Stevens School Gym and Cafeteria Roof Replacement - Scope of Work
This is a Scope of Work specification document for St. Louis Public Schools (SLPS) concerning the replacement of damaged roofing and HVAC components at Stevens school following tornado damage from May 16, 2025. The project requires removal and replacement of the existing roof system on the gym and cafeteria with a new SBS modified bituminous membrane roofing system, hot-applied, along with replacement of two fresh air intake vents that were blown off during the storm. The specification details a two-ply modified bitumen roof system consisting of a heavy-duty base sheet and POWERply Standard Plus FR surfacing sheet with white granule surface, installed over tapered polyisocyanurate insulation and wood fiber insulation. The work includes installation of new lead flashings at plumbing stacks, kynar-coated metal flashings, counterflashings, and related accessories. A preinstallation roofing conference must be conducted with the Owner, Owner's insurer if applicable, testing and inspecting agency representative, roofing installer, manufacturer's representative, and other relevant parties. The specification references roof plan drawings for specific area locations and requires contractors to verify roof construction and square footage on-site.
The specification establishes quality assurance requirements including installer qualifications with minimum five years of experience installing comparable products and a full-time on-site supervisor, along with roofing inspector qualification requirements. The roofing system manufacturer specified is Tremco CPG Inc, with approved alternatives including Soprema and Garland or comparable products approved by the Owner prior to bid. The project requires a manufacturer's warranty of 20 years from completion and an installer's warranty of 3 years from completion. Materials must comply with FM Global 4470 standards, achieve Class A fire-test exposure per ASTM E108 or UL 790, and maintain a Solar Reflectance Index of not less than 78 per ASTM E1980. Installation must proceed only when weather conditions permit per manufacturer's instructions, with daily protection requirements including temporary seals at day's end and tie-offs to prevent water intrusion. An alternate scope (Alternate 1) addresses FEMA Section 406 hazard mitigation opportunities, including wind-resistant roofing system upgrades, roof deck reinforcement with thicker moisture-resistant sheathing, and protected roof ventilation with wind-rated intake vents featuring internal baffles and reinforced framing to exceed IBC wind uplift standards.
