Scope of Work June 2, 2021
1. Project Title: MUSKOGEE OKLAHOMA – Ed Edmondson U.S. Courthouse - Fire Alarm System
Replacement – ePMXpress No. 55240
2. Project Location: Building Number: OK 0041ZZ Ed Edmondson U.S. Courthouse 101 North 5th Street Muskogee, OK 74401-6205
3. Building Location Hours: This is a building wide project. Every attempt must be made to ensure normal building operations are not interrupted. Normal Government building business hours for this facility are from 8:00 am to 5:00 pm Monday through Friday. The building is open to the public from 8:00 am to 4:30 pm. The building is closed federal holidays and weekends. It is anticipated that the majority of the work will need to be accomplished outside of the normal hours, Monday through Friday, just indicated. Any noise producing work or disruptive work in tenant space, or noise that would filter into tenant space, shall be performed at nights, on weekends or Federal holidays.
Unless otherwise approved in writing by the GSA Building Manager and Project Manager, no such disruptive work shall be performed during normal hours. Should a deviation from this be necessary, notify the Project Manager and Building Manager of any work that may cause disruption. The Project Manager must be notified a minimum of 72 hours in advance. There is no assurance that a deviation will be allowed.
4. Pre-bid Site Visit: A Site visit is HIGHLY recommended but not required. Any visit shall be conducted with a maximum of 10 people present to prevent exposure to and spread of the COVID-19 virus.
5. Purpose: Replace the existing Fire Alarm (FA) system and install a new, emergency voice communication FA system and Bi-Directional Amplifier (BDA) system in accordance with NFPA 72 and PBS P-100 design guide. The FA system shall meet the intelligibility, audibility, and ADA compliance as defined in NFPA 72.
The Contractor shall provide all materials, supplies, labor, equipment, and supervision, necessary for the replacement of an existing fire alarm system with a new analog "intelligent", fire alarm voice evacuation and communication system as described herein and the demolition / removal of the existing fire alarm system and fireman’s phones.

7. Notice to Proceed: The Contracting Officer is the ONLY individual from the Government that can give the contractor a notice to proceed.
Before any of the work within the scope of the contract is started, the Contractor shall confer with the COR (Contracting Officer’s Representative) the Project Manager (PM) and the Fire Protection Engineer (FPE) and ensure all agree on a sequence of procedure; means of access to premises and building; delivery of material and use of approaches; use of corridors, stairways, elevators, and similar means of communications; and the location partitions, eating spaces for Contractor’s employees and the like.
After a Notice to Proceed is given the Contractor has 10 days to submit a schedule. NO ON SITE WORK shall be performed until schedule is submitted and approved by the GSA Project Manager and Fire Protection Engineer (FPE). As a part of this, carefully review all contract documents and along with the schedule, provide an out-line of all submittals the Contractor anticipates submitting through the life of this project.
8. Period of Performance: From the point of Government issued Notice to Proceed, the total period of performance for this project is 630 calendar days. This time is inclusive of; required security clearances, pre-work submittals, and material ordering. The actual construction period of performance is 540 calendar days. The contractor’s schedule shall take into consideration the material/equipment delivery lead times, GSA Engineering and SME reviews, tenant reviews questions and concerns, submittal reviews by appropriate stakeholders and should include enough time in the Period of Performance (PoP) to include these activities. A list of major project milestone dates shall also be listed, as necessary in the schedule, specifically the review and approval period of the Shop Drawings by the GSA FPE.

Materials: Following award, materials must be on site as the contractor’s submitted schedule, as approved by GSA indicates.
Required start date: As soon as practical, once the contractor’s schedule is approved by GSA and associated related project concerns are resolved.
Required substantial completion date: This date shall be a minimum of 30 calendar days before the end of the project. By this date, the fire alarm system must be fully functional to meet the definition of “substantially complete”. This means the system, as a whole, shall be useable for its intended purpose. There may be minor work for correction(s) etc., but the basic system must be substantially complete by this time.
Substantial completion shall be determined by the GSA Fire Protection Engineer (FPE). Substantial completion shall be determined by the GSA Fire Protection Engineer.
9. Description of Work: Replace the existing Fire Alarm (FA) system and install a new, "intelligent" FA voice evacuation and communication system and BDA system along with all associated wiring. All wiring shall be in conduit. Conduit shall not be visible unless there are no reasonable alternative. All penetrations and exposed conduit must be painted to match the surroundings, verified and approval confirmed from the GSA FPE, PM and Historical Preservation group. The FA and BDA system shall be installed in accordance with NFPA 72 and PBS P-100. For additional guidance refer to the FA specification (Spec) 283111 and the BDA Engr Spec.
The FA system SHALL be designed, laid out and signed by a FA NICET Level IV Technician.
The FA contractor shall submit a set of FA Shop drawings and receive approval of the shop drawings from the GSA FPE prior to commencing construction activities. [Note: Following award, per the request of the contractor and as necessary, the GSA PM shall review the GSA drawing library for existing fire alarm drawings and provide these to the contractor as “supplemental information” as may be beneficial. There is no guarantee of availability of existing fire alarm drawings or other supporting documents.] Once the Contractor’s shop drawings have been approved, all necessary security clearance granted and other necessary concerns resolved, construction activities shall proceed. The Contractor shall provide all materials, labor, tools, equipment and daily supervision to accomplish tasks as outlined in contract documents. The Contractor is also responsible for all necessary safety measures.
The new, intelligent, addressable, and emergency voice/alarm communication FA system will be provided with separate auxiliary power supply panels as necessary to facilitate NFPA 72 requirements. The FA system SHALL have the capability to make all-call announcements as well as selective floor announcements and be equipped with one, possibly two, remote annunciators.
The new system SHALL consist of manual pull stations, smoke detectors for elevator recall service, speakers, strobes and or speaker/strobes throughout, sprinkler system monitoring devices, and spot type or duct-type smoke detection for air-handling units (where applicable).
The new FA system SHALL interface with other building systems such as elevator recall and shunt trip, if sprinklers are provided in the elevator equipment room, the sprinklers shall be removed by a qualified sprinkler contractor. Likewise, some misc. sprinkler work may be needed throughout the courthouse to replace old, dirty, painted, or damaged sprinkler heads, though this work will be minimal, less than 50-heads total. If more than 50-heads need replacing, notify the GSA FPE for guidance. Sprinkler heads shall be replaced like for like.
NOTE: The Fire Alarm contractor shall include the CO/CS and PM/COR on all communications as it relates to the following: The GSA FPE is the sole Authority Having Jurisdiction (AHJ) on all fire protection technical matters on the project. Any Code deviations SHALL require the written approval from the GSA FPE. A dialog between the FA contractor and the GSA FPE is required to ensure a satisfactory FA system.
The construction for this project will be accomplished in an occupied building/courthouse. The FA contractor shall be responsible for planning and coordinating the work in such a way as to cause the least disruption to the building services and occupants. The FA Contractor shall keep the PM apprised of all activities to ensure building tenants are kept well informed of the project.
Work shall typically be done after normal business building hours, especially if that work involves noise. For additional information, consult the FA Spec.
All drawings shall be prepared using AutoCAD, version 12 or later. Final corrected plans and documents shall be provided on two (2) USB Flash drives. Two copies of color prints shall also be submitted to the government.
10. Division 1 General Requirements: Work Sequence – This is governed by the technical project specifications & drawings and as the project otherwise requires.
Daily clean up - All workspace, staging areas, areas used for moving materials, trash, tools, etc., shall be kept clean. All trash from the shifts work shall be removed and the work site kept clean and orderly. This is extremely important. Adequate time shall be used to keep the building clean and free of construction dust.
Protection - Contractor shall be responsible for protection of existing finishes, utilities, etc. in the facility and must maintain a separation of work area from adjacent spaces. The work site is to be secured at end of each work shift, be it day or night. All noise producing work shall be done at night or with the explicit approval of the building tenants. The Contactor shall be responsible for the security of the work site.
Agency security/access requirements – There are a number of Federal tenants in the building. Following overall initial planning and approval of the basic plan for accomplishing the construction work in the building (between the Government, tenants and the Contractor) the Contractor shall then be responsible for contacting the impacted Federal tenants to arrange for work in tenant space. The Contractor shall be responsible for coordination and obtaining this initial access into tenant space. Due to the nature of this work, there may be times when Contractor planned access may not be able to be accommodated. The Contractor shall remain flexible as well as being responsible for deviation from the schedule to accommodate tenants. The Contractor shall be responsible for all such advanced planning as well as informing the tenants when work is generally complete in their area.
11. Liquidated Damages: If the contractor fails to complete the work within the time specified in the contract, the contractor shall pay liquidated damages to the Government in the amount of $163.00 for each calendar day of delay until the work is completed or accepted.
12. Sustainability:
12.1 Green Purchasing: See attachment 1: green purchasing requirements
12.2 Waste Diversion: Fourteen days from Notice to Proceed, the Contractor shall submit to the Project
Manager an updated Non-Hazardous Solid Waste Management Plan. See “Attachment 2: Waste Diversion Plan”. The plan shall include, but is not limited to the following:
a) List of materials Contractor will reuse.
b) List of materials the Contractor will donate and name and address of donation recipient.
c) List of materials the Contractor will recycle and the name and address of the recycler. If Contractor receives recycling revenue, Contractor shall keep revenue and provide receipt for GSA for reference.
d) Name and location of solid waste landfill for non-diverted material.
13. Other Requirements:
13.1 Building Specific Requirements:
13.1.1 Parking: The contractor shall be responsible for making his/her own arrangements. Parking along the perimeter of the building is prohibited and unauthorized vehicles will be towed at the owner's expense. A limited number of SHORT-TERM parking spots are available in the alley on the west side of the building. These shall ONLY be used for loading and unloading of equipment / materials. The Building Manager will designate and authorized spots the contractor will be allowed to use. Blocking the alley is prohibited at all times. The contractor shall be responsible for any damage to the building or personal vehicles parked in the area, should such damages be caused by the contractor or his/her forces.
13.1.2 Building Specific Access Requirements: Access to the building will be restricted to a limited number of key cards for cleared contract personnel. Card holders will be designated by the Building Manager / PM / Fire Protection Engineer. A designated storage area in the building for tools / equipment / materials will be designated to the contractor during the pre-construction meeting. All tools, equipment and loose materials shall be cleaned up and stored in the designated area at the end of each shift.
13.1.3 After-Hours Coordination: Access to tenant areas for work not previously scheduled with the tenant and Building Manager will be prohibited.
13.1.4 Loading Dock Use (During Duty & After-Hours): The contractor shall determine roughly how much conduit and associated components will be needed on each floor and then coordinate with the GSA Building Manager for conduit storage somewhere on that floor. The contractor shall minimize the number of times conduit bundles and associated items of construction (and demolition) are moved through the building. The existing freight elevator is only 9 feet diagonally (corner to corner). Construction materials that cannot be accommodated on each floor shall be placed in other predesignated location(s) as approve by the Building Manager.
To the maximum extent allowed and to minimize wear and tear on the building, these materials shall be initially and strategically stored in the building to minimize further moving.
13.1.5 Common Area Cleaning: AT THE END OF THE CONTRACTOR’S WORK PERIOD, ALL
TENANT AND PUBLIC SPACE AFFECTED BY THE WORK, SHALL BE THOUROUGHLY
CLEANED, DUSTED AND LEFT ORDERLY FOR TENANT AND PUBLIC USE. NO
EXCEPTIONS!!
13.1.6 Utility Outages: 72 hours prior notice required!
13.1.7 Hot Work Permits: See the requirements as outlined in Attachment 3 of this document.
13.1.8 Key Control: Coordinate with the GSA Building Manager and/or the Court Security Officers and/or other designated officials as necessary for key access to accomplish the work.
13.2 Proposal Format Reminder: Please be sure to follow the procedures outlined to bid this project.
Those procedures/requirements are a part of this procurement, but not a part of this Scope of Work.
14. Submittals: The submittals referenced below (14.1 – 14.6) apply to the requirements of this Scope of Work document. Other required submittals are as found in the Project Manual indicated in paragraph 16.2 below.
The submittal requirements of these two documents may be combined. When making submittals, as applicable to your specific submittal, indicate what applies to 14.1 through 14.6 below. Otherwise, it will be assumed that each submittal only applies to submittal requirements as outlined in the Project Manual.
14.1 Critical Path Method Schedule that accounts for potential impacts of COVID-19: This requirement shall be combined into schedule required through the Project Manual referenced in 16.2 below.
14.2 Waste Diversion Submittal: Preconstruction, see attachment 2.

A. The contractor shall refer to the “Green Procurement Compilation” for all products being installed in federal facilities. The Green Procurement Compilation can be found at https://sftool.gov/greenprocurement. The standards found in this compilation shall guide all product purchasing decisions as they relate to federal facilities.
B. The use of the following standards (“Key Sustainable Product” or “KSP” standards) is mandatory for all contracts and task orders. See https://sftool.gov/green-products/1037/key-sustainable-products for more details.

Contractor shall submit proof of compliance of specified materials to the CO or his designee prior to the installation of the product or material. The CO’s designee shall verify compliance.
If the KSP materials listed above are 1) not reasonably available within a reasonable period of time: 2) fail to meet the performance standards set forth in the specification or fail to meet reasonable performance standards of GSA; or 3) are available only at an unreasonable price, only then can the Contractor use other types of products. In these cases, the Contractor shall select products and materials, to the extent possible, which are the safest and most environmentally friendly. Exemptions must be submitted in writing.

PROPERTY MANAGEMENT REQUIREMENTS
FOR THE CONSTRUCTION
Weekend/After-Hour Access:
Contractors must have GSA background clearance and GSA Contractor Badges.
Afterhours access in common spaces requires Property Management approval.
Afterhours access in tenant spaces requires tenant approval and GSA contractor badges.
Additional security clearances and/or authorized escort may be required by the tenant.
Work Hours:
Building Business Hours, Monday thru Friday: 7:00 am – 5:00 pm.
O&M Hours of Operation, Monday thru Friday: 7:00 am – 5:00 pm.
Daytime work requires approval by the Property Manager (no excessive noise, dust, smells, or vibrations).
HOT WORK PERMITS:
Approved Burn Permit required for any welding/soldering or other open flames. 72 hours prior notice required!
Approved Burn Permits will be kept on file in the Building Manager's office.
Coordinate through the Project Manager for approval from Property Management.
Fire Alarm Systems must be ‘Zone Out’ if potential of accidental activation exists.
Zone-Outs / Utility Interruptions: 72 hours prior notice required. Coordinate through the Project Manager for approval from Property Management.
Construction Core:
Keys to Mechanical and/or Electrical rooms can be “signed-out” through the onsite O&M or CSO. Keys will be turned back in at the end of every working day. A key sign-out sheet will be used for tracking purposes.
Key access to common spaces is coordinated by the onsite O&M and requires Property Management approval.

Walls, Doors and Floors must be protected to prevent damage.
Smoke Detectors in Construction Areas must be covered and wrapped to prevent Dust infiltration and accidental activation.
Extreme Caution must be applied while working near Fire Sprinklers. Contractor must be familiar with Fire
Sprinkler Valve Locations for each particular construction space being worked.
All Construction Areas must be free of Trip Hazards and other Safety Violations!

Trash and Dumpsters:
Equipment staging (e.g., trailers etc.) and Construction Dumpsters: The contractor can stage trailers, lifts, large equipment and any roll off dumpsters in the southeast corner of the GSA parking lot. The building manager will designate this area with the contractor during the pre-construction meeting. Contractor trash shall be removed from the building by the contractor on a daily basis. The buildings O&M staff and janitorial staff will not be responsible for cleaning up after the contractor. Coordinate with the onsite O&M contractor.
All Construction Debris must be removed and placed in Construction Dumpster at the end of each work shift.
No Construction Debris allowed in Building Trash Dumpsters.
Freight Elevator:
Daytime and/or after-hour usage: Must be coordinated with onsite O&M staff. Elevator protectors shall be used at all times in the freight elevator. Every effort to avoid damage to the freight elevator must be made. Movement of equipment and materials in passenger elevators is strictly prohibited.
Passenger Elevators:
The contractor shall NOT use Passenger Elevators to transport construction materials.
Security Requirements:
All contract workers on GSA projects shall be badged, (HSPD12). BADGES SHALL BE DESPLAYED AT ALL
TIMES.
A list of workers and work location shall be sent to the Project Manager and shall be current for the entirety of the project.
The Project Manager will coordinate with the Property Manager who will give a copy to Building Security.
NOTE: Security will not allow access unless workers are listed. A minimum 24 hours advance notice is required. Night shift security is under strict guidance from the U.S. Marshals and will not allow anyone in the building after business hours regardless of who they are. Those contractors that are authorized to be in the building after hours will have an access key card and/or be on an approved ROCAL list that is verified by the PM/BM. It will be the contractor’s responsibility to maintain a daily employee building access log. The log is subject to random inspection by the BM and CSOs.
