Statement of Work Remote Video Surveillance System Upgrade Acquisition of

80’ and 120’ Relocatable Towers

1.0 Introduction

This document defines the qualification requirements (QR) to procure relocatable towers (RTs) that will be utilized for Remote Video Surveillance System Upgrade (RVSS-U). The requirements are defined for the RTs that will be utilized in various climates, terrains and in varying heights. The performance of the RTs should meet or exceed the criteria listed.

2.0 Qualification Requirements

2.1 RT Requirements

1. When retracted, the RT payload equipment will be accessible for maintenance. The “retracted” position is defined as the position where the tower is fully lowered but the system is still deployed; i.e., it is not configured for transport (compare to “stowed” position).

2. The RT will protect mounted equipment against lightning strikes.

3. The RT will provide grounding protection, and grounding interface for the mounted equipment.

4. When set up, the RT site footprint will be no greater than 50 foot by 50 foot. If larger footprint is required, Contractor shall provide those details.

5. When retracted, the RT payload equipment will be accessible for maintenance without removing antennas or cameras that are mounted below the payload.

6. The RT local controls will have an emergency stop capability at any position between retracted and extended.

7. The RT will accommodate two (2) standard RVSS-U sensor suites, and supporting equipment on top of the RT. Each sensor suite is about 200 lbs. A sensor suite consists of one (1) electro-optical (EO) camera and one (1) infrared (IR) camera. The supporting equipment may include any or all of the following: pan-tilt unit (PTU), laser illuminator, spotlight, wide angle camera, and loud hailer. Separation between the two sensor suites is a minimum of six (6) feet.

8. The RT will accommodate each sensor suite, which has 8 square feet of average sail area.

9. The RT will not obstruct the sensor suite view.

10. The RT will accommodate two (2) wide angle cameras one foot below the sensor suites on top of the RT. The wide angle camera is about 12.50 pounds.

11. The RT will accommodate the wide-angle camera 0.9 square feet of sail area.

12. The RT will accommodate three (3) six (6) foot microwave dishes ten (10) feet below the top of the tower. Total approximate sail area is 102.7 square feet (two (2) sensors, three (3) antennas, and two (2) wide-angle cameras). The standard installation kits and feed lines are to be used for microwave dishes installations. Microwave dishes are paraboloid with radome.

The RT will accommodate a minimum of 2,000 pounds of payload mounted on the tower.

This payload includes (is not in addition to) the cameras, supporting equipment, and microwave dishes described in SOW Section 2.2 – 2.7.

13. The RT trailer will be able to accommodate an equipment cabinet measuring a minimum of 50 inch height x 34 inch depth x 25 inch width.

14. The RT equipment cabinet will be enclosed in a lockable drip proof enclosure.

15. If guy wires are necessary to support the RT, the guy wires will attach to the RT trailer outrigger infrastructure, without ground penetration.

16. The RT will survive sustained wind conditions up to 90 miles per hour (mph).

17. When retracted, the RT will survive sustained wind conditions up to 120 mph.

18. The RT will retract, upon local command.

19. The RT will extend, upon local command.

20. The time to fully extend the RT from the retracted position will be less than one (1) hour

(Target), and fifteen (15) minutes (Objective).

21. The time to retract the RT from the fully extended position will be less than one (1) hour (T), and fifteen (15) minutes (O).

22. The RT will have a backup manual crank to retract the tower.

23. The RT will have a backup manual crank to extend the tower.

24. To retract and stow the RT trailer will take no more than two (2) people. The “stowed” position is defined as the tower being fully retracted and the entire system is configured for transport.

25. The RT controls will be on the trailer.

26. The RT controls will be inside a lockable compartment.

27. The RT trailer will be non-ground penetrating.

28. The RT outriggers will be non-ground penetrating.

29. The RT trailer will be level when deployed up to a ten (10°) degree slope

30. The RT will have a visual indicator that shows if the trailer is level.

2.2 Trailer(s) Requirements

1. The RT trailer(s) will be towable by a pick-up truck using a standard commercially available hitch. All payload equipment will be removed from the RT prior to transport.

1. The stowed RT will be transported per Department of Transportation (DOT) limitations in accordance with applicable State Department of Motor Vehicles, State Size and Weight Limits.
