

a. Demolition of the existing water system has been accepted and is fully functioning.

b. NPS shall apply for and process all WySEO (Wyoming State Engineer’s Office) well permits and WyDEQ Water Quality permits.

2.7 PROTECTION OF PARKS AND PUBLIC LANDS

A. All vehicles and equipment including office trailers and residential trailers that enter the Park are staged in association with this project shall be free of mud, weeds, seeds, plant material, and other unwanted substances upon entering the park. Pressure wash all earth moving equipment (including hauling vehicles), trailers, and other vehicles of mud and weed seed. Notify the COR a minimum of 48 hours prior to the entry of vehicles and equipment.

B. Do not operate or park any equipment off the paved roadway except in approved areas. Do not operate or store vehicles and equipment leaking oil, gas, or anti-freeze within the park boundaries. Do not drain oil, hydraulic fluids, anti-freeze, or other chemicals onto the ground within Park boundaries. Completely clean diesel fuel at the work site. Notify CO of any spill immediately. Contractor is responsible for the immediate cleanup of any spill.

C. Do not use explosive material within the Park boundaries.

D. Do not feed or disturb wildlife within the Park boundaries. Store and handle food, fuel, food containers, dishes, or other attractants including toiletries, pet food/bowls, and any odorous item in a manner that does not attract bears, i.e. no food, pet food, garbage, drinks, trash, or food and drink containers except during actual use. All on site construction personnel are required to report all bear sightings in the work area or housing area to the Teton Interagency Dispatch Center and COR immediately.

E. In camping, picnic, and day-use front country areas, all food items must be attended at all times or stored inside bear resistant food storage lockers, or inside hard-sided vehicles with doors locked and windows closed.

F. In developed lodging areas and residences, all unattended food items must be stored inside a secure building or inside hard-sided vehicles with doors locked and windows closed so that food is not visible from the exterior.

G. Temporarily suspend construction activities when a grizzly bear or wolf comes near an active construction area and creates a potential animal/human conflict. Immediately notify the CO and Teton Interagency Dispatch Center for resolution of any potential animal/human conflicts or of actual animal/human confrontations. If necessary contractor, subcontractor, and employees may be required to carry bear pepper spray, if warranted by bear/human activity. The Government will not supply bear pepper spray. Maintain required distances from wildlife at all times.

H. All of contractor’s personnel who will be working in the park must be briefed prior to commencing work by a GRTE Wildlife Manager. Briefings shall be arranged with the COR and will occur prior to weekly progress meetings. Notify COR when new personnel will be arriving at the jobsite at least one week in advance.

I. Coordinate with Contracting Officer to ensure compliance with Migratory Bird Treaty Act when construction activities have to potential to impact the habitat of protected species. See 311000.

J. Immediately remove all debris that falls into any stream/river as a result of construction operations.

SECTION 012700 – DEFINITION OF CONTRACT LINE ITEMS

PART 1 - GENERAL

1.1 SUMMARY

A. The intent of this section is to explain, in general, what is included in a contract line item, and the limits or cut-off points where one item ends, and another begins. Contract specifications and drawings provide comprehensive requirements for each item.

B. If no contract line item exists for a portion of the work, include the costs in a related item.

PART 2 - PRODUCTS (Not Used)

PART 3 - EXECUTION

3.1 PERFORMANCE PERIOD:

A. Performance period for all contract line items shall be as indicated in Notice of Award from Contracting Officer. Intermediate milestones as specified herein.

3.2 MEASURMENT AND PAYMENT

A. Measurements are taken horizontally over pipe.

B. Contractor overhead, profit, and other general expenses shall be distributed proportionally throughout the line items.

3.3 SCHEDULE A- LIST OF CONTRACT LINE ITEMS:

A. NEW WELLS

1. Includes all features associated with two new wells and demolition of old well.

2. Work of this item includes: drilling, developing, and testing two new wells approximately 70 feet deep and installation of 8-inch steel casing and screen, surface seal, and concrete pad. Includes confirmation on sizing of pump, installation of pump, motor, drop pipe, submersible cable, connection to new wiring and controls and motor starter.

3. Products associated with this item include: two wells that will supply chlorinated water to gravity storage tank at 40 gpm once connected to electrical, controls, well house, and supply lines.

B. MAIN TRANSMISSION LINE, TANK SUPPLY LINE, WELL #2 AND #3 SUPPLY LINES,

AND MAIN DISTRIBUTION NETWORK

1. Includes all features of the following pipe alignments (shown and labeled as such on the drawings): main transmission, tank supply, well #2, and well #3, and main distribution.

Includes demolition, capping, and selective demolition of existing items being replaced by features included in this item.

2. Work of this item includes the following activities: utility locating, clearing, grubbing, pavement removal, topsoil removal and replacement, assembling pipe, pipe installation, installation of water/sewer crossings, backfill, testing, regrading, cleanup, other activities required to complete pipe installation.

3. Products associated with this item include: insulation, tracer wire and boxes, pipe bedding, pipe and fittings, valves, and any other products required for supply, transmission and distribution lines.

C. FIRE HYDRANTS

1. Includes all features of work associated with installation of fire hydrants and excavation and earthwork for all waterline features included with each hydrant. Includes demolition of existing hydrant.

2. Work of this item includes the following activities: utility locating, clearing, grubbing, pavement and curbing removal, topsoil removal and replacement, fusing pipe (tee), pipe installation, backfill, testing, regrading, cleanup, construction and installation of thrust blocking, and other activities required to complete pipe and hydrant installation. Includes repairs to curbing, if disturbed, at hydrant #1.

3. Products associated with this item include: insulation, tracer wire and boxes, pipe bedding, pipe and fittings, tees, valves, and any other products required for finished hydrant assemblies.

D. WATER SERVICE CONNECTIONS

1. Includes all features of all water service connections from the main distribution and main transmission line to buildings and facilities. Includes demolition, capping, and selective demolition of existing items being replaced by features included in this item.

2. Work of this item includes the following activities: utility locating, clearing, grubbing, pavement removal, topsoil removal and replacement, assembling pipe, pipe installation, installation of water/sewer crossings, backfill, testing, regrading, cleanup, other activities required to complete pipe installation. Includes installation of items in addition to pipe such as curb stops, valves, meters, drains, tees, saddles, plumbing in crawlspaces, transition fittings, and other required work to complete connections.

3. Products associated with this item include: insulation, tracer wire and boxes, pipe bedding, pipe and fittings, valves, curb stops, tees, saddles, meters, vaults, and any other products required for distribution lines.

1. Work of this item includes the following activities: utility locating, clearing, grubbing, topsoil removal and replacement, fusing pipe, pipe installation, construction of drain pads, tank penetrations, connections to tank and to other lines as indicated, backfill, testing, regrading, cleanup, and other activities required to complete pipe and hydrant installation.

3. Products associated with this item include: insulation, tracer wire and boxes, pipe bedding, pipe and fittings, valves, drains, penetrations, and any other products required for hydrant assemblies.

F. AIR VAULT

1. Includes all features of work associated with installation of the air release vault.

2. Work of this item includes the following activities: utility locating, clearing, grubbing, topsoil removal and replacement, backfill, vault installation, assembly of interior piping and exterior vent piping, installation of supports, tapping, and other activities required to complete air valve vault installation.

2. Work of this item includes the following activities: utility locating, construction of launching and receiving pits, connection of pipe at ends, installation of carrier and casing pipes, spacers, end seals, and tracer wire.

3. Products associated with this item include: pipe and fittings, spacers, tracer wire, conduit, end seals, and any other products required to complete trenchless installation.

H. WELL HOUSE

1. Includes all features of work associated with the new well house building including electrical and SCADA.

2. Work shall include all features of building including earthwork, structural, plumbing, and HVAC, lighting, grounding an lightning protection, materials, equipment, labor, for complete well house. Includes building mechanical equipment as well as all interior

plumbing, interior supply piping (assume transition from interior supply piping to supply lines at 10-feet from building), process equipment. Contractor to coordinate with power company for hardware and wiring of new building electrical service and meter. Includes all interior power for building function and SCADA.

3. Products associated with this item include: complete functional well house building, interior and exterior piping, electrical and HVAC systems, and any other products to complete the building.

4. Includes demolition of existing pump building (including disconnecting piping and electrical) and replacement (in new location) of the electrical line that currently runs under the new well house footprint.

I. EXTERIOR ELECTRICAL

1. Includes all electrical features of work located outside the well house building.

2. Work includes topsoil removal and replacement, trenching, bedding, backfill, for electrical items as well as connections, installation of conduit, installation of power cables and wiring, control cables and SCADA features located outside the well house.

Work of this item includes the following activities: utility locating, clearing, grubbing, topsoil removal & replacement, pavement removal, backfill, pipe installation, connection to existing sewer lines, installation of cleanouts, removal and replacement of existing manhole, connection of manhole to all incoming and outgoing lines, replacement of effected paved and asphalted surfaces, testing, and other activities required to complete pipe and manhole replacement.

3. Products associated with this item include: pipe, bedding, fittings, cleanouts, manholes, asphalt, concrete, and any other products required for pipe and manhole replacement.

PART 1 - GENERAL

1.1 SUMMARY

A. This Section includes administrative provisions for coordinating construction operations on Project including, but not limited to, the following:

1.2 Definitions:

A. RFI: Request from Contractor seeking interpretation or clarification of the Contract Documents.

1.3 CONSTRUCTION COORDINATION

A. Coordination: Coordinate construction operations included in different Sections of the Specifications to ensure efficient and orderly installation of each part of the Work. Coordinate construction operations, included in different Sections, which depend on each other for proper installation, connection, and operation.

1. Schedule construction operations in sequence required to obtain the best results where installation of one part of the Work depends on installation of other components, before or after its own installation.

2. Coordinate installation of different components with other Contractors to ensure maximum accessibility for required maintenance, service, and repair.

3. Make adequate provisions to accommodate items scheduled for later installation.

4. Where availability of space is limited, coordinate installation of different components to ensure maximum performance and accessibility for required maintenance, service, and repair of all components.

B. Prepare memoranda for distribution to each party involved, outlining special procedures required for coordination. Include such items as required notices, reports, and list of attendees at meetings.

C. Administrative Procedures: Coordinate scheduling and timing of required administrative procedures with other construction activities and activities of other contractors to avoid conflicts and to ensure orderly progress of the Work. Such administrative activities include, but are not limited to, the following:

1. Preparation of Contractor's Construction Schedule.

2. Preparation of the Schedule of Values.

3. Installation and removal of temporary facilities and controls.

1.4 SUBMITTALS

A. Division 01 documents: The following items shall be submitted a minimum of one week prior to the Preconstruction Conference. Contracting Officer will notify Contractor of tentative date for the Pre-Construction Conference.

1. Letter designating Project Superintendent, Project Manager, and Safety Officer

2. Proposed Construction Schedule.

3. A comprehensive breakdown of the Schedule of Values.

4. Accident Prevention Plan.

5. A list of Subcontractors for this project.

6. Written statements from subcontractors certifying compliance with applicable labor standard clauses.

7. Satisfactory evidence of liability insurance coverage and workman’s compensation for the Contactor and all subcontractors.

8. Waste Management Plan.

9. Quality Control Plan.

10. Storm Water Pollution Prevention Plan.

11. Contractors Commissioning Plan.

12. Utility Locating and Contingency Plan (see Division 31)

B. All items listed must be provided to the Contracting Officer before the Pre-Construction Conference is held. If all of these documents have not been received one week prior to the scheduled Pre-Construction Conference date, the conference will be cancelled, Notice to Proceed will not be issued, and the Contracting Officer will consider other contractual remedies.

Work shall not commence until written Notice to Proceed has been issued.

1.5 PROJECT MEETINGS

A. Preconstruction Conference: Before start of construction, Contracting Officer will arrange an on-site meeting with Contractor. The meeting agenda will include the following as a minimum:

1. Roles & Responsibilities/ Lines of Authority.

2. Park rules and regulations.

B. Progress Meetings: The Contracting Officer’s Representative will schedule weekly meetings with the Contractor. The contractor shall provide an agenda and submittal register prior to the meeting, shall lead the meeting, and shall provide meeting minutes for government approval within 2 days of the meeting.

1. Attendees: In addition to Government Representatives, each Contractor, Subcontractor, supplier, and other entity concerned with current progress or involved in planning, coordination, or performance of future activities shall be represented at these meetings.

All participants at the meeting shall be familiar with the Project and authorized to conclude matters relating to the Work.

2. Agenda: Review and correct or approve minutes of previous progress meeting. Review other items of significance that could affect progress. The meeting agenda will include the following:

a. Approval of minutes of previous meetings.

b. Submittal status.

c. Review of off-site fabrication and delivery schedules.

d. Requests for information (RFI) and other issues.

e. Modifications.

f. Work in progress and projected.

g. Construction Schedule update (provide updated CPM).

h. Status of Project Record Drawings and O&M manuals.

i. Other business relating to work.

j. Permit requirements.

1.6 REQUESTS FOR INFORMATION (RFIs)

A. General: Immediately on discovery of the need for additional information or interpretation of the Contract Documents, Contractor shall prepare and submit an RFI on a form specified.

1. Contracting Officer will return RFIs submitted by other entities controlled by Contractor with no response.

2. Coordinate and submit RFIs in a prompt manner to avoid delays in the work.

B. Content of the RFI: Include a detailed, legible description of item needing information or interpretation and the following:

1. RFI number, numbered sequentially.

2. Project name.

3. Contract number.

4. Date.

5. Name of Contractor.

6. RFI subject.

Drawings, coordination drawings, and other information necessary to fully describe items needing interpretation.

C. RFI Forms: Utilize the RFI form that can be downloaded from the National Park Service Denver Service Center’s Workflows website at http://www.nps.gov/dscw/con_rfi217.htm or form with substantially the same content as indicated above, approved by the Contracting Officer. If Sharepoint site is not used, utilize RFI form in the appendix.

D. Contracting Officer’s Action: Contracting Officer will review each RFI, determine action required, and respond. Contracting Officer will determine the critical nature of each RFI and issue a response accordingly.

1. The following Contractor-generated RFIs will be returned without action:

a. Requests for approval of submittals.

b. Requests for approval of substitutions.

c. Requests for approval of Contractor's means and methods.

d. Requests for coordination information already indicated in the Contract

Documents.

e. Requests for adjustments in the Contract Time or the Contract Sum.

f. Requests for interpretation of Contracting Officer’s actions on submittals.

g. Incomplete RFIs or inaccurately prepared RFIs.

2. Contracting Officer's action may include a request for additional information, in which case time for response will date from time of receipt of additional information.

3. Contracting Officer's action on RFIs may result in the need for a change to the Contract Time or the Contract Sum. All contract changes will be processed following the terms and conditions of the contract.

CONSTRUCTION SCHEDULE

SECTION 013216 – CONSTRUCTION SCHEDULE

PART 1 - GENERAL

1.1 SUMMARY

A. This Section consists of Construction Schedule requirements including but not limited to the following:

1. Schedule of Values

2. Construction Schedule Requirements.

3. Construction Schedule Updates.

B. Purpose: The purpose of the Construction Schedule is to ensure adequate planning, coordination, scheduling, and reporting during execution of the work by the Contractor. The Construction Schedule will assist the Contractor and Contracting Officer in monitoring the progress of the work, evaluating proposed changes, and processing the Contractor's monthly progress payment.

1.2 DEFINITIONS

A. Activity: A discrete part of a project that can be identified for planning, scheduling, monitoring, and controlling the construction project. Activities included in a construction schedule consume time and resources.

1. Critical activities are activities on the critical path. They must start and finish on the planned early start and finish times.

2. Predecessor Activity: An activity that precedes another activity in the network.

3. Successor Activity: An activity that follows another activity in the network.

B. CPM: Critical path method, which is a method of planning and scheduling a construction project where activities are arranged based on activity relationships. Network calculations determine when activities can be performed and the critical path of Project.

C. Critical Path: The longest connected chain of interdependent activities through the network schedule that establishes the minimum overall Project duration and contains no float.

D. Float: The measure of leeway in starting and completing an activity.

1. Float: Float is not for the exclusive use or benefit of either the Government or the Contractor but is jointly owned.

2. Free float is the amount of time an activity can be delayed without adversely affecting the early start of the successor activity.

3. Total float is the measure of leeway in starting or completing an activity without adversely affecting the planned Project completion date.

1.3 INFORMATIONAL SUBMITTALS

A. Schedule of Values: After contract award and before the Pre-Construction conference submit a schedule of dollar values based on the Contract Price Schedule.

B. Construction Baseline Schedule: After contract award and before the Pre-Construction conference, submit a PDF and a digital copy in a format compatible with Microsoft Project of baseline schedule, large enough to show entire schedule for entire construction period.

C. Construction Schedule Updates: On or before the 7th day preceding the progress payment request date, submit estimates of the percent completion of each schedule activity and necessary supporting data. Provide a PDF copy and a digital copy in a format compatible with Microsoft Project.

D. Construction Schedule Revisions: For each Construction Schedule revision submit a PDF copy and a digital copy in a format compatible with Microsoft Project demonstrating how the Contractor proposes to incorporate a modification, change, delay, or Contractor request.

1.4 COORDINATION

A. Coordinate preparation and processing of schedules and reports with performance of construction activities and with scheduling and reporting of separate Contractors.

B. Coordinate Construction Baseline Schedule with the Schedule of Values, list of subcontracts, Submittals Schedule, progress reports, payment requests, and other required schedules and reports.

1. In developing the Construction Baseline Schedule, ensure that the Subcontractor’s work at all tiers, as well as the prime Contractor’s work, is included and coordinated.

2. Secure time commitments for performing critical elements of the Work from parties involved.

3. Coordinate each construction activity in the network with other activities and schedule them in proper sequence.

PART 2 - PRODUCTS

2.1 SCHEDULE OF VALUES

A. Breakdown each lump-sum item into component work activities used in the schedule, for which progress payments may be requested. The work activities broken out within the schedule of values shall be integrated into and made a logical part of the construction baseline schedule submitted under this specification. The total costs for the component work activities shall equal the contract price for that lump-sum item. The Contracting Officer may request data to verify accuracy of dollar values. Include mobilization, general condition costs, overhead and profit in the total dollar value of unit price items and in the component work activities for each lump-sum item.

B. Break down unit price items to include material, labor, and equipment costs. Total cost of unit price items shall equal price listed on bid schedule.

C. The total cost of all items shall equal the contract price. The Schedule of Values will form the basis for progress payments.

D. An acceptable Schedule of Values shall be agreed upon by the Contractor and Contracting Officer before the first progress payment is processed.

2.2 CONSTRUCTION SCHEDULE REQUIREMENTS

A. Construction Baseline Schedule: Prepare Construction Baseline Schedule using a computerized, time-scaled CPM network analysis diagram for the Work.

1. Develop and finalize Construction Baseline Schedule so it can be accepted for use no later than 30 days after date established for the Notice of Award.

a. Failure to include any work item required for performance of this Contract shall not excuse Contractor from completing all work within applicable completion dates, regardless of Governments acceptance of the schedule.

2. Establish procedures for monitoring and updating Construction Baseline Schedule and for reporting progress. Coordinate procedures with progress meeting and payment request dates.

B. Construction Baseline Schedule Preparation: Prepare a list of all activities required to complete the Work. Identify probable critical paths.

1. Activities: Indicate the estimated duration, sequence requirements, and relationship of each activity in relation to other activities.

2. Critical Path Activities: Identify critical path activities, including those for interim completion dates. Scheduled start and completion dates shall be consistent with Contract milestone dates.

3. Processing: Process data to produce output data on a computer-drawn, time-scaled network. Revise data, reorganize activity sequences, and reproduce as often as necessary to produce the CPM schedule within the limitations of the Contract Time.

4. The Construction Baseline Schedule as developed shall show the sequence and interdependence of activities required for complete performance of the work. Ensure all work sequences are logical and the Construction Baseline Schedule shows a coordinated plan of the work.

5. Consider seasonal weather conditions in planning and scheduling all work influenced by high and low ambient temperatures, wind, or precipitation to ensure completion of all work within the contract time.

6. Time Frame: Proposed duration assigned to each activity shall be the Contractor's best estimate of time required to complete the activity considering the scope and resources planned for the activity.

a. An early finish date may be shown but the late finish date must be the same date as the last day of the contract period.

b. Contract completion date shall not be changed by submission of a schedule that shows an early completion date.

c. The Contractor shall limit use of lead or lag duration’s between schedule activities.

d. Activity Duration: Define activities so no activity is longer than 15 days, except for non-construction activities including mobilization, shop drawings and submittals, fabrication and delivery of materials and equipment.

e. Procurement Activities: Include procurement process activities for long lead items and major items, requiring a cycle of more than 60 calendar days, as separate activities in the schedule. Procurement cycle activities include, but are not limited to, submittals, approvals, purchasing, fabrication, and delivery.

f. Submittal Review Time: Include review and re-submittal times indicated.

Coordinate submittal review times in Construction Baseline Schedule.

g. Substantial Completion: Allow time for Government administrative procedures necessary for certification of Substantial Completion as specified Section 017700 “Closeout Procedures”.

7. Milestones: Include milestones indicated in the Contract Documents in schedule including, but not limited to, the Notice to Proceed and Substantial Completion and the following interim milestones

a. Well construction activities

b. Proposed dates for beneficial occupancy on newly constructed assets (to allow for area re-openings)

c. Utility Locating activities

d. Interruption to existing services

e. Site surveying activities

f. Testing activities

g. Interruptions to existing services

h. Sub-contractor activities

i. Work with hazardous materials (a/c pipe work of any kind)

C. Joint Review, Revision, and Acceptance:

1. At the pre-construction conference, the Contractor, CO, and COR shall meet for joint review, correction, or adjustment of the initial Construction Baseline Schedule. Any areas which, in the opinion of the Contracting Officer, conflict with timely completion of the project shall be subject to revision by the Contractor.

2. Within seven calendar days after the joint review between the Contractor and Contracting Officer, the Contractor shall revise and resubmit the Construction Baseline Schedule in accordance with agreements reached during the joint review.

3. In the event the Contractor fails to define any element of work, activity, or logic, and the Contracting Officer review does not detect this omission or error, such omission or error, when discovered by the Contractor or Contracting Officer, shall be corrected by the Contractor within seven calendar days and shall not affect the contract period.

4. Upon acceptance of the Construction Baseline Schedule by the Contracting Officer, save the schedule as a baseline and update on a monthly basis. The construction schedule update will be used to evaluate the Contractor's monthly applications for payment based upon information developed at the monthly Construction Schedule update meeting.
