Questions & Answers

15 March 2018

1. Since this is a Full and Open Competition (Unrestricted) Is there a DBE requirement and if so what percentages is required?

Yes, See Appendix B of the solicitation for a Sample Small Business Subcontracting Plan.

Percentage of work by Contractor FAR 52.236-1: 50%

2. Also, will a subcontracting plan be required.

Yes, an approved subcontracting plan is required before the project is awarded (see Appendix B of the Solicitation).

3. If so who can I call to understand the requirements?

We require that all questions be submitted to CFLContracts@dot.gov, vice telephone calls. Questions and Answers will be posted at http://www.fbo.gov.

4. We are a concrete placement company that specializes in slip-form paving, we were asked last Thursday to look at the Kolob Canyon Road project as a subcontractor. I have a couple of questions about bid item 60901-1700 Curb, Concrete, 18-inch depth (colored). After reading the specs, it seems like they were made using hand-formed placement. With there being 33,500 lnft, hand forming this would take over 100 days. My first question is, the spec calls out for 2 pieces of #4 coated rebar. Attached is a fiber spec that we use a lot in machine poured A-Curb instead of rebar. Using the fiber has a cost saving in material and labor. We were wondering if there would be a chance that we could substitute this fiber for the rebar?

No, Fiber will not be used as a substitute for Rebar. The concrete curb item, will have both fiber and rebar in the finished product.

5. My second question is on the expansion spec every 20'. Pouring this curb with a machine and putting expansion every 20' reduces the strength and allows for the curb to fall over both during placement and during base prep and asphalt placement. We are suggesting every 100', would this be allowed? If rebar is required, the expansion will have to be saw cut in which is a huge cost especially every 20'. Please let me know your thoughts.

This is a value engineering proposal that can be provided to the Project Engineer after the project is awarded. The contractor need to bid items of work per contract documents mailto:CFLContracts@dot.gov http://www.fbo.gov/
