PWS – Test Equipment Mobile Calibration

1 INTRODUCTION

This Performance Work Statement (PWS) describes the Federal Aviation Administration requirements for Other Government Agencies (OGA) that request FAAs support in managing mobile test equipment calibration and FAA equipment not covered under the FAA National Test Equipment (TE) Calibration Contract.

FAA’s Support for Other Government Agency(s) Missions are identified in Inter-Agency Agreement(s) between the Federal Aviation Administration Logistics Center (FAALC), the Customs and Border Protection (CBP), and other government agencies. IAAs authorize and fund the FAALC to provide CBP and other agencies with supply chain management support, inclusive of award and administration of supplier contracts, as required and necessary for U.S. Border Security Systems to accomplish the U.S. Customs and Border Protection Agency’s mission and/ or other government agency missions as defined per contractual delivery orders.

This PWS defines the onsite calibration requirements specific to CBP and as required for other government agency support. Although requirements/funding is currently limited to the mission of the Department of Homeland Security (DHS) Customs and Border Protection (CBP) to enhance the security of our nation’s borders and ensure the security of United States borders, future onsite calibration support for other government agency requirements may be required as specified and funded on individual task orders.

2 BACKGROUND

Contracting of calibration services is a strategic sourcing initiative to enhance cost-control measures. Calibration services are contracted and administered by the FAALC, located at the Mike Monroney Aeronautical Center in Oklahoma City, OK, who is dedicated to providing integrated logistics services, at the best value, in support of the Government requirements.

The Government utilizes various types of environmental, sensing, measuring, detecting, and communicating equipment whose sensitivity must be maintained by stringent tolerances.

These operating systems are certified and maintained at required tolerances through specialized items of test equipment specifically procured as integral to the test and analysis necessary for research and development, maintenance, training, and repair of government systems. General purpose TE is used for fault isolation, repair work, calibration of various systems and equipment, and is utilized by thousands of technicians daily on systems that contribute to our nation’s safety. TE is the mainstay of the repairman’s analysis tool framework, must be readily available on-site, and must provide reliable data. TE used by the government to ensure proper operation of government systems, must be calibrated in accordance with original equipment manufacturers specifications. Calibration of TE is a continual work effort scheduled on-site, normally annually for identified locations at agency infrastructures. Maximizing availability of TE ensures technicians can meet projected demands, contribute to decreased system outages, and ultimately contribute to efficiency, reliability, maintainability, and continued operations that contribute to increased nationwide safety.

Calibration is the process of comparing one measurement system or device of unverified accuracy (TE being calibrated) to a measurement system or device of known and greater accuracy (referred to as standards) to detect or correct variations from required performance specifications. Failure to calibrate TE may result in unverified accuracy of performance

PWS – Test Equipment Mobile Calibration specifications and/or undetected variations in calibration equipment. This contract is to mitigate the risk of undetected variations and/or unverified accuracy in critical operating systems designed specifically to ensure the nations safety. Various Government Orders address this risk and set policy mandating calibration requirements for all critical test equipment based on current industry standards. Failure to ensure technicians have certified operational TE to test and repair for certification and/or operating systems will result in the restriction of safe coverage and/or induce risk to the nation’s safety.

3 PURPOSE

Calibration ensures documented accreditation and certification for government owned TE.

These services provide the Government with a certification of calibration attesting that each item performs within specified standards of tolerance. Calibrated TE is required to enable certification, testing, and operation of critical Government operating systems, therefore this function is determined as essential to the safety and security of human life and the protection of public property. It is the FAA’s intent to enter into a performance based firm fixed price agreement for the services required. Offerors must develop and provide cost effective solutions, that meet the below objectives:

3.1 Provide calibration and certification attesting each individual item of TE performs within specified standards of tolerance.

3.2 Ensure calibration accreditation can be tracked for each piece of TE used to achieve certification of critical government operating systems.

3.3 Ensure calibrations are performed on time in accordance with calibration due dates.

3.4 Ensure calibration services meet quality standards comparable to or better than best commercial, industry practices.

3.5 Ensure accurate information, about TE calibrated by the Contractor is available to the

Contracting Officers Representative (COR) for making timely decisions.

3.6 Ensure accurate tracking and reporting of calibrations by a unique contractor assigned

Certificate of Calibration number to a piece of TE’s unique assigned barcode number or Serial Number.

3.7 Provide testing, analysis, and minor repair capability for TE on an as needed basis.

4 SCOPE

The scope of work currently includes, but is not limited to onsite calibration support for CBP owned test equipment utilized to support border security systems. Other government agency requirements may be required as specified and awarded on individual task orders.
