FIFTH: The SIR due date is hereby extended as follows:

From: 08 December 2023 To: 15 December 2023

SIXTH: Questions and Answers are hereby incorporated as follows:

Question: In section 2.5, or the statement of work. For the above referenced SIR states that offerors are to analysis per the TIA standard for twist and sway. The TIA standard measures twist and sway at the service wind speed of 60

MPH.

The statement of work says you want the twist and sway measured at the basic wind speed of 90 MPH. For twist and sway, does the FAA want to use service wind speed of 60 MPH or basic wind speed of 90 MPH?

Answer: Please see Statement of Work Rev 2 section 2.5, with revised language highlighted in red.

Question: For the 120ft tower the .25deg and 3.5" deflection requirement are in conflict? 3.5" of deflection equates to .25deg on the 80ft tower but 7” on the 120? Which requirement supersedes?

Reference: SOW – 2.5

Answer: Deflection > a relative horizontal displacement of 1.5% of the height measured between the tip of the structure and its base. (1.2 inches for 80-ft RT and 1.8 inches for 120-ft RT)

Question: In 2.1 12 of the statement of work for 6973GH-23-R-00202, the FAA provides payload information, however we need the approximate weight for the 6 ft. microwave dish which is not given.

L. 9 COMMUNICATIONS WITH OFFERORS

All reference documents for this solicitation are available on the Sam.gov web site at http://sam.gov. Potential offerors are encouraged to subscribe for real-time e-mail notifications when information has been posted to the website for this solicitation.

Specific attention is invited to AMS paragraph 3.2.2.3.1.2.2, Communications with Offerors. The FAA may communicate with one or more Offerors at any time during the SIR process. Communications with one offeror does not necessitate communications with other offerors, since communications may be offeror-specific. Information determined to have common application and not considered prejudicial to offerors will be communication to all offerors.

L.10 SUBMISSION OF OFFERS

All offers are subject to all terms and conditions set forth and contained in this SIR. If all requested information is not furnished in the offeror’s proposal, the offeror’s proposal may be determined to be non-responsive and ineligible for contract award. Only one proposal from each offeror shall be considered. The FAA reserves the right to consider as acceptable only those proposals submitted in accordance with the requirements set forth in the SIR/RFO which demonstrate an understanding of the complexity and scope of the requirements. The FAA further reserves the right to reject, as unacceptable, proposals deleting or altering technical requirements.

CAUTION – Late Submissions, Modifications, and Withdrawals: See Section L, AMS Provision 3.2.2.3-14. All offers are subject to all terms and conditions set forth and contained in this solicitation. (3) business days after receiving the notice of award. Debriefing will be conducted only after completion of source selection activities and award of contract. All Offerors who notify the CO within three (3) business days of receipt of the award notification are entitled to a debriefing. The FAA will make every effort to provide the debriefing within two weeks after receipt of the request for debriefing.

EIGHT: Section M is hereby revised as follows:

M.1 SOURCE SELECTION GENERAL INFORMATION

M.2 BASIS FOR CONTRACT AWARD

This source selection will be conducted in accordance with the Federal Aviation Administration’s (FAA) Acquisition Management System (AMS). It is the FAA’s intent to award a contract to the Offeror whose proposal is judged to represent the best value to the FAA. The best value is defined as Lowest Priced Technically Acceptable (LPTA). While the Government source selection evaluation team and the SSO will strive for maximum objectivity, the source selection process, by its nature, is subjective; therefore, professional judgment is implicit throughout the entire process.

As set forth in AMS 3.2.2.3-19 Contract Award (July 2004), the Government reserves the right to award without discussions. Therefore, each initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. Be advised that the competitive range, if required, may be reduced for purposes of efficiency pursuant to AMS 3.2.2.3.

Proposals must be submitted in accordance with the instructions of Section L. Proposals not submitted in accordance with Section L may be considered nonresponsive and removed from further consideration. Upon receipt of proposals, the Government will conduct an initial evaluation. The Government may conduct communications with offerors whose exclusion from or inclusion in the competitive range is uncertain. Communications shall not provide an opportunity for any offeror to revise its proposal.

M.3 NUMBER OF CONTRACTS TO BE AWARDED

The Government intends to select one contractor for this acquisition. However, the Government reserves the right to award no contract at all, depending on the quality of proposals, prices submitted and the availability of funds.

Multiple awards will not be considered.

M.4 REJECTION OF UNREALISTIC OFFERS

The Government may reject any proposal that is evaluated to be unrealistic in terms of program requirements, contract terms and conditions, or an unrealistically high or low price when compared to Government estimates, such that the proposal is deemed to reflect an inherent lack of competence or failure to comprehend the complexity and risks of the program.

M.5 CORRECTION POTENTIAL OF PROPOSALS

The Government will consider, throughout the evaluation, the ‘correction potential’ of any proposal uncertainty. The judgment of such ‘correction potential’ is within the sole discretion of the Government. If an aspect of an offeror’s proposal not meeting the Government’s requirements is not considered correctable, the offeror may be eliminated from further consideration.

M.6 ELIGIBILTY FOR AWARD

An offeror must be determined responsible to be eligible for award. To be eligible for award, the contractor must be technically and financially capable of performing the work.

M. 7 EVALUATION PROCESS

Each proposal will be evaluated on the basis of its written submissions, including cost/price information. Separate technical and cost/price proposal volumes are required as described in Section L. Proposals must be submitted in accordance with the instruction of Section L.

M.8 EVALUATION FACTORS

The following evaluation factors and sub-factors will be used to evaluate each proposal.

FACTOR 1: SELECTIVE RELOCATABLE TOWER REQUIREMENTS

FACTOR 2: RELOCATABLE TOWER POWER GENERATION REQUIREMENTS

FACTOR 3: EXPERIENCE INFORMATION

FACTOR 4: COST/PRICE . Cost/Price proposal will be evaluated and applied in the best value determination but will not be scored.

M.9 BEST VALUE

The offer that provides the overall “best value” to the Government will be selected. The best value will be based on the Lowest Priced Technically Acceptable proposal.

M.10 SCORING METHODOLOGY

Rating Description

Acceptable:

Based on the offeror’s response, the Government has a reasonable expectation that the offeror will successfully provide the required effort.

Unacceptable:

Based on the offeror’s response, the Government has no reasonable expectation that the offeror will successfully provide the required effort.

M.11 TECHNICAL APPROACH – VOLUME II

The proposal shall be clear, concise, and include sufficient detail for effective evaluation and for substantiating the validity of stated claims. General statements that the Offeror understands the requirements of the work to be performed, or simple rephrasing or restating of the FAA’s requirements, will not be considered adequate and may be cause for rejection of the proposal. The proposal should not simply rephrase or restate the Government’s requirements, but rather shall provide convincing rationale to address how the offeror intends to meet these requirements. Offerors shall assume that the Government has no prior knowledge of their facilities and experience, and will base its evaluation solely on the information presented in the offeror’s proposal. The Government will not assume that an Offeror possesses any capabilities not specified in the written proposal.

FACTOR 1: SELECTIVE RELOCATABLE TOWER REQUIREMENTS

Selective Relocatable Tower Requirements: The Offeror must provide in a narrative format a structural analysis and supporting documentation that indicates understanding of the scope of work to be performed as defined in the SOW Section 2.5. Specifically, the Offeror has addressed its understanding of and/or how it will comply with the following:

Sub Factor 1.1 – Demonstrate ability to provide a relocatable tower with a Deflection > a relative horizontal displacement of 1.5% of the height measured between the tip of the structure and its base. (1.2 inches for 80-ft RT and 1.8 inches for 120-ft RT) as identified in the para SOW 2.5.

Demonstrate ability to provide a relocatable tower with a Deflection of > 3.50 inches as identified in the para SOW 2.5.

Sub Factor 1.2 – Demonstrate ability to provide a relocatable tower with a Tilt > 4 degrees at any point along its height above ground level (i.e. antenna/dish location on the tower) as identified in the SOW para 2.5.

Demonstrate ability to provide a relocatable tower with a Tilt > 0.25 degrees as identified in the SOW para 2.5.

Demonstrate ability to provide a relocatable tower with a Twist > 0.25 degrees as identified in the SOW para 2.5.

Criteria:

Acceptable: Based on the offeror’s response, the Government has a reasonable expectation that the offeror will successfully provide the required effort.

Unacceptable: Based on the offeror’s response, the Government has no reasonable expectation that the offeror will successfully provide the required effort.

FACTOR 2- RELOCATABLE TOWER POWER GENERATION REQUIREMENTS

Relocatable Tower Power Generation Requirements: The Offeror must provide a narrative and supporting documentation that indicates understanding of the scope of work to be performed as defined in the SOW Section

2.3. Specifically, the Offeror has addressed its understanding of and/or how it will comply with the following:

Sub Factor 2.1 – Demonstrate ability to provide a relocatable tower being capable of switching between grid power, solar power (provided by a 3rd party), and the self-contained power source as identified in the SOW para 2.3(3).

Sub Factor 2.2 – Demonstrate ability to provide a relocatable tower that upon an unexpected loss of grid power, the relocatable tower will be capable of automatically switching to self-contained power without loss of power to the relocatable tower as identified in the SOW para 2.3(4).

Sub Factor 2.3 – Demonstrate ability to provide a relocatable tower that upon unexpected loss of self-contained power, the relocatable tower will be capable of automatically switching to self-contained backup power without loss of power to the relocatable tower as identified in the SOW para 2.3(5).

Criteria:

Acceptable: Based on the offeror’s response, the Government has a reasonable expectation that the offeror will successfully provide the required effort.

Unacceptable: Based on the offeror’s response, the Government has no reasonable expectation that the offeror will successfully provide the required effort.

FACTOR 3- EXPERIENCE INFORMATION

Experience Information: The Offeror must provide the following information needed to aid in the determination of responsibility:

The Offeror must complete and submit two “Experience Information” forms, SIR attachment 2. If the Offeror anticipates using a subcontractor to complete a major portion of this requirement, one of the “Experience Information” forms may cover a project from the subcontractor’s past. All blocks must be filled in and all data must be accurate, current, and complete. All projects submitted must have been underway or completed within the last five (5) years and the projects must be valued at over $5,000,000.00. If the Offeror does not have prior prime contracts to cite, then the Offeror may cite instances on which it has served as a primary subcontractor.

Evaluation Criteria: The Government's Technical Evaluation Team will review the project experience of the offeror, including subcontractors, on projects provided. Offerors must meet all of the following minimum acceptability standards to receive an "ACCEPTABLE" on this factor:

DETERMINATION OF CONTRACTOR RESPONSIBILITY:

Determination of Contractor Responsibility: The CO will verify contractor’s representations and certifications as reflected in the System for Award Management (SAM) are current and accurate as of the date of the offer is submitted. The offeror shall provide immediate written notice to the Contracting Officer if at any time prior to award the offeror learns that any certification or representation in SAM was erroneous when this offer was submitted or has become erroneous by reason of changed circumstances.

Relevant past performance will be used to evaluate the responsibility of the offeror. Relevancy relates to a project of

EXPERIENCE EVALUATION RATINGS

Rating Description

similar magnitude, scope, and complexity. A Contractor with a record of unsatisfactory past performance will be screened out of the selection process. The Contractor Performance Assessment Reporting System (CPARS) may be used to obtain information regarding the Contractor's past performance. The Government reserves the right to use other sources to obtain past performance information including previous FAA program and contracting personnel, other Federal agencies, state, and local government, and commercial contractors, Contractor references, and the Federal Awardee Performance and Integrity Information System (FAPIIS).

FACTOR 5: COST/PRICE – VOLUME IV

(a) In order to determine the overall best value to the FAA and ensure all relevant factors are considered, a Total Evaluated Price (TEP) will be assigned to each Offeror’s price proposals. Based on the total dollar amount, TEPs will then be ranked from the lowest to the highest.

(b) For evaluation purposes, the total evaluated price includes the sum of all CLINs.

(c) The Cost/Price evaluation team will not have access to technical proposals during the initial detailed evaluation.

Likewise, the technical evaluation team will not have access to cost/price proposals during the initial detailed evaluation. After competition of initial detailed evaluations, the technical and price evaluation teams may have access to the other team’s proposals only as authorized by the Contracting Officer.

(d) The FAA will assess each cost/price proposal for completeness to ensure that the data provided is sufficient to allow complete price analysis and evaluation of proposed prices and includes all information required by Section L of the SIR.

(e) The FAA will evaluate each offeror’s proposed prices in Section B of the SIR for reasonableness and realism.

A price is reasonable if it does not exceed what a prudent person would pay in the conduct of a competitive business.

(f) It is anticipated that proposed prices received resulting from this SIR will be determined fair and reasonable based on adequate price competition. If reasonableness of price is not determined through adequate price competition, then the FAA may require and utilize additional information or supporting data to establish the reasonableness of price.

(g) Realism is an assessment of the offeror’s proposed price elements and the extents to which such elements are realistic for the work performed, reflect a clear understanding of the contract requirements and are consistent with the technical proposal. Unbalanced or unrealistic estimates will be deemed reflective of an inherent lack of technical competence or indicative of failure to comprehend the complexity and risk of contract requirements, and may be grounds for rejection of the proposal.
