Application Development Modernization
Part 1. Current Portfolio Management and Optimization
Our current applications portfolio includes:
20 WordPress sites, some with custom themes and plugins that we maintain 44 ColdFusion applications with Oracle database storage 15 PHP applications 40 HTML websites GitLab CE and Serena PVCS code repositories
Some of our web sites/apps are available to the public, others are internal to NASA, while others have portions of both. Each site and application is unique in size, scope, and age. Some are large, some small. Some are used by thousands every day, others are used by a handful once or twice a year. Some were written a month ago, some a decade or two ago. Application code is maintained in either Gitlab CE or Serena PVCS.
Based on this brief description, how would you go about supporting this portfolio and the users that use them? Describe all aspects (technical, business, processes, metrics) involved in achieving outcomes such as cost efficiency, high user satisfaction, high availability, and high security.
The web landscape is continually changing as new development stacks bring innovations and off-the-shelf, SaaS, and low-code/no-code solutions offer alternatives to custom-developed applications. Describe the steps you would take to make improvements to the portfolio to achieve results such as cost efficiency, improved user satisfaction, improved security, or improved performance. Include the criteria you would evaluate to make improvement recommendations to the government.

Part 2. Application Modernization
To ascertain your agile delivery capabilities, NASA is requesting that you describe how you would approach creating a new and improved version of an existing government digital service called Speakers Bureau.
Speakers Bureau, which you can view at https://www.nasa.gov/centers/glenn/events/speakers.html, allows the public to request a NASA engagement. NASA employees offer their time and talent to share the NASA vision and mission with the public. Each year, Glenn's Speakers Bureau provides over 200 presentations to more than 60,000 people. Our audiences include pre-school to college classes, libraries and museums, scouts, and professional, technical, civic and social organizations. Members also participate in conferences, workshops, lectures and local community events.

Based on this brief description of Speakers Bureau, how would you go about designing, developing, testing, deploying and/or operating a new and improved system that produces such outcomes as user needs being met, risk of overall project failure (in terms of cost, schedule, quality) being mitigated, the architecture being adaptive to change, and taxpayer dollars being spent efficiently and effectively?
