About this file

This document consists of an amendment to a solicitation for dry-dock repair services of the USCGC WILLIAM TATE, including answers to contractor questions. The amendment provides revised specification Rev-4 dated January 25, 2023 and clarifies that the 8-inch gate valve identified for renewal is not the same as the conditional government furnished equipment valve associated with Work Item 37. It also confirms the intent of Work Item D-052 is to fabricate and renew the entire deteriorated buoy chain port in accordance with provided drawings. Contractors must acknowledge receipt of the amendment by the specified date and time to avoid rejection of their offer. The Department of Homeland Security US Coast Guard issued the solicitation for furnishing all necessary facilities, labor, materials, services, and equipment to perform dry-dock repairs of the 175-foot USCGC WILLIAM TATE in accordance with the specification.

CGC WILLIAM TATE DD FY23

Solicitation 70Z08523QIBCT0002

Request for Clarification Questions & Answers

1. Provide document: CGTO PG-85-00-230-S, August 2013, Planned Maintenance System Development Process Guide.

Answer: CGTO PG-85-00-230-S, August 2013, Planned Maintenance System Development Process Guide has been canceled and no longer available. This reference addressed specification and planning development processes and is not applicable to this work item. Revised Specification Rev-3 dated 20 Jan 23 posted with Amendment 0003.

2. Is the 8 inch gate valve indicated for renewal in paragraph 1.1.2 of Wi D-024 the same valve that is GFE in Work Item 37, Doppler Speed Log Upgrade? If so, can the valve be removed from this work item?

Answer: No, the gate valve associated with WI 37 is conditional GFE. If it is not needed it will remain in the CG spare parts inventory.

3. Table 1 – Service Selection indicates that the government wants the contractor to complete SFLC STD Spec 8635, paragraph 3.3.11 for the supply of steam to the vessel.

This class of vessel is not listed as requiring steam in this paragraph. The vessel does have electric heaters. Is this requirement valid?

Answer: Table 1 Correct, there are no steam requirements on a WLM-157. The table will be corrected and updated in REV-4

4. Amendment 002 added Attachment 002 WILLIAM TATE Specification Revision 2. The original specification downloaded for this solicitation is Revision 0. Has there been a Revision 1 released?

Answer: Rev-0 could not be published due to technical issues with the original.

Rev-1 was the first revision published, and each following revision is noted in the Revisions Record Table.

5. For WI D-032 Paragraph 3.2.1.3 directs the contractor to visually inspect all mounting hardware and submit CFR. Paragraph 3.2.2 includes the requirement to “Renew up to 100% of mounting hardware”. Will the replacement of hardware be the subject of a Change Request or should the contractor price renewing all the hardware?

Answer: Paragraph 3.2.1.3 – YES, replacing “up to” 100% of the mounting hardware must be approved via change request and is beyond the scope of work for this requirement. (Renewing hardware is subject to price adjustments).

6. Several items within the specification package have requirements for Critical Inspection

Reports (CIR). The contractor cannot find the defined percentage of the performance period when the CIRs would be due in the General Requirements or any of the work items. Please provide this percentage.

Answer: This is normal and understood. If a CIR timeline cannot be met, the Contractor must notify the COR via CFR stating the reason for delay and the expected completion date/s. CFRs used for this purpose must be submitted to the COR prior to the CIR due date/s. Also the CIR dates/timeline are stated during the arrival conference.

7. This work item D-047 identifies paragraphs 3.3.1 (Inspection), 3.4 (Performance Testing, and 3.5 (Reinstallation) as Critical Inspection Report (CIR) items. These breakers will have to be removed and tested in sections in order to keep power to systems onboard the vessel. This procedure will take longer than the time CIRs are normally expected to be completed. Will the government be flexible in the submittal of reports as long as the breakers are being processed as quickly as possible?

Answer: This is understood and expected. The Contractor must submit a CFR to the COR stating which systems will be affected per maintenance period and estimated timelines of system disruptions. This requirement is needed to mitigate critical system downtime and allow for planning.

8. Work Item D-052 paragraph 3.3 direct the contractor to renew the buoy chain port and deck cover IAW Coast Guard Drawings 175 WLM 920-002 and 175 WLM 130-001.

Please confirm that the government is tasking the contractor to renew the steel port from the main deck and below to include fabricating and installing a new gasket and bolted ring cover, not the single bolt manhole as pictured in detail 7-B of Drawing 175 WLM 130-001.

Answer: Yes, the existing buoy chain port is severely deteriorated. The intent of this work item is to fabricate and renew the entire buoy chain port.
