Summary
The United States Army Corps of Engineers (USACE) is supporting the US National Science Foundation (NSF) to develop a contract level design for the permanent offload infrastructure to support resupply operations at McMurdo Station, Antarctica (Ref. 1). This report presents the
ABS Structural Scantlings Report 2 Doc. 887-B399-01, Rev -results of the structural scantling calculations for the barge-like floating pier (barge) component of the proposed infrastructure.
Two structural requirements govern the size and arrangement of scantlings on the barge:
• Steel Barge requirements from the American Bureau of Shipping (ABS, Ref. 2) as the pier barge will be a classed deck barge.
• Polar Class requirements from the International Association of Classification Societies
(IACS, Ref. 4, and incorporated by reference and published in the ABS Marine Vessel
Rules, Ref. 3) as the pier barge resides in a polar environment.
The calculations herein show that the proposed scantlings of the vessel (Ref. 8 through 11) satisfy the ABS Steel Barge and IACS Polar Class requirements.
Calculations
In these structural calculations, “bottom” refers to the region comprised of the flat bottom, side rake, and end rake.
The barge has longitudinal deck beams at 16" typical spacing (24" maximum) supported by deck transverses at 64" spacing (Ref. 8). The transverse bulkheads are spaced at a maximum of 32'-0" apart. Transverse watertight bulkheads are located at Frames 7, 13, 25, 37, 49, and 55.
Longitudinal non-tight bulkheads are located at 18'-0" off centerline (OCL) port and starboard
(Ref. 9).
The barge has a length of 328'-0", and the ABS Rule length is 314.9'. The midship 0.4L spans from approximately Frame 19 to 43.
Complete details on barge ice regions are provided in Ref. 5.
The barge is to be built from minimum 50-ksi steel. The material properties of 50-ksi steel have been employed throughout the calculations. Alternately, AH36 steel has slightly higher tensile and yield strength than 50-ksi steel, and may be selected.
The proposed scantling plate thicknesses have large margins when compared to local scantling requirements. However, the plate thicknesses will satisfy global strength criteria (Ref. 6). The scantling spacings presented in these calculations represent the maximums. Actual spacings may be smaller due to other considerations like arrangements and global and local buckling. Global buckling has been considered in the global FEA (Ref. 7). Local buckling calculations are shown in Appendix F.
Calculations based on ABS Rules
All scantlings must satisfy ABS Steel Barge requirements at a minimum. The deck and supporting scantlings must also support the 2500 psf design deck load (up to the allowable deadweight).
Deck plate wheel load calculations were performed to assess the capacity of the barge deck plating to support wheel/track loading from specialized equipment on deck (Ref. 12). The following vehicles were identified as being deck design drivers:
• 70-ton Highway Truck
• Link-Belt TCC-1400 Telescopic Crawler Crane
• Link-Belt RTC-80130 Telescopic Boom Rough Terrain Crane
• Cat V 620 forklift
Calculations are provided in Appendix A.
ABS Structural Scantlings Report 3 Doc. 887-B399-01, Rev -
Calculations based on Polar Class Rules
The bottom of the barge is in contact with the ice belt, and is thus additionally governed by IACS
Polar Class requirements. A portion of the topsides must meet this requirement as well due to towing conditions (Ref. 5).
The side rake and end rake are transversely framed, with ice frames at 16" spacing supported by ice stringers at 8'-1" spacing. The flat bottom of the barge is longitudinally framed, with longitudinal frames at 16" spacing supported by bottom transverses at 64" spacing (Ref. 5 and 6).
Calculations for plating and framing in the ice regions are provided in Appendix B for Polar
Class 4 requirements, and Appendix C for Polar Class 6 requirements (skeg plating, headlog, and topsides in way of skeg, only; Ref. 5). Stringers were sized by FEA (Ref. 7).
First principles calculations
First principles calculations were conducted to assess the capacity of the barge deck framing to support wheel/track loading from the aforementioned specialized equipment.
The following limitations were identified:
• Restricted load chart for athwartships crane tracks. In order to keep loads from the
Link-Belt TCC-1400 Telescopic Crawler Crane tracks within the capacity of the deck beams, the crane is restricted to lifting over the side of the tracks if tracks run athwartships. The crane may operate unrestricted if tracks run fore/aft.
• Mats under outriggers. In order to distribute outrigger loads across multiple deck beams, mats are required beneath the outriggers of the Link-Belt RTC-80130 Telescopic
Boom Rough Terrain Crane.
Calculations are provided in Appendix D and E. Calculations show that the barge structure
(Ref. 8 through 11) is sufficient to support expected loads from the specialized vehicles.

In general, shell butts are to be flush in way of the doubler; doubler butts are to be flush in way of the bilge keel, and, in general, scallops and cutouts are not be used. Where desired, a drilled crack arresting hole at least 25 mm (1 in.) in diameter may be provided in the bilge keel butt weld as close
The ends of the bilge keel are to be suitably tapered and are to terminate on an internal stiffening member. The material tensile properties for bilge keels and doublers are to be as required for the bottom shell plating.
The thickness of the skeg plating is to be in accordance with 3-2-2/3 or 3-2-2/5 depending on its location, and 3-2-7/3.1 for deep tanks. The thickness of the shell plating in way of an appendage is to be increased by 25%. However, this increase need not exceed 6.5 mm (0.25 in.).
Recesses in shell plating to serve as ladders are to have well rounded corners and in general are to be staggered vertically with the recessed plating specially reinforced where forming pockets. The side shell longitudinals in way of shell recesses are to remain intact or the strength of the longitudinals is to be developed.

13 Higher Strength Materials
13.1 General
In general, the bilge plate is to be longitudinally stiffened. The thickness of the bilge plate is to be not less than required in 3-2-2/3 and 3-2-2/5, adjusted for spacing of the bilge longitudinals or frames and the material factors.
In no case is the thickness of the bilge plate to be less than that of the adjacent bottom plating.
In general, applications of higher-strength materials for shell plating are to take into consideration the suitable extension of the higher-strength material above and below the bottom and deck, respectively (for longitudinal extent, see 3-2-1/11.1). Calculations to show adequate provision against buckling are to be submitted. Care is to be exercised against the adoption of reduced thicknesses of material that might be subjected to damage during normal operation. The thicknesses of bottom and side-shell plating, where constructed of higher-strength materials, are to be not less than required for purposes of longitudinal hull girder strength. The actual bottom/side plate thicknesses are also not to be less than those required in the previous paragraph, corrected using the Q factor, as specified below.

The length of the tanks and the positions of longitudinal bulkheads are to be such as to avoid excessive dynamic stresses in the hull structure. For subdivision and stability, see Section 3-6-1.
For Coating of water ballast spaces, see 3-1-2/19
Plating of cargo tank bulkheads is to be of the thickness obtained from the following equation, but not less than 0.25 in or s/150 + 0.10 in, whichever is greater.
