B.1. FAR 52.216-1 -- Type of Contract (APR 1984)
The Government contemplates award of a hybrid type contract consisting of time-and-materials (T&M) and Firm Fixed Price (FFP) contract line items (CLINs) resulting from this solicitation.
B.2. Funding Type
This contract will be funded, at the time of award, with no-year funding. As such, funding obligated to this contract may be used during the life of the contract.
B.3. Budget
The estimated budget for the Base Period and all option periods is $1,925,533.00.
B.4. Limitation of Funds -- Incrementally Funded Contracts
In accordance with clause MCC 52.232-72, "Limitation of Funds -- Incrementally Funded Contracts," funds in the amount of [TBD] have been allotted to this contract. It is contemplated that funds now obligated under this contract will cover the work to be performed until [TBD]. If the contractor considers the funds obligated under this contract to be insufficient to cover the work to be performed until the date specified herein, or another date agreed to by the parties, the contractor shall notify the contracting officer in writing and indicate the date on which it expects expended funds to approximate 75 percent of the total amount obligated. The notice shall state the estimated amount of additional funds required to continue performance through the date for which incremental funds are provided.
The Contractor shall not perform work on the contract which exceeds the total amount actually allotted by the Government to the contract. The Government is not obligated to reimburse the Contractor for costs incurred in excess of the total amount allotted by the Government to this contract. The contractor assumes the risk for any increased costs beyond what the Government obligates.
B.5. Labor Rates and Other Direct Costs (ODCs)
This will be a hybrid type contract with time and materials (T&M) and firm-fixed-price (FFP) line items (CLINs); for the FFP CLINs, the Contractor will be paid at agreed-upon payment milestones per Section F.3.
For T&M CLINs: Labor rates at the inception of a contract period will carry through as "fixed-price" without adjustment for the life of that contract period. Hours by labor category and pricing under ODCs are estimates only and may be increased/decreased as necessary for successful completion of the contract requirements, as approved by the COR/PM.
However, the contractor's expenditures at any given point shall not exceed the total obligated amount or the total ceiling price for this contract as specified below.
Using the template below, Offerors must include all proposed labor categories, fully-burdened hourly rates and Other Direct Costs (ODCs) for each T&M CLIN identified above. For FFP CLINs, Offerors must propose a lump sum and/or unit price as specified in the tables below.

Section C - Description/Specifications/Work Statement
SECTION C DESCRIPTION/SPECIFICATION OF WORK
C.1. Introduction and Background
The Millennium Challenge Corporation (MCC) is committed to delivering sustainable economic growth and poverty reduction throughout the entire lifecycle of its investments. MCC's evidence-based approach is rooted in that mission, and its comprehensive results framework seeks to measure, collect and report on the outputs, outcomes, and impacts of MCC investments. MCC's Monitoring and Evaluation (M&E) Policy is designed to help MCC and its partners estimate, track and evaluate the impacts of its programs using technically rigorous, systematic, and transparent methods. It is predicated on the principles of accountability, transparency, and learning:
• Accountability refers to the obligation to report on and accept responsibility for all funded activities and attributable outcomes.
• Transparency refers to MCC's obligation to disclose these findings in a public and transparent manner and share the information (microdata and reports) generated in the implementation and evaluation of its compacts and threshold programs.
• Learning refers to MCC's commitment to improving the understanding of the causal relationships and effects of its interventions, particularly in terms of poverty reduction and growth, and to facilitating the integration of monitoring and evaluation findings in the design, implementation, analysis, and measurement of current and future interventions.
In 2013, MCC launched the Evaluation Catalog (https://data.mcc.gov/evaluations/index.php/catalog/) to facilitate achievement of these objectives by creating a platform to:
• Transparently share the knowledge products of the independent evaluation portfolio, including the evaluation Design Reports, Baseline Reports, and Interim/Final Analysis Reports, as well as other corresponding documentation such as Questionnaires, Informed Consents, and other Transparency Statements.
• Facilitate access to the data underlying the independent evaluation Analysis Reports for (i) computational reproducibility and (ii) broader knowledge generation beyond original evaluation analysis.
While MCC is committed to open data and transparency, MCC also recognized the need to balance transparency with proper, ethical management of this data – particularly data that includes personally identifiable and sensitive data. For many MCC research-related activities – such as its rigorous monitoring, evaluation, and economic analysis activities – this creates the need for careful consideration of data management and access practices (to date, this has mostly related to independent evaluation data, but has also included recent economic analysis surveys). In 2014, MCC established its Data Management Guidelines (https://data.mcc.gov/evaluations/index.php/catalog/155) for the ethical management and dissemination of its research-related data on the Evaluation Catalog.
In accordance with these guidelines, this data is securely transferred to MCC from research contractors to MCC headquarters via MCC's Secure File Transfer system for storage in a secure, centralized location. MCC's contractors prepare and the MCC Disclosure Review Board (DRB) reviews 15-17 data packages per year for dissemination. Over the past 5 years, MCC has identified 2-3 data packages per year (total 15 data packages) that can only be released on a strict restricted-access basis to protect confidentiality as per regulations, such as the Federal Policy for the Protection of Human Subjects ( https://www.hhs.gov/ohrp/regulations-and-policy/regulations/common-rule/index.html).
Through this contract, MCC seeks to address three primary gaps in the Evaluation Catalog platform and other data activities that inhibit efficient knowledge product and data dissemination:
1. The Evaluation Catalog platform requires improved functionality for searchability, shareability, citation, and monitoring and analyzing use of the platform and its products – both documentation and data.
2. The Evaluation Catalog platform requires a function for differential data access – public use to de-identified data, restricted-access use to identifiable data, and virtual data enclave (VDE) access to statistical data.
3. MCC requires additional technical services to support the preparation and review of data packages prior to dissemination – both public-use and restricted-access – for improved data accessibility that still maintains ethical data management standards.
https://www.mcc.gov/resources/doc/policy-for-monitoring-and-evaluation
C.2. Scope
The Contractor will provide technical services in three areas: (i) development and delivery of tools and training for internal and external data management, (ii) development and maintenance of new external facing platform that meets new specifications and allows for differential data access, and (iii) review and preparation of data packages for public and restricted-access dissemination.
C.3. MCC Policy and Roles
A. M&E Policy and Provision of Data. The Contractor should be aware of MCC's Monitoring and Evaluation (M&E) Policy ( https://www.mcc.gov/resources/doc/policy-for-monitoring-and-evaluation), as well as MCC's legal requirements for open data and public documentation, as defined in the Foreign Aid Accountability and Transparency Act, and the Evidence-based Policy Act. Based on the 1991 DAC Principles for Evaluation of Development Assistance, MCC's M&E Policy requires independent evaluations of each MCC project. MCC's implementation of this independence policy adheres to these principles, especially the following: "impartiality and independence will best be achieved by separating the evaluation function from the line management responsible for planning and managing development assistance." (P.6.) The accessibility of data underlying independent evaluator analysis is critical for demonstrating the credibility and independence of the analysis, and it is required under relevant legislation.
B. MCC Roles and Responsibilities: The MCC plays a critical role in managing its independent evaluation portfolio and associated data activities. MCC will be responsible for oversight of the Contractor, including the following specific responsibilities (For further detail see Section J: Data Management Guidelines):
1. Lead authorship of and revisions to the MCC Data Management Guidelines;
2. Lead management of platform including producing and editing metadata, uploading documentation, and uploading
DRB cleared data packages;
3. Oversee preparation of public-use and restricted-access data that ensures appropriate balance of maximizing data usability and replicability, and adherence to promises of confidentiality; and
4. Participate in decisions related to external requests for access to restricted-access data files.
C.4. Tasks
Tools, Training, and Platform Tasks: Tasks 1.1 and 2.1
Task 1.1: Develop Tools and Training
• In the first six months of the Base Period, the Contractor will conduct a review of, and recommendations to, MCC on its Transparent, Reproducible, and Ethical Data and Documentation (TREDD) Guidelines. This review will inform revisions to the Guidelines, with an eye to improved data security during collection, storage, and transfer and improved process for data preparation, access to, and management of restricted-access data. In addition, the revision will require attention to establishing an appropriate and complete response (internal and external) for data spills or breaches.
o MCC will retain authorship over the Guidelines and use input from the Contractor to inform necessary revisions.
o Based on what is proposed for Task 2.1 platform and restricted-access data management solutions, the Contractor may also lead authorship for the section on restricted-access data management.
• Upon completion of the platform, the Contractor will lead one public presentation of the external facing platform at MCC headquarters in Washington, DC.
• Starting in Option Year 1, the Contractor will develop and deliver training materials for MCC and its partners (MCAs, government stakeholders, implementing partners) on internal and external data management best practices.
o Training and tools should be developed to reach as wide an audience as possible to be cost-effective. For example, training may need to be video-recorded to be shared with country offices.
o MCC anticipates a single in-person training at MCC headquarters in DC or 1-2 webinars per year.
o Content will focus on Contractor input into the Guidelines, particularly related to data preparation and restricted-data management. Each training product is expected to be no longer than 3 hours.

The Contractor will develop, test, launch, and maintain an improved external facing platform for disseminating MCC (i) data and (ii) knowledge products – such as Design Reports, Baseline Reports, Questionnaires, Interim and Final Reports, and Evaluation Briefs.
The platform must be built with the following end users in mind:
1. US Congress, staffers, and general public – To meet key transparency and accountability objectives, MCC must disseminate the independent evaluation knowledge products paid by US taxpayer dollars through an efficient and effective mechanism; and
2. Country partners – To meet key accountability and learning objectives, MCC must disseminate the independent evaluation knowledge products to country partners, including government stakeholders and implementing entities.
3. Academic researchers, faculty, and students – To meet learning objectives, MCC must disseminate the independent evaluation knowledge products in a way that maximizes reach within the academic community to facilitate reproducibility efforts and analysis beyond the original objectives of the evaluation, as feasible.
The platform must include the following external facing features:
1. Searchability/Filterability – This requires a function that allows new users to search by at least two units: by study type (evaluations, economic analysis, others) and by types of products (Final Reports, Interim Reports, baseline data, questionnaires). This requires filters known users care about, including: Program Name, Program Status, Evaluation Status, Evaluation Type, Evaluation Methodology, Report type (Design, Baseline, Interim, Final, and Evaluation Brief), Sector, Topic, and Region.
2. Standardized Data and Document Citation – Currently documents and data in the Evaluation Catalog are uploaded as attachments and do not have the ability to appropriately and individually cite individual product (reports, dataset, etc.).This requires automatically generating Digital Object Identifier (DOI) and citation that is standard across MCC knowledge products on the platform.
3. Shareability – Currently documents and data in the Evaluation Catalog are uploaded as attachments and do not have the ability to directly and easily share each individual product (reports, dataset, etc.). Improved shareability requires ability to directly share and promote on social media such as Facebook, Twitter, other.
4. Accessibility – Document and data dissemination and metadata must comply with Section 508 and with the Electronic and Information Technology (EIT) Accessibility Standards.
5. Measurement and Tracking – This requires a function that allows MCC to track/measure usage of individual knowledge products.
6. Data Types – The platform must be able to properly hold geospatial and statistical data files from program including: ESRI, R, SAS, SPSS, and Stata. It must also be able to support document files, such as: Adobe Acrobat and Microsoft Office. Periodic reviews should be conducted to determine if new software should be added.
7. Differential Data Access – MCC requires the platform to include the functionality of differential data access – direct/public (majority of data files) and restricted-access. In this way, any new user to the platform should know about the data access level(s) available and their access requirements.
The platform must include the following specifications:
1. The Contractor must propose a majority contractor-owned, contractor-operated platform solution. Any services that are not hosted by the vendor should be clearly identified in the proposal along with expectations for MCC staff and relevant skills required to implement.
2. Integration and connectivity to other MCC and US Government systems – The Contractor will develop the platform in accordance with OMB Memorandum M-05-04, Policies for Federal Agency Public Websites (updated memo November 8, 2016 - https://www.whitehouse.gov/sites/whitehouse.gov/files/omb/memoranda/2017/m-17- 06.pdf). The following must be considered:
a. Contractor must ensure a consistent look across websites – this requires coordination between MCC and the Contractor on the design of the platform to align with www.mcc.gov.
b. Contractor must ensure platform aligns with Data.gov to harvest the meta-data and public-use data uploaded into the platform. Contractor must develop and deploy a publicly available .json file consistent with the guidance from data.gov (https://project-open-data.cio.gov/). The json should be automatically updated as new files are added to the catalog or existing metadata changed. The json should use the schema documented at Project Open Data: https://project-open-data.cio.gov/v1.1/schema/. An example of an MCC json file is available here for reference: https://data.mcc.gov/data.json.
http://www.mcc.gov
c. Contractor must ensure platform is developed in a way that maintains compliance with OMB Memorandum M-08-23, Securing the Federal Government's Domain Name System Infrastructure, and any future updates to identity, credentialing, and access management policy.

j. Contractor must provide a public two-way feedback mechanism available via the platform and www.mcc.gov.
k. Contractor must ensure responsive design that allows users on non-desktop devices equivalent access to Government information.
l. Contractor must coordinate with MCC to post Privacy Policies on the platform. The platform post a link to MCC's Privacy Policy on any known, major entry points to the website as well as any webpage that collects PII. This requirement does not apply to internal agency activities (such as on intranets or online interactions that do not involve the public).
m. A privacy notice must be provided on the platform, whenever feasible, where a Privacy Act statement is not required but members of the public could nonetheless provide PII to the agency using an online interface. The privacy notice should include a brief description of the agency's practices with respect to the PII that the agency is collecting, maintaining, using, or disseminating.
n. Contractor must clearly identify external links from the platform, and to the extent practicable update or remove the links when the external information is no longer sufficiently accurate, relevant, timely, necessary or complete.
o. Contractor must post links to the following information from the platform: USA.gov
p. Contractor must post links to the following information from the platform: the website's privacy policy
q. Contractor must post links to the following information from the platform: the agency's Freedom of
Information Act webpage
