Section 108. — PROSECUTION AND PROGRESS
108.01 Commencement, Prosecution, and Completion of Work. Add the following:
Limit operations as follows:
(a) A notice to Proceed must be issued before the commencement of any work.
(b) No batch plants are allowed on National Park Service land.
(c) Follow the requirements of Section 108.04 for interim completion dates.
(d) Schedule A Kolob Canyons Road:
o Begin the construction of the asphalt concrete pavement no later than 7 days following the full depth reclamation work or is approved by the CO. The maximum length of full depth reclamation that can be exposed prior to placing the asphalt concrete pavement is a total of 1.5 miles. Perform the asphalt pavement work continuously to minimize the exposure of the full depth reclamation to potential weather conditions that may damage the subgrade.
o An asphalt concrete pavement job mix formula (JMF) must be approved before pulverizing or asphalt pavement removal activities commence in locations to be paved.
o Perform full depth reclamation and asphalt concrete paving operations starting at Timber Creek and proceeding towards the beginning of the project at the Kolob Canyons Visitor’s Center unless an alternate plan is approved by the CO.
o Road closure is allowed on Kolob Canyons Road and Visitor Center.
(e) Option V - Kolob Canyons Road Comfort Stations (Restroom Facilities) o Parking area will be closed.
(f) Option W - Zion Canyon Scenic Drive/Zion Lodge Intersection o Reinforced rigid concrete pavement mix design must be approved before beginning ground disturbing activities.
o Communicate all construction activities, times, road and lane closures with the CO for subsequent coordination with the National Park Service bus service.
o Start work on Option W no earlier than October 22, 2018. Maintain one way entrance and exit to and from Scenic Drive and the Zion Lodge for vehicular traffic during the construction activities for the intersection pavement reconstruction. It is anticipated that Park bus operation will end for the season after the first week of November.
o Maintain a minimum of one way traffic on Scenic Drive during intersection reconstruction. See the plans for minimum construction staging requirements. Provide the CO with a staging plan which describes the construction work and includes the configuration of travel lanes for each construction stage including lane widths, dimensions and traffic control delineation devices. The proposed traffic control will be subject to CO and NPS approval. The cost to develop a staging plan is incidental to traffic control bid items.
(g) Options X & Y - Zion Canyon Scenic Drive o With both options X and Y, start work no ground disturbance activities earlier than September 10, 2018.
o Road closure is allowed on Zion Canyon Scenic Drive according to the following conditions:

ii. Closure allowed only on the section of Scenic Drive from the Zion Lodge Intersection to the Temple of Sinawava parking lot.
o Night work on Scenic Canyon Drive is allowed according to the following:

o Complete all construction work at the intersection within 25 days after initial construction activities at the parking area or after reducing the number of lanes as defined above.
(h) Option Z - Zion Lodge Parking Area
