Attachment H4
Technical Specifications Methods and Analytical Parameters
A. General Requirements
Analysis will be performed for the parameters listed in the tables for Tasks 1 through 11 of Attachment H6 – Task Lists, to a detection level equal to or less than the one given in the table, and using the analytical methods referenced in Attachment H7- Test Method References. Contractors must meet parameter update requirements as specified in Attachment H1, Technical Requirements, Section A.3. All instrumental, sample preparatory, and QA/QC procedures must be met in accordance with the method and Technical Specifications. Any alterations of an analytical method, parameter list, or QA/QC item must be approved by the responsible IDEM/OWQ section.
B.
Method Detection Limits (MDL) MDLs must be determined in accordance with 40 CFR Part 136, Appendix B, at a frequency specified in the method or Attachment H3 – Quality Assurance/Quality Control Data Criteria, Table 1, whichever more frequent. If Contractors utilize multiple instruments for a procedure, Contractors shall report the largest MDL value for an analyte obtained from a group of instruments. Contractors must list the instrument identification number or some other form of identifier with the MDL value obtained from that instrument.
C.
Contract Required Quantitation Limits (CRQL) CRQLs are listed in Attachment H6 – Task Lists and utilize the higher value of laboratory reported MDLs or method MDLs times a factor of 3.18 as recommended in USEPA wastewater compliance guidance. Typically the values are rounded up after applying this multiplier.
The IDEM/OWQ realizes these CRQLs may present some difficulty in achieving for some parameters. IDEM/OWQ will take any suggested CRQL or reporting limit under advisement.
Contractors may suggest higher CRQLs. Contractors must provide the reporting limit they can achieve for each parameter the Contractor desires to increase. MDL studies must be provided in accordance with the appendices. Alternative CRQLs must be approved by IDEM/OWQ.
Alternative CRQLs must be submitted in paper and disk formats. Disk format must be an ASCII delimited file of the format:
Parameter name, Chem Abstracts No, method number, suggested CRQL, units
Contractors must report the actual detection or reporting limits used for an analytical procedure, in an analytical report. These limits can be the current operating or reporting limits for a Contractor’s facility, for a procedure. Do not report the CRQLs listed in the Task Lists in an analytical report, unless these are the detection limits. Contractors may use a single reporting limit for all instruments potentially utilized for an analytical method. Vendors must notify IDEM/OWQ of changes in reporting limits.
D.
Analytical Procedure Modifications Many analytical methods allow changes in separatory methods, columns, extraction techniques, and preconcentration procedures. The modification must provide analyte selectivity and detector response greater than or equal to the unmodified procedure.
Modifications outside of those specified in the method must be approved by IDEM/OWQ prior to utilization on IDEM/OWQ samples.
Modifications may be approved on a conditional basis until sufficient sample analyses are conducted (at least thirty (30) actual samples) under production conditions.
To receive conditional approval for a procedure modification the Vendor must provide the following:
1. Sample and QA/QC numbers, prep dates and times, analytical sequence, and names analyst(s) and/or technician(s).
2. MDL determination.
3. Initial Precision and Recovery (IPR) determination or (study)
4. Side by side comparison runs without modifications.
5. All sample preparation data.
6. Initial, intermediate, and final volumes for each step.
7. Instrumental conditions, column types, detectors, flow rates, or other operational parameters.
8. Raw data.
9. QA/QC showing accuracy and precision.
Permanent approval may be granted by IDEM/OWQ after reviewing results of production analytical runs with the modification(s).
