VESSEL INFO
MARITIME ADMINISTRATION
The Maritime Administration is the agency within the U.S. Department of Transportation dealing with waterborne transportation. Its programs promote the use of waterborne transportation and its seamless integration with other segments of the transportation system, and the viability of the U.S. merchant marine. The Maritime Administration works in many areas involving ships and shipping, shipbuilding, port operations, vessel operations, national security, environment, and safety. The Maritime Administration is also charged with maintaining the health of the merchant marine, since commercial mariners, vessels, and intermodal facilities are vital for supporting national security, and so the agency provides support and information for current mariners, extensive support for educating future mariners, and programs to educate America’s young people about the vital role the maritime industry plays in the lives of all Americans.
The Maritime Administration also maintains a fleet of cargo ships in reserve to provide surge sea-lift during war and national emergencies, and is responsible for disposing of ships in that fleet, as well as other non-combatant Government ships, as they become obsolete.
The Maritime Administration recently realigned many of its functions, to revitalize its role as an industry facilitator, and to bring greater focus to the areas of environment and safety.
TRAINING SHIP FREEDOM STAR
The vessel serves as a back-up and supplementary training ship for the United States Merchant Marine Academy and the six state maritime academies. The vessel is normally berthed at the Seafarers Harry Lundeberg School of Seamanship (SHLSS). Located in Piney Point, MD, the SHLSS is a vocational school dedicated to preparing students for successful careers as U.S. merchant mariners.
Before being redesigned to serve as a training vessel for students, the Freedom Star served as a solid rocket booster recovery vessel for the National Aeronautics and Space Administration (NASA), retrieving solid rocket boosters following space shuttle launches.
The vessel was transferred to MARAD at the end of the space shuttle program and is berthed at the SHLSS under a Memorandum of Agreement that maintains vessel readiness for MARAD missions at a reduced cost to the government, while also supporting entry-level training for individuals who wish to begin a seafaring career.

ITEM 11 INSTALL NEW TACHOMETERS AND HOUR METERS
| 1 | ABSTRACT: |
| The Intent of this work scope is to install new digital tachometers on the port and starboard Ship’s Service Diesel Generators (SSDG) and the bow and stern thrusters. This will replace the analog tachometer gauge on the port SSDG and replace the missing gauges on the stbd generator, stern thruster and bow thruster. We also want three additional gauges mounted on the engine room main console that are repeaters of the port and starboard SSDGs and the stern thruster. This will enable the engineers to quickly see the RPM’s on these three pieces of machinery upon entering the engine room. The bow thruster already has a tachometer in the wheelhouse but needs one installed locally in the bow thruster space. |

Five (5) each 8402 R-P-H-DS Need 4 to mount locally to monitor RPMs and keep engine hours and one for a ship’s spare.
Four (4) each 8902 Sender Dual Output. Need 3, one each for the stbd SSDG, port SSDG and stern thruster engine and one for a ship’s spare. The Bow thruster already has one.
The installation will require the proper wiring and three holes being cut into the aluminum engineer’s console which is approximately 40 feet removed from the SSDGs and 50 feet from the stern thruster space. The stern thruster is separated from the engine room by a class A-0 bulkhead.
