Amendment 0002

Response to Questions/Requests for Clarification:

Question #1: WORK ITEM 4: AFFF Bilge Sprinkling Piping, Modify Paragraph 3.1.6 states “Fluid handling. The Contractor must drain and dispose of residual fluid and cleaning fluid in compliance with all applicable Federal, state, and local laws, ordinances, regulations and SFLC Standard Specification 0000. Provide minimal 4,000 gallon Anti-pollution container. Notify the COR (in writing) at least 5 days prior to removal of wastes and fluids. Document a complete chain of custody record of the removed contents and generated wastes, from the vessel to the point of final destination or delivery. Submit document to the COR upon completion of work”.

Will the bilges be clean and dry in the Main Machinery Room or will the bilges require cleaning? Also, if the bilges have fluids that need to be removed and disposed of will this be addressed by a CFR?

Answer #1: Ships force will ensure the affected bilges are dry of all fluids and wiped down of existing visual contaminants. Any residual fluids and cleaning fluids generated during the performance of this work item will be the responsibility of the contract per paragraph 3.1.6 and paragraph 3.4.1.2.

Question #2: Item #3 BERP and QAWTD 01-57-2 Install Paragraph 3.1.7, Heavy Lift Support, this seems to be out of place here, per SFLC 8635 3.3.9, provide the COR with 2,000lb Crane/Forklift support in 15 minute increments.

Is this correct? If so, how long is the duration of the Heavy Lift Support needed by CG?

Answer #2: The contractor is required to provide all necessary lifting services to support the completion of work item 3. The COR/ USCG will not be exercising STD SPEC 8635 paragraph 3.3.9 for COR/USCG other uses. Paragraph 3.3.9 was intended to highlight that the contractor must provide their own means of lifting and transporting of materials in performance of the work item to & from the pier to & from the vessel as well as move materials on the pier without the assistance of COR/ USCG equipment.
