TITLE (DESCRIPTION):

Seawater Control Valves and Controllers, Overhaul

QUESTION:

In 1.1 Intent: “Contractor is to overhaul two Leslie Valves. One automated temperature control 8”, air operated 3-way rotary valves for sea bay.

The second is pressure control valve for ASW system (4” Class DDL-3X)”.

1.2 list ASW Pressure regulating valve (4”0 class DDL -3X) however, under GFP a 6” RVP 3-way control valve is listed

In 4.0 NOTES we have a 6” valve listed and a 4” 3X.

The spec is not clear as to what the sizes and types of valves are to be overhauled or renewed. Also, the

OEM stated that any time an “X” follows a number it designates a special designation for something in the manufacturing of the particular valve. Without the serial number from the specific valve the factory cannot identify the valve.

Please provide serial number from each valve to be overhauled/renewed to clarify what the government is requesting.

4.0 Notes

USCG Answer. Thank you for your question, you have identified an inadvertent error in 1.1. scope, the temperature control valve is 6” (as cited elsewhere in specification) and not 8”. USCG currently does not have the serial numbers of the two valves, identifying them on an operating Cutter is impractical at this stage. USCG has successfully exercised this baseline Leslie Valve specification without serial numbers in past. The 4” Pressure control valve has a NSN/NIIN of 01-533-6679 (GFP in spec contingency in the event the valves was discovered to be unrepairable). Since Leslie themselves supplies USCG this valve they should have all the identifying criteria. In the interest of timely submittal of bids, Contractor shall bid on a generic bid of valves as described. In the event upon contract award when the exact valve is in hand at the factory, any cost differences in the repair between the generic valve and the delivered valves subject to overhaul shall be documented by submittal of a CFR noting the specific cost differences. The CFR would then be subject to contract negotiations, only on subcontractor additional repair cost based on documentation presented.
