Data Center Modernization
The Federal Data Center Consolidation Initiative (FDCCI) was enacted to reduce the number of Federal IT Datacenters. The Data Center Optimization Initiative (DCOI) established in OMB Memorandum M-19-19 supersedes the Federal Data Center Consolidation Initiative (FDCCI) and fulfills the data center requirements of the Federal Information Technology Acquisition Reform Act (FITARA). NASA's Agency Data Center Consolidation (ADCC) initiative has established goals to facilitate federal compliance. In addition, the Agency Computing Services Service Office (CSSO) provides guidance to Centers considering the use of commercial Cloud.
The central GRC Data Center provides housing, hosting, and high performance computing services to the various users and organizations at GRC and Plum Brook. Numerous servers and small data centers across GRC have been migrated to the GRC Data Center. However there are additional organizational servers, small "closet" data centers and high performance Linux clusters located throughout the Center. The Data Center itself has been significantly virtualized and has made strides towards further consolidating systems within the physical boundaries of the Data Center and has taken advantage of some limited cloud storage to offset the cost of on-premise storage solutions.
Given this operating environment, please describe how you would meet the goals of reducing data center costs and optimizing data center services at GRC. Describe how you would transition significant portions of the data center applications, storage, and high-performance computing environments to the cloud by the third year of the contract. Include the criteria you would evaluate to make improvement recommendations to the government.
