About this file

This evaluation criteria document outlines the scoring methodology for Boulder County Procurement's selection of architectural and engineering services for a Boulder County Housing Authority (BCHA) affordable housing development project in Lafayette. The procurement seeks firms to provide architectural and engineering design services for a residential and mixed-use development serving families and individuals with Intellectual and Developmental Disabilities, with specific emphasis on sustainable design approaches including geothermal energy, net-zero, and solar technologies that reflect the Old Town Lafayette neighborhood character while meeting affordability goals.

The evaluation process uses a 100-point scoring matrix with Statement of Qualifications weighted at 50 points, Statement of Approach at 30 points, and Proposed Fee Structure and Schedule of Deliverables at 20 points. Proposals must demonstrate capacity for complex project management, multidisciplinary team coordination, robust public engagement processes, and experience with sustainable infrastructure design, entitlement processes for complex developments, and community outreach that includes underrepresented voices. The selection committee may request additional information or conduct interviews, and vendors must provide preliminary fee structures, hourly rate schedules by employee classification, staff resumes, and documentation of previous work quality including awards, peer recognition, and reference letters from prior clients.

Total Possible 100

The proposals will be reviewed by a selection committee. The committee may request additional information from vendors or request interviews with one or more vendors. Final evaluation and selection may be based on, but not limited to, any or all of the following:

Statement of Approach (30 points):

The Statement of Approach should describe how the firm will contribute to the project’s two main goals – affordability and sustainability as outlined in the list below:

• Describe your firm’s overall project management approach. Discuss strategies for managing complex projects and working with multidisciplinary teams, and a robust public engagement process. Describe your firm’s anticipated assignment of project responsibility, and the level of capability of those staff.

• Describe how the team will work to implement BCHA’s goals for the site of a high quality, sustainable design while meeting budget mandates. Describe experience with geothermal energy housing, net-zero, solar, and any energy certification projects.

• Describe how the team will assist BCHA and our development consultant with design input, design, development phasing, infrastructure phasing, building design and all other parts of the scope to achieve a project that is consistent with BCHA’s goals and objectives.

Statement of Qualifications (50 points):

The Statement of Qualifications should focus on the firm’s experience with similar projects, highlighting key personnel the firm expects to contribute to the project(s). Your response should provide the information listed below:

• Evidence of the capacity of your firm to accomplish the work with the time required for the completion of this project. Include your capacity to perform the required tasks in the required time frame.

• Indicate specific experience with:

o Architectural and engineering design for similar sized projects including residential and mixed-use sites.

o Projects that focus on serving families and individuals with Intellectual and Developmental Disabilities (IDD).

o Integration of residential architecture with surrounding community and neighborhood context. For context, the community has expressed the desire for having architecture that is reflective of the Old Town neighborhood in Lafayette; however, BCHA values design that is unique and reflects the tastes and needs of future occupants.

o Sustainable design approaches for infrastructure, buildings, streets, and open spaces.

o Entitlement process for complex residential and mixed-use developments.

o Successful architectural design as part of community outreach process that includes softer voices of community members that may otherwise be overlooked.

• A general overview of your firm’s capabilities on prior, similar size projects for public housing authorities and other affordable housing developers.

• For comparable projects, provide independent documentation of the quality of the work in terms of attractiveness and functionality and the degree to which the product met the owner’s program objectives. Documentation can include, but is not limited to, awards, professional peer recognition, and letters of reference from owners or other assessments of performance.

• Provide resumes for staff that will potentially be assigned to this project.

Proposed Fee Structure and Proposed Schedule of Deliverables (20 points):

• Provide information on your preliminary fee structure based on the scope indicated above, including anticipated reimbursable costs.

• Submit a schedule of hourly rates by employee classification, including terms and rates of overtime for additional work if requested.
