QUESTIONS AND ANSWERS

1. QUESTION: Reference, Attachment 2, PWS paragraph 9.4.1, ” The SaaS for the HH production environments shall have a guaranteed uptime of 99.9% 24 x 7 x 365 / 366…” Cloud Services Provider (CSP) uses commercially reasonable efforts to make its on-demand services available to its customers 24/7, except for planned downtime, for which the CSP gives customers prior notice, and force majeure events. While availability SLAs can be negotiated in a contract, the calculation is measured quarterly and not monthly.

Can your organization please adjust this requirement and specify that the SLA requirements can be negotiated based on the Service provider chosen?

ANSWER: The uptime requirements defined by NARA in Attachment 2, PWS paragraph 9.4.1 are minimal and already exclude scheduled maintenance. If there is a force majeure event, that would be addressed under Federal Acquisition Regulation (FAR) clause 52.212-4(f), Excusable Delays. Finally, NARA has not specified at which frequency uptime is calculated (e.g. daily, monthly, or quarterly), that depends on the CSP selected.

RFQ CHANGE: NONE

2. QUESTION: Reference Attachment 7, NARA Terms and Conditions, paragraph 5, Internet Protocol, “The Contractor shall ensure that all systems, including hardware, software, firmware, and/or network components developed, procured, or acquired in support and/or performance of this contract using the Internet Protocol (IP) are developed and used, in accordance with, commercial standards of Internet Protocol (IP) version 6 (IPv6) as set forth in the USGv6 Profile. All products or systems using the Internet Protocol may maintain provisions for IPv4 backward compatibility for non-governmental use.”

Does this refer to all systems in the stack or just the interface between the browser and the SaaS service?

ANSWER: The web clients and the SaaS service must be able to communicate using IPv6 protocol and at the same time be able to support IPv4 connections.

Is it your desire to allow users to connect to a cloud service via IPv6?

ANSWER: Yes, NARA is in the process of migrating from IPv4 to IPv6. IPv4 will sunset in 2025 for NARA.

Is it mandatory that a Cloud Services Provider be IPv6 compliant today or is it acceptable to respond with a path to become compliant?

ANSWER: No, it is not mandatory for the Cloud Services Provider to be IPv6 compliant today. If the offered solution is not IPv6 capable at the time of quotation submission, the Contractor must include a timetable for IPv6 compliance.

RFQ CHANGE: IN ATTACHMENT 7, NARA TERMS AND CONDITIONS DELETE PARAGRAPH 5 AND REPLACE IT WITH THE FOLLOWING:

“5. INTERNET PROTOCOL – MAY 2021

THE CONTRACTOR SHALL ENSURE THAT ALL SYSTEMS, INCLUDING HARDWARE, SOFTWARE, FIRMWARE, AND/OR NETWORK COMPONENTS DEVELOPED, PROCURED, OR ACQUIRED IN SUPPORT AND/OR PERFORMANCE OF THIS CONTRACT USING THE INTERNET PROTOCOL (IP) ARE DEVELOPED AND USED, IN ACCORDANCE WITH, COMMERCIAL STANDARDS OF INTERNET PROTOCOL (IP) VERSION 6 (IPV6) AS SET FORTH IN THE USGV6 PROFILE. ALL PRODUCTS OR SYSTEMS USING THE INTERNET PROTOCOL MAY MAINTAIN PROVISIONS FOR IPV4 BACKWARD COMPATIBILITY FOR NON-GOVERNMENTAL USE. IF THE OFFERED SOLUTION ISN’T IPV6 CAPABLE AT THE TIME OF QUOTATION SUBMISSION, THE OFFERORS MAY INCLUDE A TIMETABLE FOR IPV6 COMPLIANCE.”

5. QUESTION: How many Communities currently exist in HH?

ANSWER: There are currently 25 communities on History Hub. All publicly accessible communities can be viewed at: https://historyhub.history.gov/places

6. QUESTION: Reference History Hub RVTM v2.0 Spreadsheet - line 3.3. What are file size limitations that are defined today in HH?

ANSWER: 51,200 Kilobytes (KB) / 50 Megabytes (MB)

7. QUESTION: Reference History Hub RVTM v2.0 Spreadsheet - line 4.4. What type of functions could an unregistered user to a Community perform within that Community?

ANSWER: An unregistered user to a Community can browse, search, and view. All approved posts on History Hub are available to view without an account.

8. QUESTION: Reference, History Hub RVTM v2.0 Spreadsheet - line 10.1.1. What types of formats are desired?

ANSWER: See Appendix 4, History Hub RVTM v2.0 and PWS Attachment 1, StRS - RVTM - HH 2.0 Contractor Response Sheet, Requirement ID 10.1.1, Misc. column. Expand column width for a link to the format requirements.

9. QUESTION: Reference, History Hub RVTM v2.0 Spreadsheet - line 11.8. How is user satisfaction defined for reporting?

ANSWER: User satisfaction can be measured by the ability to “like” or award stars, for example. But there may be other methods, like checking a box on a pop-up that asks “Was this helpful?”. The purpose of this requirement is that there is a method for users to provide feedback on their satisfaction, if they desire to provide that information.

10. QUESTION: Reference, History Hub RVTM v2.0 Spreadsheet - line 11.8. What mechanism are needed to capture satisfaction?

ANSWER: NARA requires that the Contractor’s solution provide a mechanism for capturing “User Satisfaction” but NARA is not specifying how that mechanism captures “User Satisfaction”.

11. QUESTION: ATTACHMENT 1 - SCHEDULE OF PRICES; Page 3, 1e. Government states these additional services will be contracted at a fixed price, but government is requesting hourly rates and the language on page 34 and 10.3 describes a time and material contract. Will these services be ordered on a fixed price or and time and materials basis?

ANSWER: If additional services are required over the term of the contract, NARA will request a firm-fixed price quotation from the Contractor in response to the requirements provided by NARA as required by Attachment 2, PWS paragraph 10.3.1. The not-to-exceed amounts reflect the maximum value of services which may be ordered by NARA in the applicable period of performance of this contract.

RFQ CHANGE: IN ATTACHMENT 2, PWS DELETE PARAGRAPH 10.3.2 AND REPLACE IT WITH THE FOLLOWING:

“10.3.2 AT A MINIMUM, IN RESPONSE TO A REQUEST FOR SERVICES UNDER THIS PARAGRAPH, THE CONTRACTOR SHALL PROVIDE THE COR A FIRM-FIXED PRICE QUOTATION WHICH INCLUDES: THE LABOR CATEGORIES, LEVEL OF EFFORT, AND TIMEFRAMES FOR SUBMITTING REQUIRED DELIVERABLES AND ACHIEVING THE EXPECTED RESULTS. The value for CLINs 0006, 0013, 0020, 0027, and 0034, will be the incremental price for 1 million views over 400,000 views.

ANSWER: If the contractor quotes a solution that does not support unlimited pageviews, CLINs 0006, 0013, 0020, 0027, and 0034 would indicate the cost associated with any overage charges for pageviews in excess of 400,000.

13. QUESTION: ATTACHMENT 1 - SCHEDULE OF PRICES; Page 4, 4d. Please confirm the following:

The sum of each of these CLINs and the CLIN preceding, e.g., CLIN 5 plus CLIN 6, will be the Fixed Price Per Month in Table (j)1 for the appropriate contract year.

ANSWER: No, for the purposes of completing Table (j)1 for the appropriate contract year, the price is the firm-fixed price for 1,000,000 page-views/users per month minus the firm-fixed price for 400,000 page-views/users per month.

RFQ CHANGE: IN ATTACHMENT 1, SCHEDULE OF PRICES DELETE PARAGRAPH 4(D) AND REPLACE IT WITH THE FOLLOWING:

“(D) FOR CLINS 0006, 0013, 0020, 0027, AND 0034 THE CONTRACTOR MUST COMPLETE PRICING LINES CONTAINED WITHIN EACH CLIN “DESCRIPTION”, THE CONTRACTOR MAY, AS APPLICABLE, INCLUDE ANY “OVERAGE FEES” PRICED AS A DOLLAR AMOUNT TO THE “PRICE DIFFERENCE (FROM 400,000 PAGE VIEWS/USERS PER MONTH)” WHICH, IS THE “FULL PRICE PER MONTH” (SEE TABLE (J)1) SUBTRACTED BY THE “UNIT PRICE” PER “MONTH” FOR THE FOLLOWING CLINS, 0005, 0012, 0019, 0026, AND 0033 WITHIN THE RESPECTIVE PERIOD OF PERFORMANCE, THIS DOLLAR AMOUNT IS THE “UNIT PRICE” THE CONTRACTOR SHALL USE. ADDITIONALLY, THE CONTRACTOR MUST COMPLETE TABLE (J)1 WHICH WILL BE THE APPLICABLE “UNIT PRICE” PER “MONTH” WHICH WILL BECOME APPLICABLE SHOULD NARA EXERCISE ITS OPTION TO INCREASE HISTORY HUB PAGE VIEWS/USER PER MONTH UP TO THE NEXT TIER OF 1,000,000. THE CONTRACTOR SHALL NOT APPLY ANY “OVERAGE FEES” PRICED A DOLLAR AMOUNT TO THE “FULL PRICE PER MONTH” IN THE PRICE QUOTED IN TABLE (J)1. THE PRICING INCLUDED IN THIS TABLE SHALL BE INCORPORATED INTO THE CONTRACT AND APPLY WHEN AND IF NARA EXERCISES ITS OPTION TO INCREASE THE PAGE VIEWS TO THIS TIER.”

14. QUESTION: ATTACHMENT 1 – SCHEDULE OF PRICES states: “If the Contractor includes an “Overage Fee” it must show its calculation.” The calculation for the 400,000 view instance is simply (unit) * (fee), i.e., a fixed monthly license price. What additional calculation is referred to?

ANSWER: This refers, specifically, to any fees that would be charged to NARA as a result of page views exceeding 400,000 in a given month.

SUCH SUBCONTRACTOR WORK MUST CLEARLY INDICATE THE EXTENT OF INVOLVEMENT OF THE SUBCONTRACTOR(S) IN THE QUOTED EFFORT SUCH AS 40% OF THE TOTAL LABOR HOURS AND WHY SUCH SUBCONTRACTOR EXPERIENCE IS RELEVANT CONSIDERING THE SUBCONTRACTOR EFFORT QUOTED.”

22. QUESTION: ATTACHMENT 10 – QUOTATION SUBMISSION INSTRUCTIONS; p 85, section 2.a.vi. NARA states that “Contractors must submit similar past performance information on quoted significant or critical subcontractors,” however no definition of “significant” or “critical” is provided in the RFP. NARA also states in this clause that “The quote must describe the amount of work and criticality of the work to be subcontracted. Such subcontractor work must clearly indicate the extent of involvement of the subcontractor(s) in the quoted effort such as 40% of the total labor hours and why such subcontractor experience is relevant considering the subcontractor effort quoted.”

It is unclear whether NARA is asking us to provide the information on the extent of subcontractor involvement in their own past performance, or if they are asking us to provide the extent of subcontractor involvement in our approach to completing the requirements for this proposal. Please clarify.

ANSWER: NARA is requesting the Contractor to provide the extent of subcontractor involvement in the Contractor’s approach to completing the requirements.

ANSWER: The Government requires up to five (5) past performance questionnaires which do not need to align with the references submitted in Volume II. Reference Attachment 10, Quotation Submission Instructions, paragraph 2(b), “…It is the responsibility of the Contractor to ensure that the references submit the completed surveys in a timely manner. 44. QUESTION: In the event of any actual or suspected breach of sensitive PII, the Contractor shall *immediately*, and in no event later than one hour of discovery, report the breach to the Contracting Officer, the COR, the Senior Agency Official for Privacy (currently NARA’s General Counsel garymstern@nara.gov) and the Chief Information Officer (only for IT requirements) in accordance with NARA Directive 1608.

The Cloud Service Provider (CSP) is a service provider and your organization would be one of hundreds of thousands of customers using the service. CSP can contractually commit to incident response reporting timeframes in a customer contract. One component driving the timeframes are the CSP’s ability to communicate to a wide customer base in the event of an incident. In a multi-tenant cloud environment, the CSP could be reporting to thousands of customers if there is a security incident impacting multiple customers. CSPs utilize one incident response process for all customers. Utilizing one approach allows for scalability and ease of operations. Additionally, due to the nature of the CSP's service, the CSP can only report confirmed breaches, not attempted, suspected, threatened, or foreseeable breaches. As a multitenant environment, an attempted breach against another tenant would not be reported to your organization. In the event of a security breach and if negotiated in the agreement, the CSP can notify your organization identified points of contact. The CSP cannot notify affected parties because the CSP does not view customer data. The CSP is responsible for maintaining access in terms of performance and availability to the data. The data is owned by the customer.

As such, we would like to request the requirements for breach notifications should align with the existing CSP reporting requirements that also align with FedRAMP and request that your organization change this requirement.

ANSWER: NARA has reviewed the relevant “breach notification” policies in Federal Information Security Management Act (FISMA) which are implemented for CSPs through FedRAMP, including implementing guidance from Cybersecurity & Infrastructure Security Agency (CISA). Based on that review, NARA has determined that the requirements in Attachment 7, NARA Terms and Conditions, paragraph 4, Security of Information and Protection of Controlled Unclassified Information, Including Personally Identifiable Information (April 2017) are consistent with federal policy and no changes will be considered.
