Questions / Clarifications
Bidders can send written questions or inquiries for clarification to: eflhd.contracts@dot.gov.
Questions can be submitted at any time, but questions submitted within 7 days of the proposal due date may not be answered in time for the bidder to properly incorporate the responses into their bids.
The following questions and issues were submitted via email. The Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included.
The Government’s direct response to the sender may also have been updated below for better clarity.
The yellow highlighted portions of these responses below provide revisions and/or additional clarification to the original response.
mailto:eflhd.contracts@dot.gov
1. What will be allowable at the bridge site for crossing the creek? (armored ford, culverts, pumping)
Contractors were concerned with some of the dewatering plans being more costly than other alternatives such as pumping or temporary culverts? Will they have to build what is specified in the dewatering plan?
Response: The Contractor may propose an alternative temporary diversion method to the CO for approval as stated in the notes on the Erosion and Sediment Control plans and in accordance with Subsection 157.10 of the Special Contract Requirements. Alternative proposals can be submitted to the CO for approval during construction.
2. Are there any waste sites available in the project area?
Response: No. Please refer to Subsection 203.05 of the FP (standard specifications book) for material disposal.
3. Will all the material from the MP 0.7 be wasted or does it have a secondary purpose?
Response: Dispose of excavated material in accordance with Subsection 203.05 of the FP.
Excavated material that meets the requirements of unclassified borrow in accordance with Subsection 704.06 of the FP may be used for embankment construction in accordance with Subsection 204.02 of the FP.
4. Are there any borrow sites?
Response: No.
5. Will the contractors need a compaction technician on site for all material being placed?
Response: Compaction testing must be performed by a qualified and certified tester, and must be performed in accordance with Subsections 106.04, 153.02, and 204.11 of the FP.
6. How tight are the constraints on the field office, prices are very high for what they told me on site?
Response: The field office facilities and services must meet the requirements stated in the Section 637 of the Special Contract Requirements and the FP.
7. Item 60202-0400 and 60202-0700 both call for “Arch or Elliptical pipe culvert” are these supposed to be round pipes as first choice or only arch or elliptical?
Response: Round pipe culverts are not allowed; arch pipe culverts are required. Alternate elliptical pipe culverts that comply with the plans and specifications can be submitted for approval after contract award. Please refer to the drainage plan sheets K01 and K02 for dimension of pipe culverts.
8. There was confusion on the bid timeline, some folks thought it was the 7th some the 8th some the 12th. I looked in the solicitation and found the 19th?
Response: Please refer to the date listed on the SF-1442 of the Solicitation for the bid date.
The following questions and issues were received after Amendment 1 and the Government response or clarification is provided.
9. Section 552 of the Document modifies the concrete to contain Ground Granulated Blast Furnace Slag which we do not have available to us. We are unable to provide concrete with theses specifications.
Government are calling for Furnace slag in the beams… We don’t have furnace slag and they are calling for 20-50% cement replacement… Then they want Chloride Ion tests to be submitted which I don’t have ….
Response: Table 552-1B was posted incorrectly; the amended Table 552-1B now utilizes fly ash, rather than slag, as a portion of the supplemental cementitious material. Subsection
552.03 permits the Contractor to conform to Table 552-1A which requires slag or the amended Table 552-1B which requires fly ash.
Chloride permeability testing is not required.
