Questions Answers
1. Under Item 6. Corrosion Protection –
Paint System shall consist of priming, painting and application of topcoat, using standard commercial practices.
a. Standard commercial practices for outdoor equipment in seaside storage are to have chassis hot dip galvanized or e-coated. Would USCG consider adding the requirement for galvanizing prior to primer and top-coat?
a. If hot dip galvanized or e-coating is a standard commercial practice for outdoor equipment by an OEM prior to the application of a paint system, this is allowed, but not a requirement.
2. Under Item 20. Fluid Demand – Capable of 20-125psig at 10 gallons per minute minimum (GPM) or 12 GPM maximum to each engine individually when required.
a. Is the requirement to flush all 4 engines at once where flow will be 10-12GPM per engine thus 40- 48 GPM total flow capacity?
b.Is the requirement to flush any combination of individual engines as in 1, 2, 3, or 4 engines simultaneously?
a. No. Only one (1) engine, at any given time, will require fluid demand at 10-12 GPM.
b. No. Only one (1) engine, at any given time, will require fluid demand at 10-12 GPM.
3. Under Item 23. Water filters – Water filter shall include a shutoff valve upstream, for filter changes so the tanks do not need to be emptied.
a. What is the intent of the water filter?
b. What is the specification required for the water filter?
c. How is the filter performance tested in FAT?
a. To prevent 100+ micron sized contaminates in the soap/water tanks to damage/degrade the wash cart components and to prevent contamination of the turbine engines being washed.
b. Filtration of 100+ micron sized contaminates. Shall allow for required PSI and GPM limits and with a visible filter bowl.
c. No physical test. Filter OEM specification review and ability to acquire replacements.
4. Reels: a. No, not required to be stainless steel, but if using stainless steel, it must be resistant to

a. Are the reels to be stainless steel to resist corrosion?
b. Are the reels to be covered per line 7 of SOW or are they allowed to be exposed?
corrosion. Reels must be protected against corrosion. This is normally completed by the reel OEM by powder coating before assembly.
b. The reels are not required to be covered IAW line 7 of SOW.
5. Air compressor: Compressed air holding tank shall be sufficient to maintain closure of engine pucks continuously until the wash cycle is complete. The holding tank shall be large enough to simultaneously close all four (4) engines.
a. Holding tank capacity does nothing to support continuous CFM, it’s only to reduce compressor demand. Will 18 CFM @ 100 PSIG of flow support the air demand from 4 bleed bands?
b. Is the intent to have 18 CFM per engine and total flow of 72 CFM @
100 PSI?
a. The USCG understands that the holding tank capacity has nothing to do with the amount of air for each puck. The USCG's concern is with the life of the compressor/ pump. The USCG wants to mitigate for the risk of the compressor/pump running continuously which will cause it to wear out faster. Also, it is worse for the life of the compressor/pump to cycle on and off.
b. No. The OEM of the wash cart is responsible to determine the size of compressor/pump and holding tank they will use to ensure the closure of the pucks.
6. Mix of gas path cleaner:
a. Is the ratio of gas path cleaner to water pre-mixed at 4:1 or is the pumping system to mix into the 10- 12 GPM flow per engine?
b. If the mix of gas path cleaner and water is 4:1 is the total flow rate at 20-125 PSI still 10-12 or is it additive to 12.5-15 GPM?
a. Yes. The 4:1 ratio can be accomplished either by injection or pre-mixing in the soap tank.
b. It remains 20-125 @ 10-12 GPM. 12 GPM is the maximum.
7. Operational Temperatures:
a. -25°F starting of the diesel engine: How will this be tested?
b. If tested in a cold chamber who pay for the use of cold chamber
a. It will not be tested to -25°F. No physical test at this temperature will be conducted during the FAT. The USCG will review the OEM’s engine specification.
b. Not applicable

c. During low temp testing can an auxiliary 120V power source be used?
c. For employment of a block heater, if so equipped, a 120V power source can be used.
8. First Article Testing (FAT):
a. Does the USCG have a test matrix that can be published prior to bid due date?
b. Will each item on the SOW be included in the FAT?
a. Yes, the C130 Aviation Prime Unit Team will be performing a physical test and operation of unit and review of documentation.
b. Yes, to the best ability of the reviewing authority and in accordance with the USCG’s requirements, MPCs and OEM specifications.
9. Citing page 4 of 16; paragraph 13 “instruments System”; Smaller horse power diesel engines do not offer some options requested with the Scope of Work; more specifically, (1) engine overheat light, (2) voltmeter, (3) coolant temperature, (4) oil pressure,
(5) oil temperature. Is it acceptable to offer what is available by the engine manufacture and call out exceptions to the above five (5) options? However, the following options are available for this diesel engine from the OEM; (1) glow plug indicator, (2) starter switch,
(3) run light, (4) oil pressure light, (5) low voltage light, (6) fuel gauge.
a. Will these be considered acceptable?
b. Also, will a fuel gage on the tank be acceptable?
a. YES. Instruments provided by the engine OEM as a standard package with an engine purchase shall be included for normal starting, operation, and shutdown of the engine as per the engine OEM standards. Optional or additional instrumentation, for visual monitoring, provided by the engine OEM, for the protection of the engine, shall be included if offered. If the engine OEM does not offer any additional/optional instrumentation, protections for catastrophic engine failures, i.e.
low oil pressure, engine overheat, low voltage, shall be automatic without personnel intervention and trigger engine self-protection/shutdown.
The extend to which an offer includes desired-but-not-mandatory instrumentation could be considered as part of the technical evaluation.
b. Yes, if visible from operation station.

10. Citing page 5 of 16; paragraph 18
“lighting”; calls for back lit gauges that are not available for the type of gauges used in this application;
a. Will a dimmable LED light bar above the control panel be acceptable? This will provide adequate illumination of the control panel in its entirety.
a. Yes. Illumination of the instruments and control panel for night operations shall be accomplished either through dimmable gauge back lighting or through flood lighting. Engine operation gauges, pneumatics gauges, and operation control valves shall all be illuminated and visible without any additional lighting requirements. The flood lighting shall be directed and concentrated on the cart’s control panel and not away from the cart, as this can hinder other aircraft’s night vision operations.
