OR FS ERFO 2017(1)‐18(6)

Rogue River Repairs 2017

# General Technical Question Answer Date

1 X

Section 108.01(b) on page 203 of 264 of the attached states “Do not mobilize or start construction operations before October 1, 2021.”

Given the location of the project, and a completion date of January 28th, a start date of October 1 will make it impossible to get the project paved out and adhere to the contract requirements not only for temperature but there is likely to be snow on the ground when paving would take place given that start date.

This requirement in SCR Subsection 108.01(b), and the fixed completion date specified under FAR 52.211‐10 on Page C‐20 is required. Please bid accordingly.

2 X

The solicitation reads no emailed bids and the 1442 reads no copies to perform the work are required.

Does the bid need sent or emailed?

Email bids are not authorized. See Notice to Bidders. Original sealed bids and zero copies must be submitted to the address in block 8 of the SF1442.

Plan Sheet E.2 drawing shows length of reinforcement at bottom layer starting somewhere close to face of wall but does not clearly show where? Other layers above this indicate reinforcement starts at face of wall.

Where does bottom layer of reinforcement start?

This will be addressed under Amendment A001.

Check General or Technical

4 X

X‐Sections show reinforcement length being 11’ from face of wall versus plan sheet E.2 showing eight feet from face of wall. This is a significant difference, and it will drive the quantities for excavation, backfill, etc…..Are the X‐sections correct or are the plans correct?

In accordance with FAR 52.236‐4, “The Government shall not be responsible for any interpretation of or conclusion drawn from the data or information by the Contractor”; hence bid the plans when there are discrepancies with what is shown on the physical data cross‐section files.

5 X

X‐Sections – show a one foot section of material under the base of the wall and first layer of reinforcement. Plan Sheet E.2 shows material under the reinforcement and base of wall but does not indicated at what depth. What type of material goes under the base of the wall and first layer of reinforcement and at what depth?

This will be addressed under Amendment A001.

6 X

For Information Only quantities seem incorrect on Plan Sheet E.2 – Wall Area (SQFT) is 1,040.

Reinforcement Length, per Footnote (1) is 8’ minimum. (1,040 SF x 8’)/27=308 CY of backfill material at a minimum. Total Backfill provided from the For Information Only chart is 193 CY (Select Granular Backfill), 39 CY (Topsoil), and 7 CY (Granular Backfill) for a total of 239 CY. This is incorrect, as there must be at least 308 CY of backfill.

This will be addressed under Amendment A001.

7 X Sheet E.2 How is the quantity for the cellular confinement system calculated to equal 21 SY?

This has been addressed under Amendment A001.

3/11/2021

8 X

Sheet E.2 The quantity of granular backfill does not appear to include both the confined material and the material behind the wall.

Please verify quantity.

We do not intend to change the information only quantity for granular backfill. Please bid accordingly. Note:

According to the MSE Wall Section on Plan Sheet E.2a (See Amendment A001), the specified material within the stabilized volume is select granular backfill, and the specified material behind the stabilized volume is embankment.

9 X SCR 562 is included. What temporary works are anticipated?

Please bid accordingly. 3/11/2021

10 X

SCR 565.04 Construction sequence (d) it appears lean concrete is to be poured to an elevation that is below the OG. Typically lean concrete is poured back to the OG to prevent caving and to protect the pile during the structure excavation for the lagging. Lean is chipped to allow lagging installation from the top down. Please consider revising elevation.

This has been addressed under Amendment A002.

3/11/2021

11 X

SCR 565.04 Construction sequence (g) do not excavate more than 2 ft below the anchor elevation and finish grade. The anchor elevation is 3.3’ above the bottom of lagging elevation.

Excavation to bottom of lagging is required to install the lagging. Please clarify.

This has been addressed under Amendment A002.

3/11/2021

12 X SCR 555.18 Erection Please delete requirements for certification of Steel Erectors. There is no steel erection on this project.

This has been addressed under Amendment A002.

13 X Please provide a quantity of structure excavation and structure backfill required for lagging installation.

We do not intend to provide this information. Please bid accordingly.

3/11/2021

14 X Is galvanizing (not on G.3) the only coating required for the H pile?

In accordance with Plan Sheet G.3 under structural steel, Galvanize all soldier piles (H‐ Piles) after fabrication. No other coating is being specified.

3/11/2021

15 X

Sheet G.6 shows L2x2x1/4x1’‐0” at two locations at the top of the fabricated pile.

Please confirm there are 2 clips per pile and that every pile gets these 2 clips. What is the function of the clips?

This has been addressed under Amendment A002.

16 X The BETASAM link in the proposal documents shows only a PSN, and has an inactive status.

Please clarify where questions will be answered.

17 X

Section 555.18 – Erection states that certified steel erectors under AISC are required to be used to erect steel. The only steel being used on this project are the H‐Piles for the soldier pile walls. Typically this is done by the Drilled Shaft Foundation contractor and steel erectors do not typically perform this work. Because steel isn’t actually being erected and the H‐Pile are just part of the foundation for the Soldier Pile Wall this section should not apply to installing the H‐ Piles. Please advise.

This has been addressed under Amendment A002.
