Question: For the intermediate deadline on the control house, it states that all interior, HVAC, and Electrical need to be completed by 12/15/2020. Is this stating just the interior finishes, not including the outdoor finishes, correct? Let me know what WAPA has for the intermediate deadline on the control enclosure for the Devils Lake Substation, Stage 06.
Answer: Exterior finishes can be completed after the intermediate date given. The exterior shall be able to hold the elements of climate from penetrating the interior as the contractor is responsible for all interior finishes and components.
Question: The specifications state the contractor is to be finished with DC Power and Control Cable work no later than 4/30/2021. Then the specifications state WAPA will require 90-days after the 4/30/2021 intermediate completion date to commission the substation. Will the contractor be allowed to continue working in the substation while WAPA commissions equipment?
Answer: Contractor can continue to complete other work at the same time. Coordination with onsite crews will be required as some areas the contractor will not be able to utilize while testing is in progress.
Question: When does the existing equipment get moved? If WAPA requires 90-days to commission, then they wouldn’t be completed until about 7/29/2021 with commissioning. Does this mean that the existing equipment is moved after this date but prior to the final completion of the substation sometime in late Sept. of 2021?
