About this file

This is a Solicitation Addendum (Addendum 3) issued by the Pennsylvania State Police Department for IFB 6100066482 regarding lead remediation of the bullet containment system at the PSP Academy in Hershey, Pennsylvania. The addendum extends the original solicitation end date from August 17, 2026 to August 31, 2026 at 11:00 a.m. The scope of work encompasses remediation of an outdoor firing range's bullet trap system (approximately 225 feet by 20 feet), including separation of spent ammunition from rubber chips, removal and disposal of lead materials, replacement of worn boards and holding pins in year one, removal of fines, annual provision of 10,000 pounds of ballistic rubber, and redistribution of materials to achieve uniform depth. A mandatory site visit with proof of visit signed by both vendor and an authorized PSP representative is required prior to bid submission. The contract term is five years with service dates determined annually by PSP, and work must be scheduled during PSP-designated timeframes including weekends. All bid submissions must be electronic through the PA Supplier Portal, and bidders are required to monitor the DGS eMarketplace website for additional change notices.

Awarded contractors must employ certified lead technicians compliant with current medical surveillance programs and adhere to EPA, OSHA, state, federal, and local regulations. Bidders must complete the Worker Protection and Investment form (BOP-2201) certifying compliance with Pennsylvania labor, workers' compensation, and prevailing wage requirements, and submit current proof of insurance naming PSP as certificate holder with additional insured language. Contract award will be made on an Established Price Contract basis to the lowest responsive and responsible bidder, with the Commonwealth reserving the right to extend the contract term for up to three months under the same terms. Contractors assume full responsibility for hazardous waste packaging, handling, and disposal, with all recovered ammunition and materials removed from the site within 30 days of project completion.
