About this file

This is Addendum 1 to an Invitation for Bid (IFB) issued by the Pennsylvania State Police Department for lead remediation of the bullet containment system at the PSP Academy in Hershey, Pennsylvania under solicitation number 6100066482. The project involves comprehensive remediation of an outdoor firing range's bullet trap system measuring approximately 225 feet by 20 feet, including separation of spent ammunition from rubber chips using a Trap Vac System or equivalent, removal and disposal of lead materials, replacement of worn boards and holding pins in year one, removal of fines (degraded rubber particles and lead dust), and annual provision of 10,000 pounds of black 99% fiber and metal-free ballistic rubber. The contract term is five years with service dates determined annually by PSP, and work must be scheduled during PSP-designated timeframes including weekends (Friday noon through Sunday evening). Bids were originally due August 17, 2026 at 11:00 a.m., with a mandatory site visit required prior to submission and questions due by August 10, 2026. The addendum, issued August 12, 2026, clarifies that the asphalt range will not be improved prior to service, ballistic blocks are not acceptable as an alternative for board replacement, pricing for fines removal is for removal and disposal services, site visits conducted in June 2026 do not satisfy requirements, and work must be performed outside normal business hours which may include nighttime operations based on range availability.

Awarded contractors must employ certified lead technicians compliant with current medical surveillance programs and adhere to EPA, OSHA, state, federal, and local regulations. Contractors assume full responsibility for hazardous waste packaging, handling, and disposal, with all recovered ammunition and materials removed from the site within 30 days of project completion. Contract award will be made on an Established Price Contract basis to the lowest responsive and responsible bidder, with the Commonwealth reserving the right to extend the contract term for up to three months under the same terms. Bidders must complete the Worker Protection and Investment form (BOP-2201) certifying compliance with Pennsylvania labor, workers' compensation, prevailing wage, and related statutory requirements, and submit current proof of insurance naming PSP as certificate holder with additional insured language. All bid submissions must be electronic through the PA Supplier Portal at www.pasupplierportal.state.pa.us, and bidders are responsible for monitoring the DGS eMarketplace website for change notices.
