About this file

This is a Scope of Work document (RFP-193-25) issued by Boulder County Procurement for professional architectural services for the Willoughby Corner Phase 2 project. The project encompasses the design of 128 affordable housing units, including up to 16 specialized neuro-inclusive units that will incorporate universal design principles with specific considerations for neurodivergent residents such as sensory sensitivity features, intuitive wayfinding, specialized acoustics and lighting, and flexible spaces. The architectural services are structured in six phases: Project Understanding & Pre-Design, Schematic Design, Design Development, Construction Documents, Bidding & Negotiation, and Construction Administration, with each phase including specific deliverables such as site analysis, floor plans, building elevations, material schedules, and construction oversight.

The scope requires the architect to engage and directly pay for sub-consultants including structural, MEP, interior design, energy modeling, and neuro-inclusive design specialists, while coordinating extensively with Boulder County Housing Authority (BCHA) staff and stakeholders throughout the design process. The architect must ensure compliance with applicable zoning ordinances, building codes, accessibility standards (ADA, UFAS, FHA), and affordable housing program requirements including LIHTC standards. Additional services such as FF&E procurement, detailed energy modeling beyond basic code compliance, artwork or signage design, and marketing materials may be provided for additional fees subject to BCHA approval, while the base scope excludes furniture procurement and specialty services unless specifically amended into the contract.

• Preliminary Floor Plans: Develop conceptual floor plans for typical units (including neuro-inclusive specific layouts), common areas, and amenity spaces.

• Neuro-Inclusive Design Integration:

o Integrate specific neuro-inclusive design principles into unit layouts and common areas (quiet zones, sensory rooms, clear circulation paths, natural light optimization, material selection for acoustics/texture).

o Develop preliminary design concepts that integrate inclusive design standards specifically for neuro-inclusive units. These concepts should include layouts for Two-Bedroom, Two-Bathroom units tailored for neurodiverse residents, with attention to flexibility, privacy, and sensory-responsive features.

• Preliminary Exterior Elevations: Develop conceptual exterior elevations indicating proposed architectural character, materials, and fenestration.

• Preliminary Material & Systems Selection: Identify primary building materials, structural systems, and mechanical/electrical/plumbing (MEP) systems.

• Cost Estimate Input: Provide sufficient information for the Client's cost estimator to develop a preliminary project cost estimate.

• Client Review Meetings: Present design concepts to the Client for feedback and approval.

Deliverables:

• Schematic Site Plan(s)

• Schematic Floor Plans (typical units, common areas, neuro-inclusive units)

• Schematic Exterior Elevations
