Second set of CBP Responses to Vendor Questions Solicitation No. 70B01C18Q00000237

1. QUESTION:

Delivering fuel within 24 hours to a to a location like the Bahamas and or Puerto Rico if devastated within 24 hours is impossible unless we are supplying the fuel via air assets then following up with barges. If we are supplying via air assets are these going to be US Government assets that are pre‐positioned a designated air field/bases or is it the contractors’ responsibility for charting flights, if so will the US Gov pay for or reimburse these types of movements if needed?

RESPONSE:

The requirement for OCONUS location is 72 hours, not 24 as indicated.

The vendor should rely on its assets to support this requirement and not government assets.

If the vendor approach to OCONUS locations is an airlift, they should indicate that in their response and indicate the expectation of being reimbursed for commercial airlift.

2. QUESTION:

In order to properly bid the proposal without having conducted site surveys in advance to determine the full scope of need, including to estimate costs, equipment and personnel needed per region and/or radius, it would be very helpful to have the actual data gathered on each location's estimated monthly total fuel consumption rate. Are you able to provide this?

We do not have the information requested readily available. The vendor should consider the estimates provided in the SOW the total requirement for the first 30 days of an event. The proposal should indicate costs for equipment/personnel to provide the amount and type of fuel indicated to CONUS location within 48 hours and OCONUS locations within 72 hours.

3. QUESTION:

The needs of this type of fueling response would require dedicated trucks and drivers. How many trucks of what type would you project the need for in a best case/worst case scenario?

The government has provided the amount and types fuel needed for the first 30 days of an event. We are relying the vendor to provide the government with the number and type of trucks needed to support the fuel delivery requirements.

4. QUESTION:

Both sections 5.3 and 5.4 reference the provision of tanks. It was my understanding that the solicitation wouldn’t include the supplying of tanks and pumping equipment – please clarify on this subject. How many tanks would we be expected to have available? What size tanks would be expected? What fuel type would they be used for (Is CBP willing to accept the liabilities

Second set of CBP Responses to Vendor Questions Solicitation No. 70B01C18Q00000237 related to temporary storage tanks holding either gasoline or diesel)? Would the placement of tanks fall within the same 48/72 hour time requirements?

No stationary tanks, only mobile assets.

5. QUESTION:

Fuel supply and fueling asset reliability outside the continental US is unreliable at best during normal circumstances let alone during an emergency. Would CBP support a program where the emergency fueling assets transitioned to the Caribbean via transport vessels for the duration of the emergency? Under this scenario would government assets be utilized for transport or would private shipping need to be procured and the cost passed through?

The vendor is fully responsible for getting the fuel to OCONUS locations within the allotted time, if the vendor is proposing private shipping and expect to be reimbursed, this should be indicated in the proposal.
