About this file

This is a Bidder Certification of Prequalification and Work Capacity form (CS-4309) issued by the Mercer County Bridge Department in Pennsylvania for the Repairs of Bridge 1916 project. The form requires bidders to certify their eligibility and capacity to perform the proposed work by the submission deadline of January 15, 2026 at 10:00 a.m. local time. Bids will be received electronically via the PennBid portal, with public opening and announcement of results immediately following the deadline at the Mercer County Bridge Department office located at 104 Mortensen Road, Greenville, Pennsylvania. Work is scheduled to commence on the date specified in the Notice to Proceed and must be completed by May 20, 2026. Bidding documents are available at no cost through the PennBid portal at https://pennbid.bonfirehub.com/, and all questions regarding the project must be submitted electronically through the "Ask a Question" feature in PennBid, with responses to questions requiring document changes issued as addenda.

Bidders must certify that they possess an eligible prequalification rating with a current maximum capacity exceeding both their uncompleted contracted work and the total bid price; that classified types of work for which they are eligible constitute over 50 percent of the total bid price; and that all proposed subcontractors are prequalified with adequate capacity for their respective subcontract amounts. False certification of bidding requirements subjects bidders to rejection of their proposal and penalties including liquidated damages of five percent of the total bid amount or disqualification from bidding for ninety days, or both, with failure to pay resulting in one-year disqualification. The Mercer County Commissioners reserve the right to reject any and all submissions or waive any informality.

BIDDER CERTIFICATION OF PREQUALIFICATION

CLASSIFICATION AND WORK CAPACITY

In accordance with the requirements of Section 102, Bidding Requirements and Conditions, Publication 408 Specifications, the bidder hereby certifies that he meets the following to qualify his proposal as an acceptable bid:

1. He has the necessary eligible prequalification rating, as required by Sections

102.01 and 102.06( c ), Publication 408. A prequalification rating is considered eligible when the bidder’s assigned current maximum capacity exceeds the sum of both (a) the total of all uncompleted work he has under contract at the time of bid submission and (b) the total bid price of this proposal (less any credit for sublettings as allowed by Section 457.15 of the Regulations on Prequalification of Prospective Bidders).

2. The classified types of work, on which he is eligible to bid, constitutes over 50% of the total bid price (the cost of specialty items may be deducted from the total bid price before computing the amount of work required to be performed by the bidder with his own forces) as indicated in Section 108.01, Publication 408.

3. To the best of his knowledge, each proposed subcontractor (as set forth on attached list marked “List of Subcontractors”) is prequalified in conformance with said Regulations, mentioned above, for the contract items designed, and each has adequate eligible prequalification (defined above) to cover amount of subcontract as evidenced by the “certificate of capacity” signature of each subcontractor hereinafter listed.

Upon request, submit to the Department Form CS-4311, Status of Contracts on Hand.

The making of a false certification of any of the above bidding requirements shall constitute cause for rejection of the bidder’s proposal and shall subject the bidder to making payment to the Department of an amount of five (5%) percentum of the total amount of the bid as liquidated damages, or disqualification of the bidder from bidding on future work for a period of ninety (90) days, or both, as deemed appropriate. Should the bidder fail to make said payment within thirty (30) days of notification the bidder shall be disqualified for a period of one

(1) year. An application for renewal of prequalification will not be considered by the Department until the bidder makes payment.
