CBP Responses to Vendor Questions Solicitation No. 70B01C18Q00000237

1) Will the Government consider using CPARS in lieu of a Past Performance

Questionnaire (PPQ) to evaluate past performance?

Yes, the Government will consider using CPARS in lieu of the vendor’s Past Performance Questionnaire. If the vendor does not have a CPARS rating then the vendor must have their customers submit Past Performance Questionnaires.

2) Per Section L – Instructions, Conditions, and Notice to Offerors, L.10.1. Pricing, “Estimated total monthly fuel consumption rates to service CBP locations are presented in the table below; Unleaded 17,500 gals, Diesel (mobile) 25,000 gals, and Diesel (non-mobile) 10,000 gals, 52,500 gals total”. Is this “monthly” for each CBP site or is this “monthly” for all CBP sites in the PWS (AL, FL, GA, LA, MS, TX, Puerto Rico, St. Croix & St. Thomas)?

The total number of gallons is cumulative monthly total for all CBP locations listed in the Statement of Work: Southeast U.S. (Alabama, Florida, Georgia, Louisiana, Mississippi, and Texas) and the Caribbean (Puerto Rico, St. Croix, and St. Thomas).

3) Per PWS, pg 7, para 7, Period of Performance, the Base Period is defined as

9/16/2018 – 9/15/2019 and the Option Period is defined as 9/16/2019 – 9/15/2020.

Per Section L, L.10.1 Pricing Table, the Period of Performance for the various CLINs does not align to the Period of Performance in the PWS. In some cases the period of performance goes beyond the period of performance (9/16/20 – 11/30/20) and in some cases the Period of Performance is duplicated so it appears portions of time in the period of performance are incorrect (CLIN 0001 and CLIN 1001, Provide Hurricane Readiness Capability are the same – 6/1/19 – 9/15/19) and CLIN 1001 and 1003 where 6/1/20 – 9/15/20 appear to be missing. For the Period of Performance, is it the Government’s intent to provide continuous fuel service via the various CLINs for a two year period, if all of the option periods are exercised (Hurricane and Non- Hurricane Readiness Capability and Fuel Supply and Dispensing Services)?

3a. See the revised pricing table below.
