About this file
This is a Technical Criteria attachment for RFP RR27-105 issued by the State of Utah Division of Purchasing, conducted by the Utah Department of Corrections (UDC), to procure Second Market Food Products. The solicitation anticipates multiple contract awards, with subsequent orders placed through competitive quote requests among awarded vendors. The evaluation process consists of three stages: Stage 1 requires offerors to meet mandatory minimum requirements including FDA and Food Safety Modernization Act (FSMA) compliance, adherence to Utah Department of Agriculture and Food health and sanitation requirements, and ability to deliver to all specified locations; Stage 2 involves technical evaluation across four criteria categories totaling 1,000 points—Company Experience & Qualifications (100 points), Product Sourcing & Quality (400 points), Food Safety & Compliance (300 points), and Logistics & Distribution (200 points)—with a minimum threshold of 700 points (70%) required to advance; and Stage 3 comprises cost evaluation worth 250 points, where the lowest-cost compliant proposal receives maximum points and others receive proportional points based on price comparison.
Offerors meeting or exceeding 875 total points (70% of the combined 1,250 possible points) will be awarded contracts. The technical evaluation requires detailed responses addressing company experience in secondary food markets and government/correctional facility supply, years of operation, inventory management capabilities, product sourcing documentation with current catalogs including descriptions, manufacturer information, pricing, and shelf life details, quality assurance and food safety procedures with HACCP and traceability documentation, and logistics capabilities for multi-location distribution across Utah. The cost evaluation methodology awards 250 points to the lowest proposed price, with other proposals receiving points calculated using the formula: Cost Points × (Lowest Proposed Price/Proposed Price). This is a multi-award solicitation, meaning multiple vendors may be selected for contract awards based on meeting the established evaluation criteria and scoring thresholds.
