Statement of Work (SOW)
Department of Homeland Security
U.S. Customs and Border Protection
1.0 PROJECT TITLE: Emergency Fuel Supply
2.0 BACKGROUND
Customs and Border Protection (CBP), a component of the Department of Homeland Security (DHS), is charged with the safeguard of America’s borders from dangerous people and materials while enhancing the Nation’s global economic competitiveness by enabling legitimate travel and trade. As the Nation’s first unified border entity, CBP takes a comprehensive approach to border management and control, combining customs, immigration, border security, and agricultural protection into one coordinated and supportive activity. The men and women of CBP are responsible for enforcing hundreds of U.S. laws and regulations. On a typical day, CBP welcomes nearly one million visitors, screens more than 67,000 cargo containers, arrests more than 1,100 individuals, and seizes nearly tons of illicit drugs. Annually, CBP facilitates an average of more than $3 trillion in legitimate trade while enforcing U.S. trade laws.
Hurricanes and other natural disasters often leave behind massive destruction to local infrastructure including damage to electrical power grid, telephone landlines, and cellular phone towers, internet connectivity, and commercial fueling capability (i.e., retail gas stations).
Further, temporary disruptions to normal petroleum supply are complex challenges often experienced during interagency and contingency responses. To make up for the loss of electricity, installed back-up generators and large amounts of other portable generators are often brought into an affected area to sustain daily operations. This widespread usage of generators significantly drives up the tempo of operations and subsequently, fuel demand. The services detailed within this document are designed to bridge the gap until the normal logistics supply lines can be restored.
3.0 SCOPE
CBP facilities are located throughout the United States, as well as at selected locations throughout the Caribbean (e.g., Puerto Rico, U.S. Virgin Islands). Some CBP officers and agents work in harsh physical environments, various locations with limited internet and broad band connectivity, and experience wide-ranging law enforcement encounters. These locations require generators to support day-to-day operations, heat isolated facilities and serve as an emergency back-up during severe conditions.
The purpose of this Statement of Work (SOW) is to obtain fuel services, bulk fuel management, and fuel quality assurance services for emergency operations at CBP facilities located in the Southeast U.S. and the Caribbean. Emergencies include flood, hurricane, tornado, earthquake, snowstorm, extreme temperatures, or any other natural disaster or condition. Emergencies may also include man-made disasters declared at the Government’s discretion including riots, acts of terrorism, cyber-attacks or other man-made causalities.
CBP requires Contractor support services for the fueling/refueling of CBP assets during disaster/emergency operations. This includes diesel and unleaded gasoline, hereafter referred to as emergency fuel(s). This support shall include recurring daily activities. Examples of work to be performed include, but are not limited to, the following:
Provide emergency fuel supply services to CBP locations in the Southeast U.S.
(Alabama, Florida, Georgia, Louisiana, Mississippi, and Texas) and the Caribbean (Puerto Rico, St. Croix, and St. Thomas).
Provide priority fuel service during a national emergency or declared disaster.
Supply and dispense diesel and unleaded gasoline.
Maintain uninterrupted internal and external communication capability.
Conduct performance and reporting of fuel quality assurance testing.
Provide bi-weekly fuel inventory and daily rate of consumption reports.
Maintain fuel records and logs.
Provide a point of contact (POC) onsite at the emergency location throughout the life of the disaster/emergency event to coordinate emergency services with CBP.
Provide and continuously update the name/s and phone numbers of the Contractor’s after-hours emergency POC(s).
4.0 OBJECTIVE
CBP’s overall objective is to ensure the continuous operation of its facilities and assets located in Southeast U.S. as well as in the Caribbean during a disaster/emergency. CBP intends to award one or more Firm Fixed Price with Cost Reimbursement CLINs contracts to qualified Offerors for the provision of emergency fuel as well as related services to meet CBP’s overall objective.
When a CBP facility or location is experiencing disaster/emergency conditions, CBP will submit a request to the Contractor through email, followed with telephonic confirmation to the Contractor’s 24-hour support line. The request will include:
Address of location(s) or GPS location(s) where the fuel is needed
CBP POC at the location(s)
Quantity and type of fuel required.
Once the request has been submitted, the Contractor shall provide fuel pricing estimates within 8 hours. Once CBP approves the Contractor’s price estimates, the Contractor will be given a Notice to Proceed (NTP). The Contractor shall provide service until notified by CBP to discontinue service. The period of performance shall be sufficient to allow the CBP facility to return to normal operating conditions.
5.0 REQUIREMENTS
The Contractor shall provide all management, supervision, personnel, supplies, materiel and equipment necessary to provide fuel, in a retail manner (dispensing), to ground vehicles, facilities, generators, and miscellaneous equipment as deemed necessary by CBP. The Contractor shall be available to provide service 24 hours-a-day 7 days-a-week, within 48 hours for CONUS locations to 72 hours for OCONUS locations, of Notice to Proceed from CBP. The Contractor shall continue service until notified by CBP to discontinue.
