About this file

This document contains questions and answers from a pre-bid meeting for a federal transportation project. The project includes mill and overlay work at two locations in Badlands National Park, and a slurry seal project at a Minuteman Missile Visitors Center. Schedule A covers work at Dillon Pass and Bigfoot Pass, while Option X adds fill repair and road reconstruction work at Dillon Pass, and Option Y is for the slurry seal. Class G asphalt mix is required. Acceptable material transfer vehicles that can remix asphalt within the storage bin were identified. Asphalt cannot be hauled and reloaded before transfer to the paver. The completion deadline for certain early work is May 22, 2020, and the notice to proceed will be issued upon approval of bonds.

Questions and Answers During Advertisement for SD FTNP 10(9), Dillon Pass Embankment Repair

Questions Answers 1 For the asphalt millings produced under bid item 41301-0200, I see they may be utilized for Section 302 roadway aggregate. If the contractor chooses not to crush these millings in order to get them to meet the specifications shown in Table 302-2, what must be done with these millings? Do they become the property of the Owner or contractor?

They become the contractor’s property.

2 Regarding the attached specifications, I am confused as to what type of Material Transfer Vehicle is required. The requirements state that pick-up machines, hopper inserts, and material transfer devices are not considered MTV’s. The specs also state that the MTV will independently remix and deliver mixture from the hauling equipment to the paving equipment, along with remixing capability within the storage bin. I don’t know of a MTV that remixes the asphalt mix within the storage unit. Any guidance on what is exactly allowed to get the mix from the truck hauling the mix to the paver hopper would be appreciated.

That equipment does exist. These three pieces of equipment meet our spec and acceptable; Weiler E2850 Remixing Transfer Vehicle, Roadtec SB-1500 or Roadtec SB-2500.

3 Regarding the attached specifications, a Class G asphalt concrete JMF used locally and approved within the past 12 months is required. We do several paving projects a year for the SDDOT, and none of them are Class G. They are typically Class E Type I or Type II, or something similar. Would Class E be acceptable for this project?

We are requiring the Class G mix on this project. Please bid accordingly.

4 As long as the temperature and all other asphalt mix requirements are met, will the Owner allow the asphalt mix to be hauled in tarped belly dump double trailers and then dumped on a clean, hard surface somewhere near the job site and then the mix reloaded into end dumps where the end dumps then dump the mix into the specified MTV where it is then processed and dumped into the hopper of the paver?

No, this is not allowed.

5 Is there a paint and reflective beads specification for parking lot pavement markings?

Glass beads are required for all paint.

6 Is there a parking lot striping drawing in addition to drawing sheets T23, D3, T26 and 634A?

No, there are no additional striping drawings.

7 With this project bidding on 1-9-20, and looking at your Interim completion date of 5-22-20 for basically completing all the 20301-2800 Removal items, the 20420-0000 Embankment items, and the 65001-1000 Diversion item, regardless of whether it is just Schedule A, but possibly to include Schedule X, how fast do you expect to turn this contract around and issue a NTP. There is a substantial amount of Granular Backfill Material that needs to be produced, delivered, and then installed just to complete these items of work!

Please see Amendment A002. NTP will be issued as soon as performance and payment bonds are received and approved.
