Necessary ground support systems are identified (launcher, T/M, non-standard T&E facilities, Environmental Control, used by NASA, NSROC, or the experiment team, etc.) in RDM Package

RDM Package contains comprehensive schedule which includes (as a minimum) the MIC, RDM, Design Review, Fabrication and Assembly Activities, Pre- Integration Review (PIR), Integration & Testing Activities, Mission Readiness Review, Field Operations, Launch Date, and Post Launch Activities
Schedule is realistic & adequate to meet mission requirements
Resource conflicts (personnel, facilities, equipment, etc.) are identified and mitigated in RDM Package
Other potential problems are identified and mitigated in RDM Package
Approach to meeting mission requirements appears to be cost effective
Any unusual or critical safety issues are identified and mitigated in RDM Package
RDM Package contains a Preliminary Hazard Assessment; the Preliminary Hazard Assessment includes a list of any items that may require a waiver. For missions at all launch locations except WSMR, the RDM Package shall contain a Preliminary Range Safety Data Package
RDM Package identifies hazardous operations procedures that are new or that will be modified
RDM Package contains a Preliminary Flight Performance Assessment
RDM Package contains descriptions of any required software changes or new software developments
RDM Package contains results of Lessons Learned Database search for relevant software issues
Any innovative/creative ideas or partnering with PI or others, to reduce mission costs without degrading scientific return (NSROC initiated exceeding contract requirements)
Any innovative/creative measures planned which will improve the likelihood of mission success and/or exceed contract requirements (NSROC initiated)
Any innovative/creative measures planned which will continue to reduce overall program costs on future missions (NSROC initiated exceeding contract requirements)
