About this file

This document contains questions and answers regarding a solicitation for an ARSR4 RF Transfer Switch Form Fit Functional Replacement. The federal agency, the Department of Transportation Federal Aviation Administration Franchise Acquisition Services, is seeking the design and manufacture of a replacement RF transfer switch in accordance with specified manufacturing and test standards. The contractor will furnish all labor, facilities, parts, supplies, materials, equipment, and technical expertise necessary to accomplish the design and production of a minimum of two first article units and fourteen production units. Key requirements include vibration stress testing on all units, providing repair instructions and manuals for approval, and demonstrating suppression technology that meets MIL-STD-461F EMI/RFI standards without requiring independent performance of those tests.

QUESTION AND ANSWERS DATED 5/12/2021 - UPDATED

1. Sections 3.4.2.2 and 3.4.2.2.1 of the Statement of Work for the design of a Form Fit Functional Replacement ARSR4 RF Transfer Switch address the requirement for Repair Instructions to be supplied. These sections are reproduced below …

3.4.2.2 Repair Instructions: The Contractor shall provide a repair instruction manual containing the disassembly, testing, repair, and reassembly instructions for the RF Transfer Switch. These instructions shall list all of the tools, equipment, and materials needed to disassemble the unit, test each subassembly, repair or replace each subassembly, tune each subassembly, tune the overall assembly, and test the overall assembly. A Test Data Sheet (TDS) that has space to record every Factory Acceptance Test (FAT) measurement shall be included in the repair manual. Included in the repair instruction manual shall be a list of manufacturers and part numbers for each replaceable subassembly.

3.4.2.2.1 Repair Instruction Approval: The Contractor shall submit the repair instruction manual to the FAA for approval. If there are any changes needed to the manual, the changes shall be submitted to the FAA for approval.

1. Will the FAA consider designating the RF Transfer Switch assembly as a Line Replaceable Unit? i.e.

Repairs to be carried out by the Contractor at the Contractors facility and returned to the FAA within a defined turnaround time.

a. FAA Response: The FAA prefers to leave at the subassembly level to acquire the proper documentation to allow troubleshooting down to the subassembly level at the FAA.

2. If it is essential for repairs to be carried out to subassembly level, will the FAA procure spare subassemblies under this Statement of Work or a separate contract?

a. FAA Response: The FAA will procure the subassembly/piece parts on a separate contract.

2. Can you have someone verify for me that Para. 3.1.1.2 mechanical stress is to be performed 100% on all units. It was originally to be done on First Articles only I thought. This is a costly test that is why I would like to verify it is on all units.

a. Yes mechanical vibration stress testing is to be performed 100% on all units

3. Drawing that is called out on page 18 of the SOW. The document we require is called out on note 1 – PDS24422. Could you please provide that for us or direct us to someone who can help.

a. PDS2422 is the Westinghouse part number for the RF Transfer Switch. In this SOW we reverse engineered all of the requirements for the RF Transfer Switch into the SOW document. We are confident all of the electrical and mechanical requirements have been captured in the SOW. Follow the requirements in the SOW.

4. 3.3.2 Electromagnetic Susceptibility and Interference: The unit shall be designed so that it is not susceptible to conducted or radiated emissions from the radar. The unit shall be designed so that it’s conducted or radiated emissions do not interfere with the operation of the radar.

In order for our unit to be designed to be compliant with this requirement, we would need to know the sensitivity of the ARSR-4 Radar. We respectfully request that the Government provide this information at its earliest convenience.

a. “This requirement is satisfied by demonstrating the EMI/RFI suppression technology that will be used in the RF Transfer Switch. The FAA is looking for EMI/RFI suppression technology that meets the MIL- STD-461F requirements for Air Force Ground equipment, namely tests CE102, CS101, CS114, CS115, CS116, RE102, and RS103. Performance of these tests (3.3.2) is not a required for the RF transfer switch, only the demonstration of the technology the Contractor intends to apply is required.”
