REHABILITATE MORAN WATER TRANSMISSION LINES & REPLACE MORAN WELLS

1. QUESTION: reference A5.0 / Door Schedule General Notes. Would it be acceptable to receive the hollow metal frames and doors primed from the manufacturer and finish paint in the field (similar to the vertical ribbed steel siding)?

ANSWER: It is acceptable for the Doors to be factory primed and field painted.

1. QUESTION: reference A5.0 / Room Finish Schedule. The notes seem to indicate that the interior 2X6 stud wall above the CMU wall is sheathed with 15/32” plywood though no details indicate this. Is this to be sheathed and if so is an access panel / door required in order to gain access to the enclosed space above the chemical storage room?

ANSWER: No. See Section B/A3.0 & Detail 4/S5.0

1. QUESTION: are hollow metal frames to be grouted solid? Detail 5/A4.0 indicates ‘spray-applied insulation’

ANSWER: Yes they are to be grouted per 081113 3.3B.3.

1. QUESTION: is there a specification for the single fixed glass window to be installed in the interior CMU wall. Are special finishes required for this window?

ANSWER: Please refer to the specification in 088000.2.4.A. for ¼” tempered glass for this window.

1. QUESTION: is the vertical ribbed steel siding and the horizontal corrugated steel siding (with trapezoidal corrugations) to be finish painted in the field or factory finished?

ANSWER: Factory finish painted.

1. QUESTION: what is the purpose of the 15/32” APA rated plywood sheathing that is being applied to the 1’-0” (min) heel over the CMU walls between trusses? Is it only necessary if the contractor opts to use LVL as blocking in lieu of wood?

ANSWER: Yes

1. QUESTION: is it the intent that ½” and 5/8” plywood sheathing be installed at the top of the bottom chord of the roof trusses over the chemical storage room? See arrows on detail 4/S5.0

ANSWER: Yes

1. QUESTION: at the Jenny Lake New Restroom project, a structural insulated panel (SIP) was attached to the CMU walls and the siding (in this case, a ‘D’ log section product) was fastened to the plywood sheathing of the SIP. Would the government consider this system in lieu of the specified wood or steel rail girt system and insulation system?

ANSWER: We do not have enough information to make this decision at this time.

1. QUESTION: the rough opening for the interior window (W2) is indicated, in plan, as 40” (3’-4”) wide. The window schedule indicates the window width is to be 32” (2’-8”). Please clarify

ANSWER: A 3’-0” wide window can be used in 3’-4” wide CMU opening, trim as required.

1. QUESTION: graphically, the vertical steel siding at the gable appears to be a different material than the vertical siding below it. They are both identified as the same material in the drawings and the specifications state that the vertical pattern is 12” exposure in board-and-batten. Are the patterns to be the same in both areas?

ANSWER: Yes.

1. QUESTION: I have serious concerns about lightning surges in the 2000’+ runs of control wires to the tank and wells. We tried this for 3 summers on Aspen Ski Mountain and kept getting fried regardless of how much TVSS we installed. I am suggesting a 4-20mA to fiber solution. The fiber does NOT transmit surges. Please see attached cut sheet. We may need two pairs for the wells and one pair for the tanks. But, these units do require power. I cannot quite sort out the power at the wells, and we may need to provide a solar solution at the tanks. General contractors can order pre-terminated fiber strands so all they have to do is protect the connectors and pull it through the conduit (no fiber patch panel required). A 6-strand fiber might be the best option. But please check this with somebody who knows fiber.

ANSWER: 4-20mA to fiber solution would be a good solution, but there currently is not 120 volt power at the tank or wells to power the conversion modules.

1. QUESTION: Are there to be TWO level transmitters at the tanks? North and south?

ANSWER: No.

1. QUESTION: Is an intrusion alarm required at the tanks?

ANSWER: No.

1. QUESTION: The control narrative 25 51 00-4 clearly calls out for VFD control of the wells to maintain a flow setpoint. The electrical prints conflict with this. I have HUGE concerns about trying to run motor loads 2000’ away from the VFDs. Are VFDs really needed? Can the VFDS or Soft starts be moved to the Well heads? There are notes on E5.1 about well amps and frequency that may need to be eliminated if VFDs are not required.

ANSWER: VFd’s are not required, the specification section did not get editing in the two locations to be pump controller. Disregard notes on E5.1 referring to amps and frequency for VFD’s.

1. QUESTION: Specification mentions a telephone alarm dialer 25 51 00-6 and 7 . Is this really needed if the data is going to Moose? Is there a telephone cable or do we need a cell-phone alarm dialer?

ANSWER: No, a cellular backup is not required.

1. QUESTION: 25 51 00-5 mentions phase imbalance for the Wells, do you want a phase monitor for this site? If so, the CT’s probably need to show up on the power diagram.

ANSWER: No, this is for control monitoring and system information. CT

1. QUESTION: E 5.1 mentions Chlorine general Alarm. Is this a gas alarm or Chlorine pump alarm? Chlorine Residual alarm?

ANSWER: This is a chlorine pump alarm.

1. QUESTION: E 5.1 mentions Chlorine pump A and B levels. Are the levels to be read with weight scales or level transmitters. If level transmitter, I think ultrasonics might be the best, but tanks need to come with NPT opening. Siemens makes a probe that is rated for CL2 brine, but I will need to get a part number if you are interested.

ANSWER: Chlorine level is to be measured by ultrasonic level sensors mounted on the chlorine tank. This is something the park would consider.

1. QUESTION: Can you provide a guesstimate of well depth so I can estimate the cable required?

ANSWER: Per 012700.3.3.A.2., the wells are expected to be approximately 70 feet deep.

1. QUESTION: I think we have had this discussion before..but not sure…the sensus omni T2 flow meter will need a double inversion UPS if it is to be fitted with a 4-20 flow output and a low speed totalizing pulse. OR be specified as a mag meter instead.

ANSWER: The sensus meter specified is in use in many well houses in the park and does not have a double inversion UPS.

1. QUESTION: Are concrete walls of same thickness as specified CMU walls an acceptable alternative for CMU walls?

ANSWER: Cast In Place – Reinforced concrete walls can be used in lieu of CMU walls, however re-design of the wall system must be provided by Engineer. The cost of re-design shall be compensated by Contractor.

1. QUESTION: Are reinforced concrete walls of the same thickness as specified CMU walls an acceptable alternative for CMU walls?

ANSWER: See response above.

1. QUESTION: Is there a trench detail for 3 water main pipes in the same trench?

ANSWER: No, but it will look like 1.C3.4.A with the same horizontal spacing to accommodate another pipe (6” to edge of trench, 8” between pipes). Not every trench configuration has been detailed, but the trenches on this page are used as examples to show typical dimensions and other requirements. If electrical cables were to be placed in the same trench as the three water lines, then 1.C3.4.B would be applicable as you would locate the electrical lines at a two-foot horizontal offset from the centerline of the nearest pipe.

2. QUESTION: In Part 1 of the Project Specifications, Section 2.1 lists both steel and HDPE pipe for casing on the directionally drilled section. Which material is required for this project?

ANSWER: Either material is acceptable.

3. QUESTION: The “Tank Improvements” blow up on plan sheet C1.1 calls out “Selective Demo of Features Being Replaced”. What are these features that are called for demo?

ANSWER: “Features being replaced” are those that are to be selectively demolished. For example since the outlet piping, included 8” piping, 90 degree bend, and connection to the tank are designated to be replaced and will impede the installation of the new 8” piping, 90 degree bend, and connection to the tank, those specific items would be selectively demolished.

4. QUESTION: Do the 3 EA 2” electrical conduits bored under highway 191 require a casing pipe, casing spacers, and end seals?

Answer: They require a casing pipe and end seals but spacers are not necessary.

5. QUESTION: Should we install insulation along ALL the water and sewer piping? I know the plans are calling for insulation in trenches where there will be water or sewer lines. But from experience, we only install insulation over the trenches where we know there will be traffic driving on them. I just want to make sure we are all on the same page as far as insulation, since its very expensive to get.

ANSWER: Yes, there should be insulation over all water and sewer lines.

6. QUESTION: Is the concrete sidewalk and driveway colored? I just couldn’t find anything on the specs with respect to this, but I know the park usually installs colored concrete.

ANSWER: No need to color the concrete sidewalk and driveway. The driveway and sidewalk should be brush finished.

7. QUESTION: Oldcastle would like to get more information on the stainless steel hinged lid for the meter vaults. Apparently their suppliers need more details and specs.

ANSWER: We will need to know, specifically what additional information is needed. For non-fire service meters 2-inch and larger the following is provided at 331233.2.10.B.C:

8. QUESTION: Can the demolished trees be ground and spread back on the work site (trenches) as part of the Recycle Requirements?

ANSWER: In past projects, we have allowed woodchips to be used in staging areas and in areas of heavy vehicle traffic (that would otherwise be muddy). Once staging and traffic was complete, the chips could remain so long as they were only in backfill above pipe bedding, not in topsoil, in vegetated areas (not under hardened surfaces), spread evenly and accounted for less than 5% by volume of backfill. This would be acceptable on this project as well.

9. QUESTION: please reference specification section 25 51 00 – Integrated Automation Control of Facility Equipment, para 1.3, B. The specification seems to imply that written clarification requests relative to the controls are to be addressed to the Contracting Officer and submitted post award. Can this information be provided now? If not, what is the current basis of pricing?

ANSWER: Information on controls is provided on E5.1 and in 255100. The specification referenced states “Provide a written request for clarification describing any additional control narrative information required from the Contracting Officer.” To rephrase the specification, “if you have questions on the controls, submit them to the CO.” Without knowing specifically what needs to be clarified, an answer cannot be provided at this time.

10. QUESTION: is a third party commissioning entity required for this project? While there are three (3) references to ‘commissioning’ in the Project Specifications: Part 1, they refer to o&m postings and to a final report (but not who can produce this report if other than the subcontractor).

ANSWER: No, a third party commissioning entity is not required.

11. QUESTION: It is unclear as to what type of control is required for the new wells. Please confirm if a standard control box is desired or a VFD.

ANSWER: Standard control box.

12. QUESTION: Where is the cutoff between work included in the "Tank Area Piping" and "MT Line, TS Line, W2 & W3 Lines, & MD Network" bid items?

ANSWER: See sheets C1.1 to C1.10, the alignments are named according to their respective bid item. Tank area piping is shown on C1.1.

13. QUESTION: Can native material be used for Type A Bedding?

ANSWER: No.

14. QUESTION: How many new penetrations are required in the existing 50,000 gallon concrete tank shown on plan sheet C1.1?

ANSWER: One, see C1.1.

15. QUESTION: How many existing penetrations will be reused in the existing 50,000 gallon concrete tank shown on plan sheet C1.1?

ANSWER: Three.

16. QUESTION: There are notes to repair damaged gravel and asphalt road areas on plan sheet C1.7. Is this intended to repair parts of the roadway that may be damaged during construction of this project? Or is it intended to repair existing damage?

ANSWER: It is intended that the contractor will repair cuts and damage caused during the project.

17. QUESTION: There appear to be a large number of trees in the pipeline alignment, particularly on Plan Sheet C1.7. Are we responsible for removing any trees in conflict with the waterline alignment? Does the NPS have a location that downed trees can be taken nearby?

ANSWER: Yes, the contractor is required to remove the trees. Those that are not to be salvaged for government use are to be removed from the park.

18. QUESTION: There is an asphalt pathway called out on plan sheet C1.8 to be installed by others. It also calls out that we are to saw cut and replace the pathway as part of this project. Is the pathway going to be installed prior to this project? What is the alignment of the pathway? We don't currently have a way to estimate the amount of pathway that will need to be removed.

ANSWER: Assume that the 5’ wide pathway extends across the entire width of the trench. It is to be installed prior to this project.

19. QUESTION: Is all of the concrete and asphalt shown on plan sheet L1.0 being removed and replaced as part of this project?

ANSWER: L1.0 shows locations of new asphalt and concrete. The plan sheets in the C and G sections show locations of existing asphalt and concrete.

20. QUESTION: Section 012700 in the Specifications indicates that Bid Item 10 (Sewer Lines from Moran School & Quarters 210, & MH #3) includes replacement of manhole #2 and a new manhole #2-1. Bid Item 11 also includes replacement of Manhole #2. Which bid item is the replacement of Manhole #2 included in?

ANSWER: This was clarified in the previous amendment and a modified 012700 will be issued with this amendment.

21. QUESTION: Is the installation of Manhole #2-1 included in Bid Item 10 or Bid Item 11?

ANSWER: This was clarified in the previous amendment and a modified 012700 will be issued with this amendment.

22. QUESTION: Can you provide a demolition plan for existing surfacing?

ANSWER: A new sheet, L1.2, is included with this amendment.

23. QUESTION: Section 012700-3.4 B & C both list replacing sewer main line from manhole #1 to manhole #0. Can you clarify the descriptions of work for each bid item?

ANSWER: 012700 has been corrected, and a revised version will be issued with this amendment.

24. QUESTION: Can PVC (C900 DR21) pipe be used in lieu of HDPE for water mains?

ANSWER: No.

25. QUESTION: We don't see the work called out on the plans for Bid Item 12 - Sewer Repair Segment & Manhole #1. Can you clarify the boundaries and location of this work?

ANSWER: See C2.1. Manhole #1 and the repair segment (between manhole #1 and manhole #2) are shown there. Here is a screenshot:

26. QUESTION: Is the contractor responsible for construction staking?

ANSWER: Yes.

27. QUESTION: We don't see a specification for the Controller type for the well. Please provide this information.

ANSWER: An answer to this question has not been received at the time of this amendment (from electrical engineer), but please ensure that the controller is housed in a NEMA 4/4x enclosure and has an external HOA switch.

28. QUESTION: given the restraints on ‘large scale tree removal’ and surveys by the Park’s biologists, will the period of performance be modified potentially?

ANSWER: An extension is unlikely. The intention is to remove the trees outside the window of time that would require a bird survey.

ADDITIONAL ITEMS:

29. An new sheet, L1.2, has been included with this amendment. A revised C1.8 has also been included with this amendment to replace the existing sheet C1.8.
