After completion of individual categories, circle the summary rating evaluation provided at the end of this form for the composite DR evaluation of the DR PACKAGE, MEETING, and
MEMORANDUM.
Evaluation Criteria Comments Presentations (with documentation) are made by each support discipline represented on the payload as follows:
Mission Manager (introduction, overview, and general information)
Principal Investigator Mechanical Performance Power Telemetry Guidance, Navigation and Control Systems (Including ACS, Boost Guidance, Uplink Command, etc.)
Vehicle Systems Safety For each support discipline represented on the payload:
Details of any new or modified software are included in the DR package
Complete integration & testing plan (including software assurance test plan for any new or modified software) is included in DR Package and presented
Integration and testing plan is appropriate to ensure mission success
Complete drawing list with status is included in DR Package
Details of any discipline relevant first flight items and any exceptions, deviations, waivers, testing anomalies, etc. that could affect mission success
Flight sequence of events is reviewed and included in the DR Package

DR Package contains complete payload team engineering staff assignment list
RDM Action Items are closed and documented in DR Package
DR Package contains complete description of minimum and comprehensive success criteria (any change from RDM noted)
Success criteria are approved (in writing) by the experimenter
RDM Requirements Compliance Matrix is updated and any changes noted & explained concurred by
SRPO
DR Package contains updated schedule from RDM which includes completed activities and (as a minimum) Fabrication and Assembly Activities, Pre-Integration Review (PIR), Integration & Testing Activities, Mission Readiness Review, Field Operations, Launch Date, and Post Launch Activities
Schedule is realistic & adequate to meet mission requirements
The Preliminary Flight Worthiness Assessment is included as an attachment and identifies any deviations from nominal flight worthy design and rationale, list of any new or first use launch vehicle or safety critical flight hardware, and a summary of estimated gravimetric, impact, performance, and dispersion data
DR Package contains a preliminary Mission Telemetry Requirements (MTR) addressing telemetry system parameters, ground support systems, and test requirements
Resource conflicts (personnel, facilities, equipment, etc.) are identified and mitigated in DR Package
Potential Design and operational problems are identified and mitigated in DR Package
DR Package contains comprehensive Risk Matrix for the mission that also identifies risks associated with any new or modified software
Any innovative/creative ideas or partnering with PI or others, to reduce mission costs without degrading scientific return (NSROC initiated exceeding contract requirements)

Any innovative/creative analyses, designs, and/or actions that improve the likelihood of mission success and/or exceed contract requirements (NSROC initiated)
Any innovative/creative measures implemented on mission which will continue to reduce overall program costs on future missions (NSROC initiated exceeding contract requirements)
DR Package contains a Hazard Assessment; the Hazard Assessment includes a list of any items that may require a waiver. For missions at all launch locations except WSMR, the DR Package shall contain a Range Safety Data Package For missions at WSMR, the DR Package shall contain a Preliminary Ground Safety Data Package
A comprehensive list of procedures (involving hazardous operations, safety-related issues, and assembly of the launch vehicle and payload) is included with new or revised procedures noted and status of NASA Safety approval noted
Payload team engineering staff (or alternate representatives as necessary) is present at DR
NSROC management representation is present to participate in programmatic decisions
All designs are complete and available for review as requested
Design addresses all requirements established at the RDM and is cost effective
Review Panel chaired by NSROC and constructed of NASA Safety and contractor personnel from each discipline represented
Review Panel discussion resulted in appropriate Action Items especially in instances where the presentation fails to demonstrate that all mission requirements will be achieved
DR conducted on schedule that was presented at RDM (or appropriate explanation for variance)
DR Package contains all documentation and material presented at DR

DR Memorandum (DRM) includes the DR Package as an attachment, , identifies attendees, summarizes the meeting, addresses significant topics of discussion, identifies Action Items resulting from DR
DR Memorandum (DRM) received on time, within 5 working days of DR
