About this file
This is a score sheet document for the Utah Department of Health and Human Services (DHHS) evaluation of proposals for Residential Treatment Services contract 9-DHHS26149. The contract seeks to provide residential treatment programs serving two distinct populations: an 8-bed male moderate-level program for youth with problematic sexual behaviors (DSE) and a 12-bed female high-level program for mental and behavioral health services (DMF). The score sheet establishes the evaluation criteria and methodology used by DHHS to assess bidder qualifications and proposal quality, with scoring categories that measure vendor capability to deliver these specialized residential treatment services. The evaluation framework ensures that selected contractors demonstrate competency in serving vulnerable populations requiring intensive therapeutic interventions and behavioral health support.
The score sheet functions as the primary instrument for standardizing evaluation across multiple reviewers and ensuring consistent, objective assessment of competing proposals. It establishes weighted scoring categories that align with DHHS priorities for service delivery, clinical expertise, operational capacity, and compliance with regulatory requirements. By utilizing a structured scoring methodology, DHHS can effectively differentiate between qualified vendors and select the contractor(s) best positioned to provide high-quality, specialized residential treatment services to youth with complex mental health and behavioral needs in Utah's service delivery system.
