About this file

This document is Executive Directive #16, a Fraternization Policy issued by the Wisconsin Department of Corrections (DOC), effective January 4, 2019, and revised from its original effective date of August 31, 2004. The directive applies to all permanent, project, and limited-term employees within the DOC, Department of Administration Region 2 Bureau of Human Resources staff, and those with contractual relationships with the DOC.

This directive establishes comprehensive policy prohibitions regarding personal relationships and sexual conduct between DOC employees and offenders or their relatives. The policy prohibits employees from having personal relationships with adult or juvenile offenders, their spouses or relatives, and individuals residing in the same household as offenders. It also strictly prohibits all sexual conduct between employees and offenders, including sexual contact, sexual intercourse, and sexual misconduct. The directive requires mandatory reporting of existing or potential relationships through form DOC-2270 (Fraternization Policy Exception Request) and establishes procedures for requesting exceptions through supervisory review and Division Administrator approval. Violations may result in disciplinary action up to and including termination, and all employees must acknowledge receipt of the policy through form DOC-1558.
