The following may help in discussing Certificate of Compliance requirements for listing applicable OSHA and ASME standards with our customers/contractors:

Our Contractor Crane Oversight program is subject to audit by the Navy Crane Center for Compliance. Throughout the Mid-Atlantic region, crane center audit findings are recognizing that the contractor crane lift packages are not complete with all applicable information that is required. An area of concern is the Certificate of Compliance; the certificates are not completed with all the appropriate OSHA and ASME standards. All standards that pertain to the submitted work/lift plan must be acknowledged and listed by the contractor.

The certificate ensures that the contractor recognizes the appropriate OSHA regulations and ASME B30 standards for crane and rigging equipment requirements while performing work on government installations. The contractor lists the appropriate OSHA regulation that work will be performed in accordance with and all associated ASME B30 standards that apply to their particular job and lift configuration. By signing the Certificate of Compliance, the company official is aware of the appropriate standards requirements and is certifying that the equipment used for the job meets the standards, and will operate in accordance with the standard. (See P-307 1.7.2)

OSHA regulations are broken down to specific parts that cover types of work. The most common is 29 CFR 1926. (Construction) ASME B30 standards cover specific types of equipment, equipment construction characteristics, inspection and testing requirements, maintenance, and operational use.

The following are examples of commonly used WHE ASME B30standards:

ASME B30.3 Construction tower cranes

ASME B30.4 Portal, tower, and pedestal cranes

ASME B30.5 Mobile Cranes

ASME B30.8 Floating cranes

ASME B30.9 slings

ASME B30.20 Below the hook devices

ASME B30.23 Personnel lifting systems

ASME B30.26 Rigging Hardware

Example: If a crane was operating in a construction, demolition type lift on the installation with a mobile crane, the following may apply- start with the crane and all associated rigging attachments and gear in the configuration:

OSHA 29 CFR 1926

ASME B30.5 Mobile Cranes; ASME B30.20 below the hook devices; ASME B30.9 slings; ASME B30.26 Rigging Hardware, etc.
