Amendment #A00001

SUMMARY OF CHANGES

The purpose of this amendment is to change the proposal due date, provide responses to questions and provide additional documentation.

Questions and answers:

1. Is there a paint analysis available for the old ex tank? please provide. See attached for paint analysis. This report is located as an attachment to the Geotechnical Report and FAA determination.

2. Is there an old inspection report available? See attached for inspection report from 2014.

3. The specs state the contract is 270 days, when do you plan to issue the NTP, so we can gauge when the demo may occur. Is there a Substantial completion date? I’d expect to issue the NTP by early to mid-July 2022. The goal for substantial completion will be 270 days after NTP. It’s understood that factors such as weather, suppliers, material delivery, etc., all dictate substantial completion. I cannot give a hard-substantial completion date at this time.

4. Is there an asbestos inspection report? No asbestos report.

5. On the paint abatement, are you expecting a complete abatement of the bowl or just on the cut lines? Just on the cut lines. Adequate abatement will consist of containment and disposal of loose paint from existing water storage tank as stated in Section 1.09 of the Statement of Work.

a. Please confirm there is no paint abatement on the legs of the tank. Confirmed. No paint abatement on tank legs.

6. Will 270 days be enough time to construct the new tank, abatement the old and the removal? That is the project milestone goal. I cannot say for certain if 270-days will suffice. However, similar projects have been completed in this timeframe. Each project is unique with specific challenges and delays.

7. If you are concerned with lead paint, please forward the paint analysis you are basing this on. See attached paint analysis.

8. On the first bid Q/A (see attached) C-D it clearly states the contractor is not expected to remove the paint prior to torch cutting, just state in our demo plan our means and methods of containing any loose paint. With that said, on the rebid information, plan sheet 2 of 11 under the existing tank note 3 it states an abatement plan is needed. The contractor is not expected to remove paint prior to torch cutting. It’s required that loose paint be contained and disposed of offsite. See statement or work of proposal section 1.09 B1. Page 2 of 11 is in error.

9. So were going to state again, OSHA Reg. 29CFR 1926.62 does not require paint removal prior to torch cutting. Our standard procedure is to have all workers wear proper respiratory protection and cut through the steel with the paint intact. We are very comfortable our methods are in complete compliance with OSHA & EPA regulations. ARE YOU MANDATING lead based paint (LBP) removal on the cut lines prior to torch cutting? No If yes, please address question 5 below .

**General Note: Lead abatement is not required. The government has confirmed with the Oklahoma Department of Environmental Quality. The contractor needs to contain and dispose of all loose paint.

The proposal due date is hereby changed to:
