About this file
This is a Scope of Work document issued by the Utah Department of Corrections (UDC) under the State of Utah Division of Purchasing for Request for Proposal (RFP) RR27-105 to establish one or more contracts for the supply of second market food products. The RFP seeks qualified vendors to provide surplus, short-dated, overstock, misbranded, seasonal, and closeout food items—available in fresh, frozen, refrigerated, and shelf-stable formats—to support food service operations across two prison facilities and six community correctional centers located throughout Utah. The vendor must supply products that accommodate religious dietary needs such as Kosher and Halal items and provide comprehensive product catalogs with full cost sheets. Vendors must guarantee pricing for three months with quarterly adjustment options requiring ten days' notice and supporting market analysis documentation. The RFP anticipates multiple contract awards with subsequent purchase orders issued to the lowest-priced technically acceptable quote. Technical evaluation criteria total 1,000 points, assessed across company experience (100 points), product sourcing and quality (400 points), food safety and compliance (300 points), and logistics and distribution (200 points), with offerors required to achieve a minimum score of 700 points to advance to cost evaluation.
Vendors must deliver products on an F.O.B. destination basis with all transportation, handling, and freight charges included in the bid price, with no fuel surcharges permitted. Delivery lead times should not exceed 7-14 days after order receipt, and normal deliveries are expected Monday through Friday between 8:00 a.m. and 3:00 p.m. All products must comply with FDA regulations, the Food Safety Modernization Act, and Utah Department of Agriculture and Food requirements, with proper labeling indicating expiration dates, ingredient declarations, and allergen information. Vendors must provide inventory tracking systems with real-time visibility and expiration date management. Invoicing occurs monthly by the 10th for products delivered in the previous month, submitted to the UDC Finance office at 14717 S Minuteman Dr., Draper, Utah 84020-9549, or via email to UDCaccountspayable@utah.gov. All contractor personnel entering UDC properties must undergo background checks and obtain Contractor Identification; security clearance is required prior to access at correctional facilities. Contract staff names, dates of birth, driver's license numbers, and social security numbers must be submitted upon contract signing and annually thereafter, with UDC retaining discretion to deny participation based on criminal background information.
